南口產(chǎn)業(yè)園工程業(yè)主方項(xiàng)目治理研究

【摘要】:近年來(lái),隨著中國(guó)制造業(yè)的快速發(fā)展,各種工業(yè)設(shè)施和廠房的建設(shè)也在如火如荼的進(jìn)行著,然而,矛盾總是無(wú)處不在的,伴隨著工業(yè)設(shè)施和廠房的建設(shè)進(jìn)程,業(yè)主與其他項(xiàng)目干系人之間的矛盾也日漸突出,作為工程項(xiàng)目建設(shè)的總集成者和總組織者的業(yè)主方,經(jīng)常因?yàn)樽陨砟芰εc經(jīng)驗(yàn)的不足而不能按照項(xiàng)目計(jì)劃完成項(xiàng)目。 本文以南口產(chǎn)業(yè)園工程為研究背景,以其業(yè)主方的項(xiàng)目治理為研究對(duì)象。在綜述項(xiàng)目管理基本理論與相關(guān)課題研究成果,并在總結(jié)汽車(chē)行業(yè)類(lèi)似產(chǎn)業(yè)園區(qū)建設(shè)經(jīng)驗(yàn)的基礎(chǔ)之上,對(duì)南口產(chǎn)業(yè)園工程項(xiàng)目特點(diǎn),組織內(nèi)外環(huán)境,以及業(yè)主方自身的項(xiàng)目管理能力與經(jīng)驗(yàn)進(jìn)行了深入系統(tǒng)的分析,然后針對(duì)影響業(yè)主對(duì)項(xiàng)目實(shí)施有效管理深層次問(wèn)題,提出項(xiàng)目治理創(chuàng)新方法,以改善項(xiàng)目質(zhì)量,節(jié)約項(xiàng)目成本,使各項(xiàng)目干系人滿意為目的,本文主要完成以下幾個(gè)方面工作: (1)分析南口產(chǎn)業(yè)園一期工程項(xiàng)目治理過(guò)程中的不足 對(duì)南口產(chǎn)業(yè)園一期工程的現(xiàn)況進(jìn)行系統(tǒng)研究。一方面,,系統(tǒng)分析項(xiàng)目自身特點(diǎn),項(xiàng)目建設(shè)環(huán)境狀況以及業(yè)主方項(xiàng)目治理能力與經(jīng)驗(yàn)現(xiàn)狀;另一方面,對(duì)南口產(chǎn)業(yè)園一期工程的業(yè)主方項(xiàng)目管理進(jìn)行研究,著重分析與業(yè)主方項(xiàng)目管理能力相關(guān)的承發(fā)包模式的選取,內(nèi)部組織架構(gòu)以及合同管理方式三個(gè)部分存在的不足。以上兩個(gè)方面也為本文的后續(xù)研究奠定了基礎(chǔ)。 (2)基于模糊綜合評(píng)判模型的承發(fā)包模式選取方法研究 對(duì)國(guó)內(nèi)外現(xiàn)有發(fā)包模式的特點(diǎn)與應(yīng)用實(shí)踐現(xiàn)狀進(jìn)行研究和總結(jié),并在結(jié)合南口產(chǎn)業(yè)園項(xiàng)目自身特點(diǎn)與業(yè)主方自身?xiàng)l件的基礎(chǔ)上,提出模糊綜合評(píng)判模型,并根據(jù)該模型推導(dǎo)出適合南口產(chǎn)業(yè)園項(xiàng)目的承發(fā)包模式。 (3)業(yè)主方內(nèi)部項(xiàng)目治理組織架構(gòu)的建立。 在已選的承發(fā)包模式的基礎(chǔ)上,根據(jù)企業(yè)組織情況與項(xiàng)目特點(diǎn),結(jié)合國(guó)內(nèi)外相關(guān)研究成果,對(duì)業(yè)主方項(xiàng)目部現(xiàn)有項(xiàng)目組織與流程進(jìn)行研究,以提高項(xiàng)目組織效率與效益為根本出發(fā)點(diǎn),提出以PMO為核心的項(xiàng)目治理組織結(jié)構(gòu)模式,最后通過(guò)南口產(chǎn)業(yè)園項(xiàng)目實(shí)踐驗(yàn)證該模型的有效性。 (4)基于干系人特點(diǎn)的業(yè)主方合同管理創(chuàng)新研究。 首先對(duì)南口項(xiàng)目各干系人進(jìn)行識(shí)別,確定他們的優(yōu)先級(jí),并分析各干系人對(duì)項(xiàng)目的影響;在此基礎(chǔ)上提出一套適用于業(yè)主方對(duì)各干系人進(jìn)行有效監(jiān)管的合同管理方法。最后通過(guò)實(shí)踐驗(yàn)證該組織架構(gòu)的有效性。
[Abstract]:In recent years, with the rapid development of China's manufacturing industry, the construction of various industrial facilities and factories is also in full swing. However, the contradictions are always everywhere, along with the construction process of industrial facilities and factories. The contradiction between the owner and other project stakeholders is becoming more and more prominent. As the total integrator and organizer of the project construction, the owner side is often unable to complete the project according to the project plan because of the lack of their own ability and experience. This paper takes Nankou Industrial Park Project as the research background and its owner's project governance as the research object. On the basis of summarizing the basic theory of project management and related research results, and on the basis of summing up the experience of similar industrial park construction in automobile industry, the paper organizes the inside and outside environment of Nankou Industrial Park project. And the owner's own project management ability and experience are deeply and systematically analyzed, and then aiming at the deep level problem that affects the owner to carry out the effective management of the project, the innovative method of project governance is put forward to improve the project quality and save the project cost, so as to improve the quality of the project and save the cost of the project. For the purpose of satisfying the stakeholders of each project, this paper mainly completes the following aspects: Analysis of the deficiencies in the first phase project of Nankou Industrial Park The present situation of the first phase project of Nankou Industrial Park is systematically studied. On the one hand, it systematically analyzes the characteristics of the project itself, the environmental conditions of the project construction, and the management ability and experience of the owner side of the project; on the other hand, the project management of the owner side of the first phase project of Nankou Industrial Park is studied. This paper focuses on the selection of contracting mode related to the owner's project management ability, the shortcomings of the internal organization structure and the contract management mode. The above two aspects also lay a foundation for the further study of this paper. Research on the selection method of contracting mode based on fuzzy comprehensive evaluation model This paper studies and summarizes the characteristics and application practice of the existing contracting mode at home and abroad, and puts forward a fuzzy comprehensive evaluation model based on the characteristics of Nankou Industrial Park project and the owner's own conditions. According to the model, the contracting mode suitable for Nankou Industrial Park project is deduced. 3) the establishment of the internal project governance structure of the owner. On the basis of the selected contracting mode, according to the organization of the enterprise and the characteristics of the project, combined with the relevant research results at home and abroad, the existing project organization and process of the owner's side project department are studied. In order to improve the efficiency and benefit of project organization, this paper puts forward a project governance organizational structure model with PMO as the core, and finally validates the validity of the model through the project practice of Nankou Industrial Park. Based on the characteristics of stakeholders, the owner party contract management innovation research. Firstly, the stakeholders of Nankou project are identified, their priorities are determined, and the impact of each stakeholder on the project is analyzed. On this basis, a set of contract management methods suitable for the effective supervision of each stakeholder by the owner is put forward. Finally, the effectiveness of the organization structure is verified by practice.
