【摘要】：良好的投資環(huán)境是一個(gè)地區(qū)吸引外資，加速當(dāng)?shù)亟?jīng)濟(jì)發(fā)展的基礎(chǔ)。自2009年山東6市2縣被中央確定為藍(lán)色經(jīng)濟(jì)區(qū)之后，半島進(jìn)入了新一輪的與藍(lán)色經(jīng)濟(jì)發(fā)展相對(duì)應(yīng)的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與升級(jí)，引領(lǐng)投資環(huán)境發(fā)生了質(zhì)的飛躍。如何優(yōu)化提升現(xiàn)有投資環(huán)境，，合理利用外資，實(shí)現(xiàn)結(jié)構(gòu)升級(jí)和環(huán)境保護(hù)的雙贏，促進(jìn)山東半島區(qū)域經(jīng)濟(jì)科學(xué)健康發(fā)展，已經(jīng)成為地方政府高度重視的且極具現(xiàn)實(shí)意義的課題。 本文通過定性分析與定量分析相結(jié)合、動(dòng)態(tài)分析與靜態(tài)分析相結(jié)合等方法，一方面，運(yùn)用SWOT分析方法對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)總體的投資環(huán)境進(jìn)行了全面的靜態(tài)分析，與其他省市相比下總體把握基于投資環(huán)境角度的山東半島藍(lán)色經(jīng)濟(jì)區(qū)存在的自身優(yōu)勢(shì)、內(nèi)部劣勢(shì)、發(fā)展機(jī)遇和潛在威脅，對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)的投資環(huán)境進(jìn)行了綜合評(píng)價(jià)研究，最終通過SWOT矩陣對(duì)SO、ST、WO、WT四個(gè)組合戰(zhàn)略進(jìn)行了優(yōu)化分析并提出了加強(qiáng)與外部區(qū)域銜接、加強(qiáng)服務(wù)型政府建設(shè)和重視產(chǎn)業(yè)集群培育等優(yōu)化投資環(huán)境的建議。另一方面，運(yùn)用因子分析方法對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)內(nèi)各市的投資環(huán)境進(jìn)行了有針對(duì)性的動(dòng)態(tài)分析，通過對(duì)基礎(chǔ)指標(biāo)、相對(duì)指標(biāo)和平均指標(biāo)的整合、篩選，建立了資源環(huán)境指標(biāo)子系統(tǒng)、基礎(chǔ)設(shè)施環(huán)境指標(biāo)子系統(tǒng)、經(jīng)濟(jì)環(huán)境指標(biāo)子系統(tǒng)、社會(huì)服務(wù)環(huán)境指標(biāo)子系統(tǒng)和文化科研環(huán)境指標(biāo)子系統(tǒng)五個(gè)一級(jí)指標(biāo)體系，較為全面、客觀、科學(xué)的描述了山東半島藍(lán)色經(jīng)濟(jì)區(qū)投資環(huán)境的優(yōu)劣。并以SPSS軟件為技術(shù)支撐，揭示了山東半島藍(lán)色經(jīng)濟(jì)區(qū)內(nèi)部不同城市投資環(huán)境之間的差異性與相似性，探尋改善其投資環(huán)境的基本思路，有利于全面系統(tǒng)地把握不同城市投資環(huán)境的基本特征，得出加強(qiáng)區(qū)域內(nèi)部合作、加強(qiáng)與省內(nèi)其他發(fā)展戰(zhàn)略有機(jī)融合和構(gòu)筑經(jīng)濟(jì)一體化大平臺(tái)等優(yōu)化投資環(huán)境的對(duì)策。
[Abstract]:A good investment environment is the basis for a region to attract foreign investment and accelerate local economic development. Since the six cities and two counties of Shandong were designated as the blue economic zone by the central authorities in 2009, the peninsula has entered a new round of industrial structure adjustment and upgrading corresponding to the blue economic development, leading to a qualitative leap in the investment environment. How to optimize and improve the existing investment environment, make rational use of foreign capital, realize the win-win situation of structural upgrading and environmental protection, and promote the healthy development of regional economy in Shandong Peninsula, has become a highly valued and of great practical significance by local governments. Through the combination of qualitative analysis and quantitative analysis, dynamic analysis and static analysis, on the one hand, the paper makes a comprehensive static analysis of the overall investment environment of the blue economic zone of Shandong Peninsula by using the SWOT analysis method. Compared with other provinces and cities, they generally grasp the advantages, internal weaknesses, development opportunities and potential threats of the blue economic zone of the Shandong Peninsula based on the investment environment. The investment environment of the blue economic zone of Shandong Peninsula is evaluated and studied. Finally, through the SWOT matrix, the four combination strategies are optimized and analyzed, and the connection between the four combination strategies and the external region is put forward. Suggestions for optimizing the investment environment such as strengthening the construction of service-oriented government and attaching importance to the cultivation of industrial clusters. On the other hand, the paper uses factor analysis method to analyze the investment environment of the cities in the blue economic zone of Shandong Peninsula. Through the integration of the basic index, relative index and average index, the investment environment of each city in the blue economic zone of Shandong Peninsula is screened. This paper establishes five first-level index systems, which are resource and environment index subsystem, infrastructure environment index subsystem, economic environment index subsystem, social service environment index subsystem and culture scientific research environment index subsystem. Scientific description of the Shandong Peninsula Blue Economic Zone investment environment advantages and disadvantages. Based on SPSS software, the paper reveals the differences and similarities between different cities' investment environment in the blue economic zone of Shandong Peninsula, and explores the basic ideas to improve the investment environment. It is beneficial to grasp the basic characteristics of different urban investment environment in an all-round and systematic way, and draw some countermeasures to optimize the investment environment, such as strengthening the regional cooperation, strengthening the organic integration with other development strategies in the province and constructing the big platform of economic integration.
