【摘要】:提升沿邊開放是我國對(duì)外開放戰(zhàn)略的重要組成部分,與東部沿海地區(qū)以市場(chǎng)為主導(dǎo),通過發(fā)展對(duì)外貿(mào)易和引進(jìn)外資,在本地建立制造業(yè)中心的世界工廠模式不同,沿邊地區(qū)的開放更多的是通過參與周邊國家的次區(qū)域合作,促進(jìn)與周邊地區(qū)的經(jīng)濟(jì)一體化,進(jìn)而擴(kuò)大自身對(duì)外開放水平。在參與跨境次區(qū)域經(jīng)濟(jì)合作進(jìn)程中,如何促進(jìn)沿邊地區(qū)產(chǎn)業(yè)集聚,在沿邊地區(qū)培育經(jīng)濟(jì)增長(zhǎng)極,進(jìn)而帶動(dòng)內(nèi)陸沿邊欠發(fā)達(dá)地區(qū)的經(jīng)濟(jì)發(fā)展,是關(guān)系到我國區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展、社會(huì)穩(wěn)定、邊境安全和民族團(tuán)結(jié)的重大現(xiàn)實(shí)問題。 本文以對(duì)外開放對(duì)我國沿邊地區(qū)經(jīng)濟(jì)增長(zhǎng)的影響為研究題目,所涉及的沿邊地區(qū)是指我國邊境省(區(qū))與鄰國相接的區(qū)域,即吉林、黑龍江、遼寧、內(nèi)蒙古、新疆、西藏、云南、廣西和甘肅等9個(gè)沿邊省(區(qū));所涉及的對(duì)外開放主要是指對(duì)外經(jīng)濟(jì)開放。全文在系統(tǒng)梳理對(duì)外開放與經(jīng)濟(jì)增長(zhǎng)相關(guān)理論的基礎(chǔ)上,深入分析了我國沿邊地區(qū)對(duì)外開放的現(xiàn)狀,并在全國和各地區(qū)層次上對(duì)沿邊地區(qū)對(duì)外開放的水平、沿邊地區(qū)的經(jīng)濟(jì)增長(zhǎng)與區(qū)域差異進(jìn)行了比較研究,并以此為基礎(chǔ)從省級(jí)層面和城市層面分別對(duì)沿邊地區(qū)9個(gè)省,及200個(gè)城市進(jìn)行實(shí)證分析,通過不同的區(qū)域單位全面考察了對(duì)外開放對(duì)我國沿邊地區(qū)經(jīng)濟(jì)增長(zhǎng)的影響。 第一,從進(jìn)出口貿(mào)易、對(duì)外貿(mào)易依存度、外商直接投資規(guī)模、外資依存度四個(gè)維度分析得出,我國沿邊地區(qū)對(duì)外貿(mào)易總體處于上升趨勢(shì),但對(duì)外開放水平普遍低于全國平均水平。第二,從實(shí)際GDP及其增長(zhǎng)率、固定資產(chǎn)投資額等衡量指標(biāo)分析得出,我國沿邊地區(qū)經(jīng)濟(jì)發(fā)展水平有所提高,,但相對(duì)全國平均水平而言仍顯落后。不僅如此,沿邊各省區(qū)之間也存在著一定程度的差異。第三,通過對(duì)沿邊省級(jí)面板數(shù)據(jù)的回歸分析,筆者認(rèn)為,外商直接投資與沿邊地區(qū)經(jīng)濟(jì)增長(zhǎng)缺乏關(guān)聯(lián)性,即外商直接投資對(duì)我國沿邊地區(qū)經(jīng)濟(jì)增長(zhǎng)的影響很小,而對(duì)外貿(mào)易對(duì)沿邊地區(qū)經(jīng)濟(jì)增長(zhǎng)的影響則較大。第四,通過對(duì)沿邊地區(qū)200個(gè)城市面板數(shù)據(jù)的實(shí)證分析,使筆者更進(jìn)一步認(rèn)為,對(duì)外開放對(duì)沿邊地區(qū)城市的經(jīng)濟(jì)增長(zhǎng)有很大影響,全社會(huì)固定資產(chǎn)投資額對(duì)沿邊地區(qū)城市經(jīng)濟(jì)增長(zhǎng)的推動(dòng)效果顯著,勞動(dòng)力成本對(duì)沿邊城市經(jīng)濟(jì)增長(zhǎng)有著微弱的推動(dòng)作用,邊境城市的地理區(qū)位不利于經(jīng)濟(jì)增長(zhǎng)。
[Abstract]:The opening of the promotion along the border is an important part of China's opening up strategy. With the market as the leading part of the eastern coastal area, the world factory model in the local manufacturing center is different through the development of foreign trade and the introduction of foreign capital. The opening of the border area is more through the sub regional cooperation with the surrounding countries, promoting and promoting the surrounding areas. In the process of cross border sub regional economic cooperation, how to promote industrial agglomeration along the border area, cultivate economic growth in the border area, and drive the economic development of the underdeveloped areas along the inland border, is related to the coordinated development of regional economy, social stability and border security in China. The major realistic problems of the unity of the whole and the nation.
In this paper, the influence of opening up to the economic growth of China's border areas is studied. The border area refers to the region of China's border provinces (regions) connected with neighbouring countries, namely, Jilin, Heilongjiang, Liaoning, Inner Mongolia, Xinjiang, Tibet, Yunnan, Guangxi and Gansu, and other 9 border provinces (regions); the opening to the outside world refers to the foreign economy. On the basis of systematically combing the theory of opening to the outside world and economic growth, the full text has deeply analyzed the current situation of opening up in the border areas of our country, and compared the level of opening up in the border areas, the economic growth and regional differences in the border areas on the national and regional levels, and on this basis from the provincial level. The empirical analysis of 9 provinces and 200 cities in the border area and the urban level, through different regional units, investigated the impact of opening up on the economic growth of the border areas in China.
First, from the four dimensions of the import and export trade, the dependence on foreign trade, the scale of foreign direct investment and the dependence of foreign capital, the foreign trade in the border areas of our country is generally in the upward trend, but the level of opening to the outside world is generally lower than the national average. Second, the analysis of the actual GDP and its growth rate, fixed assets investment and so on It is concluded that the economic development level of the border areas in China has been improved, but still lagging behind the national average level. Not only that, there is also a certain degree of difference between the provinces and regions along the border. Third, through the regression analysis of the provincial panel data along the border, the author thinks that the direct investment in foreign business is not related to the economic growth in the border areas. The effect of foreign direct investment on economic growth in the border areas of China is very small, and foreign trade has a great influence on the economic growth along the border area. Fourth, through the empirical analysis of the panel data of 200 cities along the border areas, the author further believes that the opening to the outside world has a great influence on the economic growth of the cities along the border areas. The effect of fixed assets investment on urban economic growth along the border areas is significant. The labor cost has a weak impetus to the economic growth along the border cities, and the geographical location of the border cities is not conducive to economic growth.
