【摘要】：《中共中央關(guān)于全面深化改革若干重大問(wèn)題的決定》提出要"構(gòu)建開(kāi)放型經(jīng)濟(jì)新體制"。從本質(zhì)上看,開(kāi)放型經(jīng)濟(jì)新體制是一種新規(guī)則、新制度,標(biāo)志著從以往的邊境開(kāi)放(措施)向邊境內(nèi)開(kāi)放(措施)延伸和拓展。構(gòu)建開(kāi)放型經(jīng)濟(jì)新體制,以適應(yīng)高標(biāo)準(zhǔn)國(guó)際貿(mào)易和投資新規(guī)則,就必須全面深化改革,轉(zhuǎn)變政府職能,完善要素有序自由流動(dòng)體制機(jī)制,構(gòu)建完善區(qū)域開(kāi)放格局的有效動(dòng)力機(jī)制,等等。
[Abstract]:The decision of the CPC Central Committee on several major issues in comprehensively deepening reform puts forward the need to "build a new open economic system." In essence, the new open economy system is a new rule and new system, which marks the extension and expansion from the former border opening (measures) to the border opening (measures). In order to adapt to the new rules of high standard international trade and investment, it is necessary to deepen the reform in an all-round way, transform the government functions, and perfect the institutional mechanism of the orderly and free flow of elements. Construct the effective motive mechanism of perfecting the regional opening pattern, and so on.
