【摘要】：正"供給側(cè)結(jié)構(gòu)性改革"——這一略顯生僻的經(jīng)濟(jì)術(shù)語(yǔ)時(shí)下正成為中國(guó)從官方到學(xué)界的討論熱詞。繼習(xí)近平總書記提出"在適度擴(kuò)大總需求的同時(shí),著力加強(qiáng)供給側(cè)結(jié)構(gòu)性改革"后,國(guó)務(wù)院總理李克強(qiáng)11月17日主持召開"十三五"《規(guī)劃綱要》編制工作會(huì)議時(shí)提出,"在供給側(cè)和需求側(cè)兩端發(fā)力促進(jìn)產(chǎn)業(yè)邁向中高端"。在11月18日召開的國(guó)務(wù)院常務(wù)會(huì)議上,李克強(qiáng)總理再次部署加快企業(yè)技術(shù)升級(jí)改造,推動(dòng)產(chǎn)業(yè)邁向中高端。11月23日,經(jīng)李克強(qiáng)總理簽批,國(guó)務(wù)院日前印發(fā)《關(guān)于積極發(fā)揮新消費(fèi)引領(lǐng)作用加快培育形成新供給新動(dòng)力的指導(dǎo)意見》。供給側(cè)改革正式拉開大幕,它勢(shì)必成為中國(guó)"十三五"時(shí)期結(jié)構(gòu)性改革的發(fā)力點(diǎn),攸關(guān)中國(guó)經(jīng)濟(jì)航船的穩(wěn)健前行。
[Abstract]:"supply-side structural reform"-a somewhat obscure economic term-is becoming a hot word in China from the official to the academic world. Following General Secretary Xi Jinping's proposal of "strengthening supply-side structural reform at the same time as moderately expanding aggregate demand," Premier Li Keqiang of the State Council held a working meeting on the formulation of the 13th Five-Year Plan on November 17, and put forward that "on the supply side and on the demand side, efforts will be made to promote the industry toward the middle and high end." At the executive meeting of the State Council held on November 18, Premier Li Keqiang again deployed to speed up the upgrading and transformation of enterprises' technology to promote the industry toward the middle and high end. On November 23, Premier Li Keqiang signed and approved, The State Council recently issued the "guiding opinions on giving full play to the leading role of New consumption and speeding up the formation of New supply and New Power". The supply-side reform, which is bound to become the starting point of structural reform in the 13th Five-Year Plan period of China, is of vital importance to the steady advance of China's economic navigation ship.
