【摘要】：到2020年實現(xiàn)城鄉(xiāng)居民人均收入倍增是黨的十八大提出的宏偉目標,而具體的實現(xiàn)路徑則是需要深入研究和思考的重大問題。筆者選取湖南這個中部具有代表意義的省份開展相關研究,建議在目標分解上"細化三層",在基本原則上"強化三合",在路徑規(guī)劃上"走好三分",在政策設計上"理順三源",以期為中部、乃至全國收入倍增計劃的實現(xiàn)提供參考。
[Abstract]:To realize the doubling of the per capita income of urban and rural residents by 2020 is the grand goal put forward by the 18th National Congress of the Communist Party of China (CPC), and the specific path of realization is a major problem that needs to be deeply studied and pondered. The author chooses Hunan, which is a representative province in the central part, to carry out relevant research. It is suggested to "refine the three layers" in the decomposition of objectives, "strengthen the three levels" in the basic principle, "walk three points" in the path planning and "straighten out the three sources" in the policy design, in order to provide reference for the realization of the income multiplication plan in the central part and even the whole country.
