【摘要】：2008年一場(chǎng)由次貸危機(jī)所引發(fā)的全球性金融危機(jī),對(duì)世界各國(guó)的經(jīng)濟(jì)發(fā)展造成了巨大沖擊,對(duì)于一個(gè)長(zhǎng)期靠投資和外貿(mào)拉動(dòng)經(jīng)濟(jì)增長(zhǎng)的國(guó)家來(lái)言,外部環(huán)境的惡化對(duì)轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式提出了迫切要求。在國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十二個(gè)五年規(guī)劃綱要中明確提出未來(lái)五年(2011-2015年)國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展的主題、主線(xiàn),即主題是科學(xué)發(fā)展,主線(xiàn)是加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式。作為轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的攻堅(jiān)階段,“攻堅(jiān)”二字足以說(shuō)明未來(lái)五年對(duì)于西部乃至整個(gè)中國(guó)實(shí)現(xiàn)科學(xué)發(fā)展的艱巨性以及所帶來(lái)的機(jī)遇性,西部地區(qū)作為傳統(tǒng)粗放型經(jīng)濟(jì)增長(zhǎng)模式發(fā)揮作用時(shí)間較長(zhǎng)的一個(gè)地區(qū),環(huán)境壓力、資源壓力、二元結(jié)構(gòu)壓力在長(zhǎng)期的發(fā)展積淀中越來(lái)越大,尋求經(jīng)濟(jì)發(fā)展方式的轉(zhuǎn)變成為了西部地區(qū)破解這一系列難題的唯一出路,西部地區(qū)發(fā)展問(wèn)題的長(zhǎng)期積累,所帶來(lái)的破解難題也是極重的,積重未必不能返,“十二五”規(guī)劃的提出使得未來(lái)五年恰好成為了西部實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的機(jī)遇期,西部地區(qū)要抓住機(jī)遇迎難而上,以科學(xué)的方法突破長(zhǎng)期發(fā)展的瓶頸。 科學(xué)發(fā)展觀(guān),是對(duì)黨的三代中央領(lǐng)導(dǎo)集體關(guān)于發(fā)展的重要思想的繼承和發(fā)展,是馬克思主義關(guān)于發(fā)展的世界觀(guān)和方法論的集中體現(xiàn),隨著科學(xué)發(fā)展觀(guān)在十七大中被寫(xiě)入黨章,科學(xué)發(fā)展觀(guān)也就成為了未來(lái)指導(dǎo)社會(huì)主義現(xiàn)代化建設(shè)的指導(dǎo)思想。西部地區(qū)要轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式培育內(nèi)生動(dòng)力,依靠科技創(chuàng)新來(lái)實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展方式的轉(zhuǎn)變,就必須堅(jiān)持科學(xué)發(fā)展觀(guān),就必須一切從“人”出發(fā),以“全面、協(xié)調(diào)、可持續(xù)發(fā)展”為目標(biāo)。 從區(qū)域廣度來(lái)講西部地區(qū)是我國(guó)各區(qū)域中面積最大的組成部分,從經(jīng)濟(jì)社會(huì)發(fā)展角度來(lái)講,西部地區(qū)又是我國(guó)東中西三大區(qū)域中整體最為落后的地區(qū),在這樣一個(gè)最大最落后的地區(qū)實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展方式的轉(zhuǎn)變,對(duì)于西部地區(qū)乃至整個(gè)國(guó)家來(lái)講,都具有巨大意義。
[Abstract]:A global financial crisis triggered by the subprime mortgage crisis in 2008 has had a tremendous impact on the economic development of all countries in the world. For a country that has long relied on investment and foreign trade to stimulate economic growth, The deterioration of the external environment has put forward an urgent need to change the mode of economic development. In the outline of the twelfth five-year plan for national economic and social development, the theme of national economic and social development in the next five years (2011-2015) is clearly put forward. The main line is scientific development, and the main line is to accelerate the transformation of the mode of economic development. As a critical stage in transforming the mode of economic development, the word "attacking the key points" is sufficient to illustrate the difficulty and opportunities that will be brought to the realization of scientific development in the western region and even in China as a whole in the next five years. As a traditional extensive economic growth model, the western region has played an important role for a long time. The environmental pressure, the resource pressure and the dual structure pressure are increasing in the long-term development accumulation. Seeking for a change in the mode of economic development has become the only way out for the western region to solve this series of problems. The long-term accumulation of problems in the development of the western region is also extremely serious, and the accumulated weight is not necessarily impossible to return. The proposal of the 12th Five-Year Plan makes the next five years an opportunity period for the western region to realize the transformation of the mode of economic development. The western region should seize the opportunity to face the difficulties and break through the bottleneck of long-term development in a scientific way. The concept of scientific development is the inheritance and development of the important thoughts of the three generations of the Party's central leading collective on development, and the concentrated embodiment of the Marxist world outlook and methodology on development, with the scientific development concept being written into the Party Constitution at the 17th National Congress of the CPC. The scientific concept of development has become the guiding ideology of socialist modernization construction in the future. In order to change the mode of economic development and cultivate the endogenous motive force and realize the transformation of the mode of economic development by relying on scientific and technological innovation, the western region must adhere to the concept of scientific development, and all must proceed from the "human", in order to "comprehensively and harmoniously," Sustainable development ". In terms of regional breadth, the western region is the largest part of all the regions in China. From the perspective of economic and social development, the western region is also the most backward region of the three major regions of China, East, West and West. It is of great significance for the western region and even the whole country to realize the transformation of the mode of economic development in such a large and backward region.
