大連市產(chǎn)業(yè)就業(yè)效應(yīng)及互動(dòng)關(guān)系分析

【摘要】:就業(yè)是關(guān)乎民生的重大問(wèn)題,因此需要推動(dòng)實(shí)現(xiàn)更高質(zhì)量的就業(yè),并將更加充分的就業(yè)作為全面建成小康社會(huì)的重要目標(biāo)。作為東北地區(qū)的對(duì)外開(kāi)放門(mén)戶、沿海開(kāi)放城市之一的大連市,正處于工業(yè)化的中后期,產(chǎn)業(yè)結(jié)構(gòu)升級(jí)、就業(yè)結(jié)構(gòu)優(yōu)化的轉(zhuǎn)型階段,其特點(diǎn)也具有一定的典型性,同時(shí)大連市也面臨著嚴(yán)峻的就業(yè)問(wèn)題有待解決。實(shí)際上產(chǎn)業(yè)結(jié)構(gòu)變動(dòng)與就業(yè)結(jié)構(gòu)調(diào)整是資源的重新配置,經(jīng)濟(jì)健康有序發(fā)展要求產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)相互適應(yīng)、協(xié)調(diào)發(fā)展。研究大連市產(chǎn)業(yè)就業(yè)效應(yīng)及其空間演變,一方面可了解就業(yè)結(jié)構(gòu)與產(chǎn)業(yè)結(jié)構(gòu)在變化方向上基本相同,但變化程度有所不同,其結(jié)構(gòu)存在較大的偏差,表明大連市就業(yè)結(jié)構(gòu)與產(chǎn)業(yè)結(jié)構(gòu)之間存在一定的不協(xié)調(diào)性。另一方面在勞動(dòng)力市場(chǎng)供求失衡矛盾日趨凸顯的情況下,可以為擴(kuò)大就業(yè)容量,實(shí)現(xiàn)三次產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)均衡發(fā)展提供政策思路。 為了促進(jìn)經(jīng)濟(jì)的健康發(fā)展,本文在對(duì)國(guó)內(nèi)外相關(guān)研究文獻(xiàn)進(jìn)行綜合整理的基礎(chǔ)上,,借鑒現(xiàn)有的研究工具方法,以促進(jìn)大連市產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)協(xié)調(diào)發(fā)展為目的進(jìn)行研究:本文主要運(yùn)用就業(yè)彈性系數(shù)、結(jié)構(gòu)偏離度、采用結(jié)構(gòu)變動(dòng)指數(shù)以及多種計(jì)量統(tǒng)計(jì)分析方法相結(jié)合的方法,對(duì)大連市三次產(chǎn)業(yè)及產(chǎn)業(yè)內(nèi)部行業(yè)與就業(yè)結(jié)構(gòu)動(dòng)態(tài)關(guān)系進(jìn)行測(cè)度,得出了大連市產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)不均衡的結(jié)論,最后針對(duì)問(wèn)題尋找解決產(chǎn)業(yè)結(jié)構(gòu)和就業(yè)結(jié)構(gòu)矛盾的相應(yīng)對(duì)策,提出加強(qiáng)傳統(tǒng)工業(yè)技術(shù)改造,重點(diǎn)扶持中小企業(yè)的發(fā)展、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),加快新興產(chǎn)業(yè)、加快城市化進(jìn)程、消除勞動(dòng)力流動(dòng)的制度壁壘,建立統(tǒng)一的勞動(dòng)力市場(chǎng)等促進(jìn)就業(yè)等措施。
[Abstract]:Employment is a major issue related to people's livelihood, so it is necessary to promote the realization of higher quality employment, and take more full employment as the important goal of building a well-off society in an all-round way. As the gateway of opening to the outside world in Northeast China, Dalian, one of the coastal open cities, is in the middle and late stage of industrialization, the industrial structure is upgraded and the employment structure is optimized. Its characteristics are also typical. At the same time, Dalian is also faced with severe employment problems to be solved. In fact, the change of industrial structure and the adjustment of employment structure are the reconfiguration of resources. The healthy and orderly development of economy requires that the industrial structure and employment structure adapt to each other and develop harmoniously. By studying the effect of industrial employment and its spatial evolution in Dalian, on the one hand, it can be understood that the employment structure is basically the same as the industrial structure in the direction of change, but the degree of change is different, and there is a big deviation in its structure. It shows that there is some disharmony between employment structure and industrial structure in Dalian. On the other hand, the contradiction between supply and demand in the labor market is becoming more and more prominent, which can provide policy ideas for expanding the employment capacity and realizing the balanced development of the tertiary industrial structure and the employment structure. In order to promote the healthy development of economy, this paper draws lessons from the existing research tools and methods on the basis of synthesizing the relevant research documents at home and abroad. In order to promote the harmonious development of industrial structure and employment structure in Dalian, this paper mainly uses the employment elasticity coefficient, the structure deviation degree, the structural change index and various econometric statistical analysis methods. This paper measures the dynamic relationship between the industrial structure and the employment structure in Dalian, and draws the conclusion that the industrial structure and the employment structure in Dalian are not balanced. Finally, to find the corresponding countermeasures to solve the contradiction between industrial structure and employment structure, the paper puts forward to strengthen the transformation of traditional industrial technology, to support the development of small and medium-sized enterprises, to optimize the industrial structure, to speed up the emerging industries, and to speed up the process of urbanization. Measures such as eliminating institutional barriers to labor mobility and establishing a unified labor market to promote employment.
