【摘要】：進入21世紀(jì),國家相關(guān)部委正式啟動和開展循環(huán)經(jīng)濟建設(shè)工作,將園區(qū)打造為循環(huán)經(jīng)濟發(fā)展最有效的實踐載體之一。位于湖南省衡陽市的松木經(jīng)濟開發(fā)區(qū),是一個正在進行循環(huán)化改造并逐漸發(fā)揮引導(dǎo)示范效應(yīng)的化工產(chǎn)業(yè)主導(dǎo)集聚園區(qū)。但目前園區(qū)發(fā)展面臨一些問題:化工產(chǎn)業(yè)具一定規(guī)模,但產(chǎn)業(yè)結(jié)構(gòu)仍需調(diào)整;產(chǎn)業(yè)集群初步形成,但布局上還需要向核心區(qū)集中;循環(huán)模式雖已初具雛形,但產(chǎn)業(yè)鏈仍需拓展延伸;基礎(chǔ)設(shè)施的作用凸顯,亟需繼續(xù)擴大投入;公共服務(wù)平臺和保障體系仍待加強。因此,循環(huán)化改造是園區(qū)持續(xù)發(fā)展的必經(jīng)之路。論文基于松木經(jīng)濟開發(fā)區(qū)園區(qū)產(chǎn)業(yè)的實際情況,深入探析其在產(chǎn)業(yè)規(guī)劃、發(fā)展定位、資源循環(huán)利用方面的優(yōu)勢和特色,尋找其打造循環(huán)產(chǎn)業(yè)鏈條的亮點和不足。通過研究得出結(jié)論,不同的產(chǎn)業(yè)經(jīng)濟園區(qū)在循環(huán)化改造方面有不同的路徑,要在了解和掌握園區(qū)產(chǎn)業(yè)體系中物質(zhì)的流向、流量及相互關(guān)系的基礎(chǔ)上,從中找出減少資源消耗、有效利用資源、減少污染物排放、改善環(huán)境的途徑,從而構(gòu)建起一個高起點、高標(biāo)準(zhǔn)、個性化的循環(huán)經(jīng)濟體系,為特色產(chǎn)業(yè)園區(qū)的循環(huán)化改造提供借鑒示范的樣本。
[Abstract]:In twenty-first Century, the state ministries and commissions formally started and carried out the construction of circular economy, and made the park one of the most effective practical carriers for the development of circular economy. The pine Economic Development Zone in Hengyang, Hunan Province, is a leading industrial park of chemical industry which is undergoing cyclic transformation and gradually exerts guidance and demonstration effect. But at present, the development of the park faces some problems: the chemical industry has a certain scale, but the industrial structure still needs to be adjusted; the industrial cluster is initially formed, but the layout needs to be concentrated in the core area; although the cycle mode has begun to take shape, the industrial chain needs to expand and extend; the infrastructure needs to continue to expand its investment, the public service platform and the public service platform. Therefore, the guarantee system still needs to be strengthened. Therefore, recycling is the only way for the sustainable development of the park. Based on the actual situation of the industrial park industry in the pine Economic Development Zone, the paper explores its advantages and characteristics in the aspects of industrial planning, development orientation and resource recycling, looking for the bright spots and shortcomings of its recycling industry chain. It is concluded that different industrial parks have different paths for recycling and transformation. On the basis of understanding and mastering the flow of material, flow and relationship in the industrial system of the park, we should find a way to reduce the consumption of resources, effectively use the resources, reduce the emission of pollutants and improve the environment, thus building a high starting point. The high standard and personalized circular economy system provides a sample for the circular transformation of the characteristic industrial park.
