【摘要】：2011年河北沿海地區(qū)發(fā)展上升至國家戰(zhàn)略，河北沿海地區(qū)進(jìn)入快速發(fā)展時(shí)期。在秦唐滄地區(qū)形成了大批以循環(huán)經(jīng)濟(jì)為發(fā)展理念的產(chǎn)業(yè)集群。循環(huán)產(chǎn)業(yè)集群是以產(chǎn)業(yè)集群作為循環(huán)經(jīng)濟(jì)發(fā)展的組織載體，以循環(huán)經(jīng)濟(jì)作為產(chǎn)業(yè)集群發(fā)展的手段，依據(jù)生態(tài)產(chǎn)業(yè)鏈構(gòu)建循環(huán)型產(chǎn)業(yè)集群，，是循環(huán)經(jīng)濟(jì)和產(chǎn)業(yè)集群互動(dòng)的新型經(jīng)濟(jì)組織模式。河北沿海地區(qū)長期沿海意識淡薄，發(fā)展起步較晚。加上我國循環(huán)產(chǎn)業(yè)集群發(fā)展評價(jià)理論研究還處于起步階段，未形成一套行之有效的評價(jià)體系，尚不能有效地指導(dǎo)實(shí)踐活動(dòng)。 為了更好驗(yàn)證河北沿海地區(qū)循環(huán)經(jīng)濟(jì)示范區(qū)的發(fā)展優(yōu)勢，本文根據(jù)河北沿海地區(qū)循環(huán)產(chǎn)業(yè)集群發(fā)展過程中的自身特點(diǎn)、發(fā)展要求和面臨的問題，從經(jīng)濟(jì)和資源環(huán)境兩個(gè)方面出發(fā)，構(gòu)建了一套符合河北沿海地區(qū)特色的、科學(xué)合理的、可操作性強(qiáng)的循環(huán)產(chǎn)業(yè)集群發(fā)展評價(jià)指標(biāo)體系。同時(shí)，運(yùn)用因子分析評價(jià)方法，對曹妃甸循環(huán)產(chǎn)業(yè)集群發(fā)展進(jìn)行評價(jià)，提出了適合河北沿海地區(qū)循環(huán)產(chǎn)業(yè)集群發(fā)展的建議。 本文共有六部分組成。第一部分介紹研究循環(huán)產(chǎn)業(yè)集群評價(jià)體系的意義與背景，提出開展本課題課題研究的理論意義和現(xiàn)實(shí)意義。第二部分介紹了循環(huán)經(jīng)濟(jì)與產(chǎn)業(yè)集群相關(guān)理論，循環(huán)產(chǎn)業(yè)集群的特點(diǎn)和模式，為后文展開研究提供理論和參考依據(jù)。第三部分主要對河北沿海地區(qū)發(fā)展概況和循環(huán)產(chǎn)業(yè)集群發(fā)展現(xiàn)狀進(jìn)行闡述，提出循環(huán)產(chǎn)業(yè)集群發(fā)展中的不足和問題，說明循環(huán)產(chǎn)業(yè)集群評價(jià)指標(biāo)體系的重要性。第四部分針對河北沿海地區(qū)循環(huán)產(chǎn)業(yè)集群發(fā)展問題設(shè)計(jì)了涉及經(jīng)濟(jì)績效、資源利用、資源消耗和生態(tài)環(huán)境四方面的19個(gè)具體指標(biāo)。第五部分在建立指標(biāo)體系的基礎(chǔ)上，針對具有循環(huán)產(chǎn)業(yè)集群特征的曹妃甸新區(qū)進(jìn)行實(shí)證分析，得出結(jié)論，驗(yàn)證了循環(huán)經(jīng)濟(jì)經(jīng)濟(jì)示范區(qū)發(fā)展的優(yōu)勢，并對河北沿海地區(qū)循環(huán)產(chǎn)業(yè)集群發(fā)展提出對策建議。第六部分針對前文的研究和分析，總結(jié)結(jié)論，并提出研究中的不足。 本文以曹妃甸新區(qū)作為研究對象，通過建立的循環(huán)產(chǎn)業(yè)集群評價(jià)指標(biāo)體系對2006-2011年曹妃甸新區(qū)經(jīng)濟(jì)和生態(tài)環(huán)境相關(guān)數(shù)據(jù)做因子分析，得到曹妃甸新區(qū)的循環(huán)產(chǎn)業(yè)集群發(fā)展結(jié)論：經(jīng)濟(jì)發(fā)展的人均GDP和財(cái)政收入增長率數(shù)值較大，說明循環(huán)產(chǎn)業(yè)集群經(jīng)濟(jì)處于高位高水平發(fā)展階段，曹妃甸新區(qū)經(jīng)濟(jì)發(fā)展程度較高。生態(tài)環(huán)境方面在2006年到2011年發(fā)展較不平穩(wěn)，在個(gè)別年份波動(dòng)較大。這與當(dāng)時(shí)發(fā)展循環(huán)產(chǎn)業(yè)集群的政策和背景有很大關(guān)系。但生態(tài)環(huán)境仍然取得了令人滿意的成績。結(jié)合經(jīng)濟(jì)和生態(tài)環(huán)境發(fā)展的綜合因子F體現(xiàn)，2006年到2011年之間循環(huán)產(chǎn)業(yè)集群的發(fā)展水平基本呈上升趨勢，可見曹妃甸新區(qū)的循環(huán)經(jīng)濟(jì)發(fā)展取得了良好的成績。驗(yàn)證了循環(huán)經(jīng)濟(jì)示范區(qū)這種中觀層面的產(chǎn)業(yè)園區(qū)發(fā)展的可行性。 為了促進(jìn)河北沿海地區(qū)經(jīng)濟(jì)和生態(tài)環(huán)境的和諧發(fā)展，走新型可持續(xù)發(fā)展道路，要加強(qiáng)循環(huán)產(chǎn)業(yè)集群體系的相關(guān)法律法規(guī)建設(shè)，延伸產(chǎn)業(yè)鏈加強(qiáng)循環(huán)經(jīng)濟(jì)示范區(qū)的模范帶頭作用，積極開展清潔生產(chǎn)，以循環(huán)經(jīng)濟(jì)理念加強(qiáng)對傳統(tǒng)重化工業(yè)的改造。實(shí)現(xiàn)河北沿海地區(qū)的跨越式發(fā)展。促進(jìn)環(huán)渤海地區(qū)的協(xié)調(diào)發(fā)展，提高區(qū)域綜合實(shí)力，縮小同其他沿海地區(qū)經(jīng)濟(jì)發(fā)展的差距。
[Abstract]:In 2011 the Hebei coastal area up to the national strategy, the coastal areas of Hebei in the period of rapid development. In the Qin Tangcang area formed a large number of circular economy for the development of the concept of industrial cluster. Industrial cluster is in circulation industry cluster as a carrier of the development of circular economy, the circular economy as the development of industrial clusters based on circular industry cluster means. The construction of ecological industrial chain is a new organizational pattern of economy interaction between circular economy and industrial cluster. The coastal areas of Hebei coastal long-term consciousness, development started late. With the research on the theory of development evaluation of China's circulation industry cluster is still in the initial stage, has not formed a set of effective evaluation system, still can not effectively guide the practice.
In order to better verify the development advantages of the coastal areas of Hebei circular economy demonstration area, according to the process of development of the recycling industry cluster in Hebei coastal areas in the development of its own characteristics, requirements and problems, starting from the two aspects of economy and environment, to construct a set of consistent with characteristics of Hebei coastal area, scientific and reasonable operation the recycling industry cluster development evaluation index system. At the same time, using the factor analysis method of evaluation, evaluation of Caofeidian industrial cluster development, put forward for the development of the recycling industry cluster in Hebei coastal areas is proposed.
This paper consists of six parts. The first part introduces the background and significance of the research of circulation industry cluster evaluation system, put forward to carry out the research of theoretical and practical significance. The second part introduces the circular economy and industrial cluster theory, the characteristics of industrial clusters and the circulation pattern, provide theory and reference for later research. The third part mainly elaborates on. General situation and current situation of the development of Hebei circulation industry cluster development in coastal areas, the deficiencies and problems of circulation in the development of industrial cluster, illustrates the importance of the evaluation index system of circular industrial clusters. In the fourth part, aiming at the problem of development of recycling industry cluster in Hebei coastal area design related to economic performance, resource utilization, 19 specific the index of resource consumption and ecological environment in four aspects. The fifth part is on the basis of establishment of index system, for a production cycle Industry clusters in Caofeidian empirical analysis, draw conclusions, verify the development of circular economy demonstration area advantage, and puts forward some countermeasures and suggestions on the development of circulation industry cluster in Hebei coastal areas. The sixth part summarizes the conclusions based on the above research and analysis, and put forward the deficiency in the research.
Caofeidian as the research object, through the evaluation index system of industrial cluster development of the factor analysis of 2006-2011 years of Caofeidian economic and ecological environment related data recyclingindustry cluster development conclusion: economic development of Caofeidian per capita GDP and fiscal revenue growth rate of larger, illustrate the cycle industry cluster economy at a high level the stage of development, higher degree of economic development of Caofeidian. The ecological environment in 2006 to 2011 is less stable, fluctuations in individual years. With the development of the recycling industry cluster policy and the background of a great relationship. But the ecological environment is still achieved satisfactory results. The comprehensive factor combined with economic and ecological environment in the development of F show, 2006 to 2011 the level of development between the industrial cluster's basic upward trend, visible Cao Fei The development of the circular economy in the new area of the new area has achieved good results, which validates the feasibility of the development of the industrial park at the middle level of the circular economy demonstration area.
In order to promote the harmonious development of economy and ecological environment in the coastal region of Hebei Province, taking a new road of sustainable development, to strengthen the construction of relevant laws and regulations system of circulation industry cluster, extend the industrial chain to enhance model of circular economy demonstration areas take the lead role, and actively carry out clean production, with the concept of circular economy to strengthen the transformation of the traditional heavy industry to achieve leapfrog. The development of the coastal areas of Hebei. To promote the coordinated development of the Bohai ring area, improve the regional comprehensive strength, reduces with the economic development of other coastal areas of the gap.
