【摘要】：如何因地制宜，揚長避短，促進縣域經(jīng)濟實現(xiàn)又好又快的發(fā)展，實現(xiàn)可持續(xù)發(fā)展，加速趕超，，是擺在我們面前的一個迫切需要解決的重大課題。本研究通過分析內(nèi)陸城市縣經(jīng)濟社會發(fā)展的現(xiàn)狀與特點，剖析內(nèi)陸城市縣域經(jīng)濟發(fā)展存在的問題及其原因，提出促進內(nèi)陸城市縣域經(jīng)濟可持續(xù)發(fā)展的思路和對策。 本研究將上高縣域經(jīng)濟發(fā)展為目標，與上高工業(yè)園發(fā)展為個案研究對象，運用縣域經(jīng)濟可持續(xù)發(fā)展評價指標體系等多種工具、方法，多方面、多角度地剖析了上高縣域經(jīng)濟發(fā)展，存在著忽視了對資源和環(huán)境的可持續(xù)利用、片面理解梯度轉(zhuǎn)移、弱化了縣域經(jīng)濟創(chuàng)新能力、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整相對滯后、農(nóng)村勞動力非農(nóng)化進程滯后等問題，分析了上高縣域經(jīng)濟發(fā)展中具有的優(yōu)勢、劣勢和面臨的機遇和挑戰(zhàn)。 針對縣域經(jīng)濟發(fā)展中的上述問題，積極探尋上高縣縣域經(jīng)濟可持續(xù)發(fā)展的途徑，提出實現(xiàn)上高縣城經(jīng)濟可持續(xù)發(fā)展的對策與建議：整合提升農(nóng)業(yè)農(nóng)村經(jīng)濟，夯實縣域發(fā)展基礎(chǔ)；科學定位產(chǎn)業(yè)發(fā)展方向，突出縣域發(fā)展重點；堅持不懈抓好招商引資，增強發(fā)展支力；深化機制體制改革，優(yōu)化縣域發(fā)展環(huán)境；培養(yǎng)專業(yè)人才，挖潛拓展勞動力資源；創(chuàng)新體制機制，推進全民創(chuàng)業(yè)；積極發(fā)展現(xiàn)代服務(wù)業(yè)，做大第三產(chǎn)業(yè)份額。
[Abstract]:How to adapt measures to local conditions, to promote the county economy to achieve sound and rapid development, to achieve sustainable development, and to speed up catching up with and surpassing. This study analyzes the present situation and characteristics of the economic and social development of the counties in inland cities, and analyzes the existing problems and causes of the economic development of the counties in inland cities. This paper puts forward the ideas and countermeasures to promote the sustainable development of county economy in inland cities. In this study, the development of Shanggao county economy is regarded as the goal, and the development of Shanggao Industrial Park is regarded as a case study object, and various tools, methods and methods are used to evaluate the sustainable development of county economy. This paper analyzes the economic development of Shanggao county from many angles, and neglects the sustainable utilization of resources and environment, unilaterally understands the gradient transfer, weakens the innovation ability of county economy, and lags behind the adjustment of industrial structure. This paper analyzes the advantages, disadvantages, opportunities and challenges in the economic development of Shanggao county. In view of the above problems in the development of county economy, this paper actively explores the ways of sustainable development of county economy in Shanggao County, and puts forward the countermeasures and suggestions to realize the sustainable development of economy in Shanggao County: to integrate and promote the agricultural rural economy, Tamp the foundation of county development; scientifically position the direction of industrial development and highlight the key points of county development; unremitting efforts to attract investment and strengthen development support; deepen the institutional reform, optimize the county development environment; and train professionals, Exploit the potential to expand labor resources; innovate the system and mechanism to promote national entrepreneurship; actively develop the modern service industry and expand the share of the tertiary industry.
