【摘要】：工業(yè)革命之后,日益惡化的居住環(huán)境對人類的生存和繁衍構成了嚴重的威脅,激增的人口、短缺的糧食、緊張的資源和惡化的環(huán)境等諸多問題相互影響,危機不斷加重,經(jīng)濟社會的協(xié)調(diào)可持續(xù)發(fā)展受到嚴重束縛。人們在反思著自身的發(fā)展,提出一些建議來緩解危機,在這些建議中,循環(huán)經(jīng)濟為各國的可持續(xù)發(fā)展帶來了曙光。循環(huán)經(jīng)濟的發(fā)展能夠從根本上提高生態(tài)效益和經(jīng)濟發(fā)展質(zhì)量,能夠解決生態(tài)破壞、環(huán)境污染和資源枯竭問題,最終實現(xiàn)資源環(huán)境的最佳配置,實現(xiàn)經(jīng)濟的良性發(fā)展。循環(huán)經(jīng)濟以“減量化”、“再循環(huán)”、“再利用”為原則,其基本特征為低開采、低消耗、低排放、高效率、高利用,融資源循環(huán)利用、產(chǎn)品清潔生產(chǎn)、生態(tài)發(fā)展的可持續(xù)消費等為一體,實現(xiàn)整個社會的物質(zhì)循環(huán),實現(xiàn)社會經(jīng)濟持續(xù)發(fā)展的經(jīng)濟運行體系,在這種模式之下,經(jīng)濟與自然和諧發(fā)展,為我國全面建設小康社會,走新型工業(yè)化道路提供了重要思路。 鄂爾多斯市是邊疆少數(shù)民族地區(qū)資源相對富集的地區(qū),依靠資源在內(nèi)蒙古經(jīng)濟發(fā)展中形成了“鄂爾多斯發(fā)展模式”,但是從循環(huán)經(jīng)濟的角度考察鄂爾多斯市的發(fā)展,仍有許多方面的問題值得重視和關注。本文從界定循環(huán)經(jīng)濟概念著手,對政府在發(fā)展循環(huán)經(jīng)濟方面的理論進行了研究,通過分析鄂爾多斯循環(huán)經(jīng)濟發(fā)展現(xiàn)狀,指出了鄂爾多斯循環(huán)經(jīng)濟發(fā)展的優(yōu)勢、劣勢、機遇和挑戰(zhàn),并結合地區(qū)實際進一步探討了政府在加快鄂爾多斯循環(huán)經(jīng)濟發(fā)展中的對策建議。
[Abstract]:After the industrial revolution, the deteriorating living environment posed a serious threat to the survival and reproduction of human beings. The problems of rapid population, shortage of food, tight resources and deteriorating environment affected each other, and the crisis became more and more serious. The coordinated and sustainable development of the economy and society is seriously constrained. People are reflecting on their own development and putting forward some suggestions to alleviate the crisis. Circular economy brings dawn to the sustainable development of every country. The development of circular economy can fundamentally improve the ecological efficiency and the quality of economic development, and can solve the problems of ecological destruction, environmental pollution and resource depletion. Finally, the optimal allocation of resources and environment is realized, and the benign development of economy is realized. The basic characteristics of circular economy are low mining, low consumption, low emission, high efficiency and high utilization, according to the principle of "reduction", "recycling" and "reuse". Integrating the recycling of resources, clean production of products, sustainable consumption of ecological development, and so on, to realize the material cycle of the whole society and the economic operation system of the sustainable development of social economy, under this mode, The harmonious development of economy and nature provides an important train of thought for our country to build a well-off society in an all-round way and to take a new road of industrialization. Ordos is a region with relatively rich resources in the frontier minority areas. Depending on the resources, the "Ordos development model" has been formed in the economic development of Inner Mongolia, but from the perspective of circular economy, the development of Ordos has been investigated. There are still many problems worthy of attention and attention. This paper begins with the definition of circular economy, studies the theory of the government in the development of circular economy, and analyzes the present situation of the development of circular economy in Ordos. This paper points out the advantages, disadvantages, opportunities and challenges of the development of circular economy in Ordos, and further discusses the countermeasures and suggestions of the government in accelerating the development of circular economy in Ordos.
