【摘要】：繁榮、繁華的商圈是一個城市、一個地區(qū)文明、經(jīng)濟高度發(fā)達的象征之一，但凡世界知名的國際大都市，都有著傲立于世的知名商圈。借助于商圈的建設和發(fā)展，可以促進當?shù)氐纳虡I(yè)、旅游、文明的發(fā)展和傳播。上海要建設“四個中心”、打造現(xiàn)代化的國際大都市，必然要擁有世界一流的商圈，以“中華第一街”南京東路商業(yè)街為核心的南京東路商圈就具備這樣的潛質。 南京東路商圈雖然有著良好的歷史傳承與發(fā)展基礎，但也受到了不少問題的制肘，同時受到了來自其他商圈、社區(qū)商業(yè)、網(wǎng)絡購物等的多方面的挑戰(zhàn)與沖擊，近年來的發(fā)展速度開始放緩。本論文試圖從政府參與的角度對南京東路商圈的建設與發(fā)展問題進行研究，首先從政府參與商圈建設的相關理論分析入手，，結合市場失靈理論、政府失靈理論、零售商圈理論、地價理論等一般性理論，總結出一些政府參與商圈建設的普遍規(guī)律。在分析了南京東路商圈形成背景及發(fā)展現(xiàn)狀的基礎上，本研究借用SWOT分析法，從其所處的內、外部環(huán)境具體分析了其競爭優(yōu)勢與劣勢、發(fā)展機遇與挑戰(zhàn)，并且通過對王府井大街、香榭麗舍大街、第五大道、牛津街等四個著名商圈建設中的政府參與案例分析，對他們的發(fā)展經(jīng)驗進行分析與總結，在此基礎上提出了政府參與南京東路商圈建設發(fā)展的具體措施的建議，以期為南京東路商圈打造世界一流商圈的實踐活動提供些許的參考和借鑒。
[Abstract]:The prosperous and prosperous business circle is one of the symbols of a city, a regional civilization and a highly developed economy. However, all the world-famous international cities have established a world famous business circle. With the help of the construction and development of the commercial circle, It can promote the development and spread of local business, tourism and civilization. If Shanghai wants to build "four centers" and build a modern international metropolis, it must have a world-class business district. Nanjing East Street is the core of Nanjing East Street. Although the Nanjing East Road business district has a good historical heritage and development foundation, it has also been constrained by many problems, and at the same time it has been challenged and impacted by many aspects, such as other business circles, community commerce, online shopping, etc. In recent years, the speed of development began to slow down. This paper attempts to study the construction and development of Nanjing East Road commercial district from the angle of government participation. Firstly, it starts with the relevant theoretical analysis of government participation in the construction of commercial district, combining with the theory of market failure. The general theories such as government failure theory, retailer circle theory, land price theory and so on, summarize some general laws of government participation in the construction of commercial circle. This study uses SWOT analysis method to analyze its competitive advantages and disadvantages, development opportunities and challenges from its internal and external environment, and through the Wangfujing Street, Champs-Elysees Avenue, 5th Avenue, On the basis of the case study of the government participation in the construction of four famous commercial circles such as Oxford Street, the paper analyzes and summarizes their development experiences, and puts forward some concrete measures for the government to participate in the construction and development of the East Nanjing Road Commercial Circle. In order to provide some reference and reference for Nanjing East Road to build a world-class business circle practice activities.
