【摘要】：自社會(huì)轉(zhuǎn)型期初期，中國面臨社會(huì)主義市場經(jīng)濟(jì)的迅速發(fā)展的客觀要求與國際政治的風(fēng)云變幻，我國政府不斷加快政策制定與貫徹落實(shí)工作，在國內(nèi)政治經(jīng)濟(jì)等各項(xiàng)建設(shè)取得良好突出成績的同時(shí)，也面臨國內(nèi)各種社會(huì)問題不斷涌現(xiàn)的難題，經(jīng)濟(jì)、社會(huì)問題、政治安全問題等正日益引起新的風(fēng)險(xiǎn)，不斷沖擊我國社會(huì)公共秩序，，公共事件、突發(fā)社會(huì)危機(jī)等正對中國新的政策環(huán)境提出嚴(yán)峻挑戰(zhàn)，與此同時(shí)，政策過程本身的發(fā)展也在不斷變革中，利益集團(tuán)的博弈與社會(huì)風(fēng)險(xiǎn)的加劇，正在向我們揭示著一個(gè)不容忽視的問題，即我國的公共政策安全問題。政策安全問題研究十分必要，本質(zhì)上關(guān)系到執(zhí)政安全與國家安全。本文針對該問題展開系列深入研究，首先圍繞社會(huì)轉(zhuǎn)型研究與國內(nèi)現(xiàn)階段，即社會(huì)轉(zhuǎn)型階段理論對中國政策安全問題研究的客觀環(huán)境進(jìn)行探討，在研究中國公共政策安全的實(shí)質(zhì)方面，對引起政策安全問題的主觀因素，即社會(huì)風(fēng)險(xiǎn)因素與政策學(xué)習(xí)潛在風(fēng)險(xiǎn)因素進(jìn)行分析，并在分析過程中引入相關(guān)的博弈理論與風(fēng)險(xiǎn)理論等，并對相關(guān)理論進(jìn)行闡述，期待本文的創(chuàng)作能為中國公共政策安全問題的研究提供一點(diǎn)有益的幫助，為構(gòu)筑社會(huì)主義安全體系提供有意義的建議。
[Abstract]:Since the beginning of the social transformation period, China has been facing the objective requirements of the rapid development of the socialist market economy and the changes in international politics. Our government has constantly accelerated the work of policy formulation and implementation, and has made good and outstanding achievements in the construction of domestic politics and economy. At the same time, it is also facing the problems of various social problems in the country, such as economic, social, and political security issues, which are increasingly causing new risks. The continuous impact on China's social public order, public events, sudden social crises and so on is posing severe challenges to China's new policy environment. At the same time, the development of the policy process itself is also constantly changing. The game of interest groups and the aggravation of social risks are revealing to us a problem that can not be ignored, that is, the issue of public policy security in our country. It is necessary to study the policy security, which is essentially related to the ruling security and national security. This paper makes a series of in-depth studies on this problem, first of all, it discusses the objective environment of the study of policy security in China around the social transformation research and the current stage theory of social transformation, and analyzes the subjective factors that cause the policy security problems, that is, the social risk factors and the potential risk factors of policy learning, in the study of the essence of China's public policy security. In the process of analysis, the relevant game theory and risk theory are introduced, and the related theories are expounded. It is expected that the creation of this paper can provide some useful help for the study of public policy security in China and provide meaningful suggestions for the construction of socialist security system.
