【摘要】：隨著我國(guó)政治經(jīng)濟(jì)不斷發(fā)展，政府和社會(huì)日益關(guān)注民生問題。“桑蘭事件”、“鄒春蘭事件”、“才力英年早逝”等事件的報(bào)道引起社會(huì)對(duì)傷殘退役運(yùn)動(dòng)員的廣泛關(guān)注。優(yōu)秀運(yùn)動(dòng)員所從事的是一種高風(fēng)險(xiǎn)、高投入的事業(yè)，競(jìng)技體育的特點(diǎn)決定了運(yùn)動(dòng)傷殘的不可避免性。目前，優(yōu)秀運(yùn)動(dòng)員傷殘保險(xiǎn)偏重于發(fā)生傷殘時(shí)的賠償，多為一次性償付或僅賠償及時(shí)醫(yī)療期間的損失，一定程度上忽視了傷殘對(duì)運(yùn)動(dòng)員的長(zhǎng)期性影響，而一次性保險(xiǎn)額度無(wú)法滿足長(zhǎng)期照料傷殘運(yùn)動(dòng)員的切實(shí)需求。解決好優(yōu)秀退役傷殘運(yùn)動(dòng)員的長(zhǎng)期健康生活現(xiàn)實(shí)保障問題，既關(guān)系到優(yōu)秀退役傷殘運(yùn)動(dòng)員切身利益的維護(hù)，又關(guān)系到現(xiàn)役運(yùn)動(dòng)員隊(duì)伍的穩(wěn)定，對(duì)我國(guó)競(jìng)技體育的可持續(xù)發(fā)展尤為重要。因此，急需建立針對(duì)優(yōu)秀退役傷殘運(yùn)動(dòng)員的長(zhǎng)期照料問題的社會(huì)保險(xiǎn)制度。 基于此，本文采用文獻(xiàn)資料法、專家訪談法、案例分析法、邏輯分析法和比較研究法，，以我國(guó)優(yōu)秀退役傷殘運(yùn)動(dòng)員長(zhǎng)期照料社會(huì)保險(xiǎn)制度為主要研究對(duì)象。探討我國(guó)優(yōu)秀退役傷殘運(yùn)動(dòng)員長(zhǎng)期照料社會(huì)保險(xiǎn)制度設(shè)立的必要性，分析了我國(guó)優(yōu)秀退役傷殘運(yùn)動(dòng)員長(zhǎng)期照料社會(huì)保險(xiǎn)制度構(gòu)建的現(xiàn)實(shí)困境，借鑒了國(guó)外長(zhǎng)期照料社會(huì)保險(xiǎn)制度的成熟經(jīng)驗(yàn)，提出了本土化的構(gòu)想與對(duì)策建議。 首先本文從長(zhǎng)期照料社會(huì)保險(xiǎn)制度的基本理論入手，分析了我國(guó)優(yōu)秀運(yùn)動(dòng)員保險(xiǎn)制度的現(xiàn)狀以及存在的問題，并以大量事實(shí)為例證，指出建立優(yōu)秀退役傷殘運(yùn)動(dòng)員長(zhǎng)期照料社會(huì)保險(xiǎn)制度是堅(jiān)持以人為本、促進(jìn)我國(guó)競(jìng)技體育可持續(xù)發(fā)展的必然要求，是促進(jìn)體育事業(yè)和諧發(fā)展推動(dòng)和諧社會(huì)建設(shè)的必然要求，更是完善優(yōu)秀運(yùn)動(dòng)員保障體系，切實(shí)保障優(yōu)秀退役傷殘運(yùn)動(dòng)員根本利益的迫切需求。 其次，本文從運(yùn)動(dòng)員保險(xiǎn)意識(shí)薄弱存在認(rèn)知偏差、相關(guān)政策及法規(guī)不健全、照料程度等級(jí)評(píng)定標(biāo)準(zhǔn)尚未建立以及照料服務(wù)機(jī)構(gòu)與照料服務(wù)人員缺乏等方面分析了我國(guó)開展優(yōu)秀退役傷殘運(yùn)動(dòng)員長(zhǎng)期照料社會(huì)保險(xiǎn)面臨的實(shí)際問題。 再次，本文介紹了國(guó)外長(zhǎng)期照料社會(huì)保險(xiǎn)制度的發(fā)展?fàn)顩r，剖析了德國(guó)和日長(zhǎng)期照料社會(huì)保險(xiǎn)制度構(gòu)建實(shí)施的背景、具體內(nèi)容，并對(duì)其進(jìn)行了評(píng)價(jià)，從中獲得啟示，為我國(guó)優(yōu)秀退役傷殘運(yùn)動(dòng)員長(zhǎng)期照料社會(huì)保險(xiǎn)制度的構(gòu)建提供可借鑒之處。 最后，在借鑒發(fā)達(dá)國(guó)家成功經(jīng)驗(yàn)和已有長(zhǎng)期照料服務(wù)實(shí)踐的基礎(chǔ)上，提出我國(guó)優(yōu)秀退役傷殘運(yùn)動(dòng)員長(zhǎng)期照料社會(huì)保險(xiǎn)制度的構(gòu)想，包括長(zhǎng)期照料社會(huì)保險(xiǎn)基金的籌集、待遇給付和監(jiān)管方面，并提出建立健全長(zhǎng)期照料方面的法律法規(guī)及政策，立足國(guó)情采取漸進(jìn)式推進(jìn)，加大宣傳力度做好思想輿論準(zhǔn)備，建立與完善長(zhǎng)期照料配套服務(wù)體系，培育專業(yè)化長(zhǎng)期照料服務(wù)人才隊(duì)伍的對(duì)策建議，以期促進(jìn)我國(guó)優(yōu)秀退役傷殘運(yùn)動(dòng)員長(zhǎng)期照料社會(huì)保險(xiǎn)制度的構(gòu)建。
[Abstract]:With the continuous development of politics and economy in our country, the government and society pay more and more attention to the people's livelihood. Reports of "Sang Lan incident", "Zou Chunlan incident" and "early death of talents" have aroused widespread concern about disabled retired athletes. Elite athletes are engaged in a high risk and high investment career, and the characteristics of competitive sports determine the inevitable nature of sports disability. At present, the disability insurance of elite athletes focuses on the compensation when disability occurs, most of them are paid at one time or only compensate for the losses during the timely medical treatment period, to a certain extent, the long-term impact of disability on athletes is ignored, but the amount of one-time insurance can not meet the actual needs of long-term care for disabled athletes. Solving the problem of long-term healthy life of elite retired and disabled athletes is not only related to the maintenance of the vital interests of elite retired and disabled athletes, but also related to the stability of active athletes, which is particularly important for the sustainable development of competitive sports in our country. Therefore, it is urgent to establish a social insurance system for the long-term care of elite retired and disabled athletes. Based on this, this paper adopts the methods of literature, expert interview, case analysis, logical analysis and comparative research to take the long-term care social insurance system of elite retired disabled athletes as the main research object. This paper probes into the necessity of establishing the long-term care social insurance system for the elite retired and disabled athletes in China, analyzes on the realistic predicament of the construction of the long-term care social insurance system for the elite retired and disabled athletes in China, draws lessons from the mature experience of the foreign long-term care social insurance system, and puts forward some ideas and countermeasures for localization. First of all, starting with the basic theory of long-term care social insurance system, this paper analyzes the present situation and existing problems of the insurance system of elite athletes in China, and takes a large number of facts as examples, and points out that the establishment of long-term care social insurance system for elite retired and disabled athletes is the inevitable requirement of insisting on people-oriented and promoting the sustainable development of competitive sports in our country. It is not only the inevitable requirement to promote the harmonious development of sports and the construction of harmonious society, but also the urgent need to perfect the guarantee system of excellent athletes and ensure the fundamental interests of elite retired and disabled athletes. Secondly, this paper analyzes the practical problems faced by the long-term care social insurance of elite retired disabled athletes from the aspects of the weak insurance consciousness of athletes, the imperfect policies and regulations, the lack of care service institutions and care service personnel, and the lack of care service institutions and care service personnel. Thirdly, this paper introduces the development of long-term care social insurance system in foreign countries, analyzes the background and concrete contents of the construction of long-term care social insurance system in Germany and Japan, and evaluates it, so as to provide reference for the construction of long-term care social insurance system for elite retired and disabled athletes in China. Finally, on the basis of drawing lessons from the successful experience of developed countries and the existing practice of long-term care service, this paper puts forward the conception of long-term care social insurance system for elite retired and disabled athletes in China, including the collection, treatment, payment and supervision of long-term care social insurance fund, and puts forward the establishment and improvement of laws and regulations and policies in long-term care. The countermeasures and suggestions of establishing and perfecting the supporting service system of long-term care and cultivating professional long-term care service talents in order to promote the construction of long-term care social insurance system of elite retired and disabled athletes in China.
