成都農(nóng)村集體資產(chǎn)股份合作制的運(yùn)行效果研究
[Abstract]:At present, with the continuous promotion of urbanization and industrialization in China, great changes have taken place in the manifestation and economic structure of collective assets in the process of economic development in rural areas in the suburbs of our country. The traditional village collective economic organization is gradually replaced by rural joint stock cooperatives (enterprises), which has brought about changes in rural politics, economy and society. Share cooperation system is a new form of enterprise organization characterized by shareholding, cooperative management, benefit sharing, equal rights and risk sharing on the basis of rural cooperatives. It is an innovation to the traditional cooperative theory. The dualization of urban and rural economy in Sichuan is a long-term problem. Carrying out property right reform can integrate rural resources, strengthen collective asset management and increase farmers' income. Chengdu began to start the pilot work of rural property right system reform in 2008. Local villagers are encouraged to take an active stake in the reform. Chengdu, as the capital city of Sichuan, is the center of politics, economy and culture, and the reform of the rural stock cooperation system is carried out in the suburbs with convenient conditions for development. To a great extent, the effect of the reform has been improved. By reading the relevant theories of cooperation at home and abroad and the relevant literature on the construction of rural collective assets, the author summarizes from the perspective of the motivation of institutional change, qualitative research and operational performance research. It is considered that the development of share cooperation system in rural areas is a trend, which has certain theoretical basis and practical significance. Therefore, taking the development of rural stock cooperation system in the suburbs of Chengdu as the main research object, this paper summarizes the present situation of rural stock cooperation system, through selecting Wenjiang District of Chengdu City, Dujiangyan City, The reform practice of rural share cooperation system in Chongzhou City is the object of sampling investigation and research, and summarizes the operation mode of enterprise joint stock cooperative, the operation mode of professional joint stock cooperative and the horizontal joint operation mode of joint stock economic cooperation organization. This paper analyzes the applicable conditions of four modes of mortgage financing mode of land contractual management right and their respective characteristics, and deepens the understanding of the difference of management mode with the help of typical cases. Then, from the perspective of modern property right system, combined with the social and economic environment of rural areas in Chengdu, this paper comprehensively evaluates the effect of the reform of the stock cooperation system, from the incentive function, the resource allocation function, the guarantee function, The four dimensions of constraint function determine their respective evaluation indexes. The effect of the reform includes the incentive and resource allocation to villagers and managers, the efficiency of human resources utilization, and the government guarantee. Institutional constraints and other aspects also include three shortcomings in the development. Finally, based on the theory of property rights and new institutional economics, this paper puts forward three specific policy implications on how to further improve the operation mechanism of rural share cooperation system in Chengdu: to establish a transparent property right system with clear rights and responsibilities; Adhere to the corporate governance structure, establish the principle of democratic centralism, improve the relevant supporting policies, solve the worries after the reform. It provides practical reference for improving the reform effect of rural collective assets stock cooperation system in Chengdu and other areas and realizing the maximum return on the scale management of village assets.
