【摘要】：科學(xué)技術(shù)從出現(xiàn)到今天,以驚人的速度和不可思議的深度滲透到了人類社會的方方面面,已經(jīng)成為推動人類文明發(fā)展的重要力量,給人類帶來了巨大的物質(zhì)財富和改造世界的強(qiáng)大力量。與此同時,科技風(fēng)險作為科學(xué)技術(shù)的副產(chǎn)品也如影隨影地擴(kuò)散到整個世界當(dāng)中,與社會政治、經(jīng)濟(jì)、文化生產(chǎn)了不可分離的耦合,多種因素相互交織、相互影響,比之前更為復(fù)雜。所以如何管理科技風(fēng)險、促使科學(xué)技術(shù)趨利避害是關(guān)乎人類社會發(fā)展存續(xù)的重大議題。大數(shù)據(jù)作為當(dāng)代科學(xué)技術(shù)發(fā)展的重要產(chǎn)物,正以不可阻攔的磅礴氣勢,再次推動了人類社會的發(fā)展與變革,人類社會進(jìn)入了大數(shù)據(jù)時代。在這樣的深刻背景下,本文從科學(xué)技術(shù)哲學(xué)的視角出發(fā),通過文獻(xiàn)研究、交叉學(xué)科研究等方法,分別對科技風(fēng)險和大數(shù)據(jù)進(jìn)行了深入的理論分析。在總結(jié)科技風(fēng)險特征、闡釋科技風(fēng)險產(chǎn)生原因的同時,分析了科技風(fēng)險的發(fā)展演變過程,全面深入地理解了科技風(fēng)險。從解讀大數(shù)據(jù)的特征和產(chǎn)生背景入手,歸納總結(jié)了大數(shù)據(jù)時代科技風(fēng)險的特征,分析了大數(shù)據(jù)時代的發(fā)展過程。在對科技風(fēng)險和大數(shù)據(jù)充分研究的基礎(chǔ)上,提出了以風(fēng)險預(yù)防、風(fēng)險控制、風(fēng)險消減為內(nèi)容的大數(shù)據(jù)時代科技風(fēng)險管理體系。闡釋了大數(shù)據(jù)時代科技風(fēng)險管理的主體、客體,以制度建設(shè)為核心對大數(shù)據(jù)時代科技風(fēng)險管理的途徑和方式闡述了自己的看法。希望能夠豐富科技風(fēng)險的研究成果,為大數(shù)據(jù)時代科技風(fēng)險管理提供有益的參考,促進(jìn)科學(xué)技術(shù)和社會的和諧共進(jìn)。
[Abstract]:From its appearance to today, science and technology have penetrated into all aspects of human society with astonishing speed and incredible depth, and have become an important force in promoting the development of human civilization. It has brought great material wealth to mankind and a powerful force to transform the world. At the same time, as a by-product of science and technology, scientific and technological risk has spread to the whole world, coupled with social, political, economic and cultural production, and many factors are intertwined and influenced each other. It is more complicated than before. Therefore, how to manage the risk of science and technology and promote the advantages and disadvantages of science and technology is an important issue related to the development of human society. Big data, as an important product of the development of contemporary science and technology, is again promoting the development and transformation of human society with an unstoppable momentum, and the human society has entered the big data era. Under such a profound background, this paper from the perspective of philosophy of science and technology, through literature research, cross-disciplinary research and other methods, respectively, the risk of science and technology and big data carried on in-depth theoretical analysis. This paper summarizes the characteristics of science and technology risks, explains the causes of science and technology risks, analyzes the development and evolution of science and technology risks, and fully and deeply understands the science and technology risks. Starting with the interpretation of the characteristics and background of big data, this paper sums up the characteristics of scientific and technological risks in big data era, and analyzes the development process of big data era. On the basis of full research on scientific and technological risk and big data, this paper puts forward a scientific and technological risk management system in big data era, which is based on risk prevention, risk control and risk abatement. This paper expounds the subject and object of scientific and technological risk management in big data's era, and expounds its own views on the ways and means of scientific and technological risk management in big data era with system construction as the core. I hope to enrich the research results of scientific and technological risk, provide useful reference for scientific and technological risk management in big data era, and promote the harmonious progress of science and technology and society.
