【摘要】：政策試驗(yàn)是中國(guó)政治實(shí)踐對(duì)政策過(guò)程理論的獨(dú)特貢獻(xiàn),近年來(lái)成為中國(guó)政治學(xué)、公共管理學(xué)研究的熱點(diǎn)問(wèn)題。然而,現(xiàn)有文獻(xiàn)多聚焦于中國(guó)研究視角,缺乏與公共政策過(guò)程經(jīng)典理論對(duì)話的嘗試。論文在政策過(guò)程理論基礎(chǔ)上提出了政策試點(diǎn)何以擴(kuò)散這一根本性問(wèn)題,通過(guò)中國(guó)房產(chǎn)稅與增值稅改革的案例比較研究發(fā)現(xiàn),有效平衡利益相關(guān)者的政策試點(diǎn)更有可能成功,并進(jìn)一步向全國(guó)范圍擴(kuò)散。基于中國(guó)政策實(shí)踐提煉的理論框架和因果機(jī)制不僅適用于稅制改革,還可以應(yīng)用于其他政治、經(jīng)濟(jì)、社會(huì)政策領(lǐng)域;不僅對(duì)中國(guó)政策試點(diǎn)擴(kuò)散現(xiàn)象具有解釋力,也對(duì)拓展政策擴(kuò)散經(jīng)典理論有所貢獻(xiàn)。
[Abstract]:Policy experiment is the unique contribution of Chinese political practice to the theory of policy process, and it has become a hot issue in the research of Chinese political science and public management in recent years. However, most of the existing literatures focus on the perspective of Chinese research and lack the attempt of dialogue with the classical theory of public policy process. Based on the theory of policy process, the paper puts forward the fundamental question of how to spread the policy pilot. Through the case study of the reform of property tax and value-added tax in China, it is found that the policy experiment of effectively balancing stakeholders is more likely to succeed. And further spread across the country. The theoretical framework and causality mechanism based on Chinese policy practice can be applied not only to tax reform, but also to other fields of political, economic and social policy. It not only explains the phenomenon of policy pilot diffusion in China, but also contributes to the expansion of the classical theory of policy diffusion.
