【摘要】：社會(huì)保障屬于國(guó)家的一項(xiàng)最根本的社會(huì)制度，其發(fā)展受政治經(jīng)濟(jì)和歷史等各種因素的制約。伴隨著國(guó)家經(jīng)濟(jì)形勢(shì)呈現(xiàn)出愈來愈好的發(fā)展局面，，社會(huì)保障事業(yè)也進(jìn)入了高速發(fā)展時(shí)期，社會(huì)保障運(yùn)行機(jī)制基本建立。由于各種原因，我國(guó)的社會(huì)保障制度發(fā)展不平衡，與社會(huì)主義市場(chǎng)經(jīng)濟(jì)的發(fā)展要求不相適應(yīng)，尤其是二元化的城鄉(xiāng)社會(huì)保障制度加劇了城市和農(nóng)村之間的差距，這極大地背離了國(guó)家社會(huì)保障的平等性初衷，也容易引起部分地區(qū)民眾的心理失衡，從而阻礙了國(guó)家和諧進(jìn)程的步伐。 在遵循中央統(tǒng)籌推進(jìn)城鄉(xiāng)社會(huì)保障體系建設(shè)和全面建成社會(huì)保障體系指導(dǎo)思想下，本文以山東東部城市青州為例，著重分析了青州社會(huì)保障公共服務(wù)的差異化問題，主要概述當(dāng)前社會(huì)保障和公共服務(wù)的現(xiàn)狀，由于青州市財(cái)政體制運(yùn)行過程中城鄉(xiāng)差異較大，規(guī)范性轉(zhuǎn)移支付覆蓋范圍小，配置效率不高以及政府對(duì)城鄉(xiāng)社會(huì)保障支持力度差距明顯從而加劇了青州城鄉(xiāng)之間的經(jīng)濟(jì)發(fā)展差距，進(jìn)一步強(qiáng)化了城鄉(xiāng)兩個(gè)階層之間的對(duì)立，嚴(yán)重影響和諧社會(huì)的建構(gòu),從而分析如何進(jìn)一步縮小城鄉(xiāng)差距，建立健全社會(huì)保障體系深層次分析問題背后的原因，提出建立最低生活保障制度、新型農(nóng)村合作醫(yī)療制度、規(guī)劃農(nóng)民基本養(yǎng)老保險(xiǎn)制度、重視失地農(nóng)民的社會(huì)保障問題、完善農(nóng)村社會(huì)救濟(jì)救助五項(xiàng)制度完善城鄉(xiāng)一體化保障體系，以改革城鄉(xiāng)二元社會(huì)保障制度的對(duì)策與建議。 本文的結(jié)論認(rèn)為：青州市建立了比較健全的社會(huì)保障制度，基本能滿足城鎮(zhèn)居民需求，而農(nóng)村社會(huì)保障作為我國(guó)整個(gè)社會(huì)保障體系建設(shè)的核心與重點(diǎn)發(fā)展相對(duì)緩慢，與城市社會(huì)保障制度差異明顯，在全面分析不斷拉大城鄉(xiāng)社會(huì)保障因素的前提下，著力從公共服務(wù)一體化、資金投入和支出結(jié)構(gòu)、相關(guān)政策加強(qiáng)等加強(qiáng)建設(shè)是不斷縮小青州市城鄉(xiāng)二元社會(huì)保障制度差異的主要途徑。
[Abstract]:Social security belongs to one of the most fundamental social systems of the country, and its development is restricted by various factors, such as politics, economy and history. With the national economic situation showing a better and better development situation, the social security industry has entered a period of rapid development, the basic establishment of social security operating mechanism. For various reasons, the development of social security system in our country is unbalanced, which does not meet the requirements of the development of socialist market economy, especially the dualistic social security system between urban and rural areas has aggravated the gap between cities and rural areas. This greatly deviates from the original intention of equality of national social security, and easily leads to the psychological imbalance of the people in some areas, thus hindering the pace of the process of national harmony. Under the guiding ideology of the central government to promote the construction of urban and rural social security system as a whole and to build a comprehensive social security system, this paper, taking the eastern Shandong city of Qingzhou as an example, focuses on the analysis of the differentiation of social security public services in Qingzhou. This paper mainly summarizes the current situation of social security and public services. Due to the large differences between urban and rural areas in the operation of the fiscal system in Qingzhou, the scope of normative transfer payment is small. The low efficiency of allocation and the gap of social security support between urban and rural areas have aggravated the gap of economic development between urban and rural areas, further strengthened the antagonism between urban and rural strata, and seriously affected the construction of a harmonious society. Then it analyzes how to further narrow the gap between urban and rural areas, establishes and perfects the social security system, and puts forward the establishment of the minimum living security system, the new rural cooperative medical system, and the planning of the basic old-age insurance system for farmers. Paying attention to the problem of social security for landless farmers, perfecting the five systems of rural social relief and assistance and perfecting the security system of integration of urban and rural areas, in order to reform the dual social security system of urban and rural countermeasures and suggestions. The conclusion of this paper is as follows: Qingzhou City has established a relatively sound social security system, which can basically meet the needs of urban residents, while rural social security, as the core and key point of the construction of the whole social security system in China, develops relatively slowly. Under the premise of analyzing the factors of social security in urban and rural areas, we should focus on the integration of public services, investment and expenditure structure of urban and rural areas in the light of the obvious differences between the urban social security system and the urban social security system. Strengthening relevant policies is the main way to reduce the difference between urban and rural dual social security system in Qingzhou.
