【摘要】：隨著我國政治經(jīng)濟(jì)體制的改革不斷深入，，街道辦事處在我國城市基層管理中的地位和作用已經(jīng)發(fā)生了很大的變化，街道辦事處的城市綜合管理職能和提供公共服務(wù)的職能在我國現(xiàn)代城市的發(fā)展中扮演著越來越重要的角色。但是由于現(xiàn)代城市的快速發(fā)展，街道辦事處職能在現(xiàn)實(shí)運(yùn)行中暴露了出諸多的問題，為了有效地解決街道辦事處目前履職中所存在的問題，急需加強(qiáng)街道的職能轉(zhuǎn)型以適應(yīng)現(xiàn)代城市社會(huì)經(jīng)濟(jì)發(fā)展的需求。 本文通過對蘇州市姑蘇區(qū)城市街道基本職能轉(zhuǎn)變的研究，提出了當(dāng)前我國城市街道職能轉(zhuǎn)變與街道管理創(chuàng)新的普適性路徑選擇：要緊扣時(shí)代發(fā)展方向、與時(shí)俱進(jìn)創(chuàng)新社會(huì)管理服務(wù)；要把握本地行政生態(tài)環(huán)境，因地制宜實(shí)施社會(huì)管理服務(wù)創(chuàng)新；要建立以人為本的思路，建立服務(wù)導(dǎo)向的基層社會(huì)治理模式；要加強(qiáng)法規(guī)制度建設(shè)，保障基層社會(huì)管理服務(wù)改革創(chuàng)新；要充分利用先進(jìn)技術(shù)，助力基層社會(huì)管理服務(wù)創(chuàng)新。
[Abstract]:With the deepening reform of the political and economic system in our country, the status and role of the sub-district offices in the basic level management of the cities in our country have undergone great changes. The comprehensive management function and the public service function of the subdistrict office play an increasingly important role in the development of modern cities in China. However, due to the rapid development of modern cities, the functions of street offices have exposed many problems in the actual operation. In order to effectively solve the problems existing in the implementation of the functions of the street offices at present, It is urgent to strengthen the functional transformation of streets to meet the needs of modern urban social and economic development. Based on the study of the transformation of the basic function of the city street in Suzhou, this paper puts forward the universal path choice of the transformation of the function of the city street and the innovation of the street management in our country. Keeping pace with the times and innovating social management service; It is necessary to grasp the local administrative ecological environment, implement social management service innovation according to local conditions, establish a people-oriented thinking and establish a service-oriented grass-roots social governance model. We should strengthen the construction of laws and regulations, guarantee the reform and innovation of social management services at the grass-roots level, and make full use of advanced technology to help the innovation of social management services at the grass-roots level.
