【摘要】：隨著我國政治經(jīng)濟(jì)體制的改革不斷深入，街道辦事處的城市綜合管理職能和提供公共服務(wù)的職能在我國現(xiàn)代城市的發(fā)展中扮演著越來越重要的角色。但是由于現(xiàn)代城市的快速發(fā)展，街道辦事處職能在現(xiàn)實運(yùn)行中暴露出了諸多的問題，為了有效地解決街道辦事處目前所存在的問題，街道辦事處的職能重構(gòu)已成為當(dāng)今社會的熱點(diǎn)和亟待解決的重大現(xiàn)實課題。街道辦事處如何在政府的引導(dǎo)下進(jìn)行自身的管理體制改革以適應(yīng)社會發(fā)展需要，已經(jīng)成為當(dāng)前城市管理改革的一項緊迫任務(wù)。它關(guān)乎到國家與社會的關(guān)系這一根本問題，關(guān)系到基層社會的活力與能力。 課題從街道辦事處職能狀況的歷史沿革入手，論述了街道辦事處的職能變遷過程，同時對街道辦事處的職能現(xiàn)狀、存在問題及成因進(jìn)行分析，并通過對目前我國目前街道辦事處職能重構(gòu)的幾種思路、實踐嘗試及其經(jīng)驗啟示進(jìn)行深入研究，進(jìn)而從健全法律、優(yōu)化組織和增強(qiáng)培育等幾個方面提出街道辦事處職能重構(gòu)的方法途徑，，提出了街道辦事處職能的轉(zhuǎn)變與完善的若干建議，希望對今后各地區(qū)街道辦事處職能和管理體制改革提供一定的幫助。
[Abstract]:With the deepening of the reform of political and economic system in our country, the comprehensive management function and the public service function of the subdistrict office are playing an increasingly important role in the development of modern cities in our country. However, due to the rapid development of modern cities, the function of street offices has exposed many problems in reality. In order to effectively solve the existing problems of street offices, The reconstruction of the function of the subdistrict office has become a hot spot in the society and an important practical subject to be solved urgently. Under the guidance of the government, how to reform the management system to meet the needs of social development has become an urgent task of the current urban management reform. It relates to the fundamental problem of the relationship between state and society, and to the vitality and ability of grass-roots society. Starting with the historical evolution of the function of the subdistrict office, this paper discusses the process of the functional change of the subdistrict office, and analyzes the present situation, existing problems and causes of the function of the subdistrict office. And through the current sub-district office function reconstruction of several ideas, practice attempts and experience enlightenment in-depth study, and then from the sound law, In the aspects of optimizing organization and strengthening cultivation, this paper puts forward the ways of reconstructing the function of the subdistrict office, and puts forward some suggestions for the transformation and perfection of the function of the subdistrict office. Hope to provide certain help to the function and management system reform of district subdistrict office in the future.
