【摘要】：隨著經(jīng)濟(jì)的發(fā)展,公民的整體生活水平有了顯著的提高。人們的需求不再僅僅局限于溫飽這樣較低的生活物質(zhì)水平,而需要有更加長(zhǎng)遠(yuǎn)的發(fā)展和更加豐富的文化需求,人們更加注重社會(huì)的公平而不是效率。在此背景下,2012年7月,國(guó)務(wù)院印發(fā)《國(guó)家基本公共服務(wù)體系“十二五”規(guī)劃的通知》,提出“十二五”時(shí)期是我國(guó)全面建設(shè)小康社會(huì)的關(guān)鍵時(shí)期,是深化改革開(kāi)放、加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的攻堅(jiān)時(shí)期,并提出健全基本公共服務(wù)體系,促進(jìn)基本公共服務(wù)均等化。成都市作為四川省政治、經(jīng)濟(jì)、文化的中心,在西部地區(qū)有著重要的戰(zhàn)略作用。由于西部地區(qū)屬于經(jīng)濟(jì)較為落后的地區(qū),因此研究成都市體育公共服務(wù)均等化對(duì)全國(guó)性的體育公共服務(wù)均等化具有代表性。通過(guò)對(duì)體育公共服務(wù)均等化及相關(guān)文獻(xiàn)的整理研究,對(duì)體育公共服務(wù)均等化的概念和內(nèi)涵進(jìn)行了深入的了解,為研究成都市體育公共服務(wù)均等化問(wèn)題提供了理論基礎(chǔ)。針對(duì)成都市體育公共服務(wù)均等化現(xiàn)狀進(jìn)行分析,提出了成都市體育公共服務(wù)均等化的問(wèn)題。運(yùn)用專(zhuān)家調(diào)查法,建立了成都市體育公共服務(wù)均等化指標(biāo)體系,通過(guò)因子分析對(duì)提出的成都市體育公共服務(wù)均等化指標(biāo)體系進(jìn)行了驗(yàn)證,并運(yùn)用該指標(biāo)體系對(duì)成都市的體育公共服務(wù)均等化現(xiàn)狀進(jìn)行了評(píng)估。在此基礎(chǔ)上提出制約成都市體育公共服務(wù)均等化的因素并提出了以下建議:第一,促進(jìn)當(dāng)?shù)胤e極發(fā)展,結(jié)合體育產(chǎn)業(yè)實(shí)現(xiàn)體育公共服務(wù)均等化;第二,建立財(cái)政稅收轉(zhuǎn)移制度,保障機(jī)會(huì)均等化;第三,有效配置資源,促進(jìn)體育公共服務(wù)均等化;第四,建立最低標(biāo)準(zhǔn),推進(jìn)體育公共服務(wù)均等化穩(wěn)步發(fā)展;第五,建立績(jī)效評(píng)價(jià),推動(dòng)體育公共服務(wù)均等化的實(shí)現(xiàn);第六,調(diào)到市場(chǎng)積極性,形成體育公共服務(wù)均等化自生機(jī)制;第七,利用信息化平臺(tái),促進(jìn)體育公共服務(wù)均等化。
[Abstract]:With the development of economy, the overall living standard of citizens has been improved significantly. People's needs are no longer confined to the lower living material level of food and clothing, but need to have more long-term development and richer cultural needs. People pay more attention to social equity rather than efficiency. Against this background, in July 2012, the State Council issued the Circular of the Twelfth Five-Year Plan of the National basic Public Service system, proposing that the 12th Five-Year Plan period is the key period for building a well-off society in an all-round way in our country and for deepening reform and opening up. In the period of speeding up the transformation of economic development mode, we should improve the basic public service system and promote the equalization of basic public services. Chengdu, as the political, economic and cultural center of Sichuan Province, plays an important strategic role in the western region. Because the western region belongs to the economically backward area, the study on the equalization of sports public service in Chengdu is representative of the national equalization of sports public service. Through the study of equalization of sports public service and related documents, the concept and connotation of equalization of sports public service are deeply understood, which provides a theoretical basis for the study of equalization of sports public service in Chengdu. Based on the analysis of the status quo of equalization of sports public service in Chengdu, the problem of equalization of sports public service in Chengdu is put forward. Using the method of expert investigation, this paper establishes the equalization index system of sports public service in Chengdu, and verifies the index system of equalization of sports public service in Chengdu by factor analysis. The present situation of equalization of sports public service in Chengdu was evaluated by the index system. On this basis, this paper puts forward the factors that restrict the equalization of sports public services in Chengdu and puts forward the following suggestions: first, to promote the positive development of the local areas and to realize the equalization of sports public services in combination with the sports industry; second, to establish a fiscal and tax transfer system. Guarantee the equalization of opportunities; third, effectively allocate resources to promote equalization of public sports services; fourth, establish minimum standards to promote the steady development of equalization of sports public services; fifth, establish performance evaluation. Promote the realization of equalization of sports public services; sixth, adjust to the market enthusiasm, form the mechanism of equalization of sports public services; seventh, use the information platform to promote the equalization of sports public services.
