【摘要】：新媒體是在大數(shù)據(jù)時(shí)代運(yùn)用不同形態(tài)的數(shù)字化、多媒體化、網(wǎng)絡(luò)化的技術(shù)手段來(lái)進(jìn)行傳播信息和傳播時(shí)代文化的媒體形態(tài),其核心是數(shù)字傳播。它是一種相對(duì)的媒體形態(tài),是傳統(tǒng)媒介的延伸,是最新的傳播媒介。在新媒體這個(gè)流動(dòng)的、相對(duì)的時(shí)代,新媒體極大地改變了人們的思維方式和活動(dòng)方式,這些改變既有積極的方面,也有消極的方面;既有對(duì)個(gè)人層面的影響,也有對(duì)國(guó)家層面的影響。在新媒體引發(fā)的信息革命時(shí)代,網(wǎng)絡(luò)是作為新的手段和工具,是公民進(jìn)行政治參與和政治認(rèn)同活動(dòng)的新平臺(tái),同時(shí)也是影響政治安全的新的方式。新媒體的發(fā)展打破了信息傳遞的壟斷,導(dǎo)致了權(quán)力的分散,一定程度上降低了政府的權(quán)威,削弱政府的控制能力,對(duì)于國(guó)家治理來(lái)說(shuō)無(wú)疑是加大了難度和行政成本,政治安全這一問(wèn)題被突出地提了出來(lái),并越來(lái)越受到各國(guó)政治家和學(xué)者的關(guān)注,更有學(xué)者提出新媒體的發(fā)展和應(yīng)用可能會(huì)導(dǎo)致無(wú)政府狀態(tài)的出現(xiàn),加速國(guó)家的消亡。在新媒體時(shí)代,我國(guó)的政治安全觀已突破傳統(tǒng)的安全觀念,對(duì)政治安全的研究視角轉(zhuǎn)變?yōu)檎沃贫鹊陌踩?guó)家政權(quán)性質(zhì)的穩(wěn)定、政治過(guò)程的有序性、穩(wěn)定的意識(shí)形態(tài)和執(zhí)政黨安全的執(zhí)政地位等層面的轉(zhuǎn)變。國(guó)家政治安全面臨的挑戰(zhàn)主要集中在國(guó)家政治制度安全、國(guó)家主權(quán)安全、主流意識(shí)形態(tài)主導(dǎo)性和社會(huì)政治秩序穩(wěn)定等方面。影響我國(guó)國(guó)家政治安全的主要原因有:話語(yǔ)權(quán)的強(qiáng)化,利益訴求渠道的阻塞;傳播權(quán)的濫用,導(dǎo)致了矛盾爆發(fā)的頻繁性;信息的快速聚集和擴(kuò)散,弱化政府對(duì)信息的控制能力;敵對(duì)勢(shì)力的策劃利用,國(guó)家主權(quán)安全相對(duì)削弱等方面。在新媒體時(shí)代,我們應(yīng)該根據(jù)國(guó)際政治經(jīng)濟(jì)秩序的變化,加強(qiáng)國(guó)際合作利用多邊合作的力量;有效地應(yīng)對(duì)新媒體時(shí)代的政治安全的嚴(yán)峻挑戰(zhàn),需要客觀的認(rèn)識(shí)新媒體工具對(duì)政治安全的影響,高度的重視政治安全;拓展信息疆域,主導(dǎo)信息監(jiān)控權(quán);加強(qiáng)國(guó)際合作,構(gòu)筑政治安全的有效環(huán)境。在新媒體時(shí)代,我們應(yīng)該從制度與法治層面到意識(shí)層面,從技術(shù)層面到新媒體主體層面來(lái)實(shí)現(xiàn)我國(guó)的國(guó)家政治安全的目標(biāo)。特別是作為政治安全的治理主體,執(zhí)政黨要認(rèn)識(shí)到新媒體發(fā)展與國(guó)家政治安全的關(guān)系,在掌握政治安全的發(fā)展規(guī)律的基礎(chǔ)之上,提高新媒體時(shí)代國(guó)家政治安全的治理水平。
[Abstract]:New media is the media form of spreading information and spreading culture of the times by using different forms of digitization, multimedia and networking in big data's time. The core of which is digital communication. It is a relative form of media, is the extension of traditional media, is the latest media. In this mobile, relative era of new media, the new media has greatly changed the way people think and act. These changes have both positive and negative aspects, as well as their impact on the individual level. There are also implications at the national level. In the era of information revolution caused by new media, network is a new means and tool, a new platform for citizens to engage in political participation and political identification activities, and a new way to affect political security. The development of new media has broken the monopoly of information transmission, led to the decentralization of power, reduced the authority of the government to a certain extent, weakened the control ability of the government, and undoubtedly increased the difficulty and administrative cost for the governance of the country. The issue of political security has been raised prominently and paid more and more attention by politicians and scholars in various countries. Some scholars have pointed out that the development and application of new media may lead to anarchy and accelerate the extinction of the country. In the new media era, the political security concept of our country has broken through the traditional security concept, the research angle of political security has changed into the security of the political system, the stability of the nature of the state power, the order of the political process. The stable ideology and the ruling party's safe ruling position and so on level transformation. The challenges to national political security are mainly focused on the security of national political system, the security of national sovereignty, the dominant ideology and the stability of social political order. The main reasons that affect the national political security of our country are: the strengthening of the right of speech, the obstruction of the channel of interest demand, the abuse of the right of communication, the frequent outbreak of contradictions, the rapid gathering and diffusion of information, the weakening of the government's ability to control information; The planning and utilization of hostile forces and the relative weakening of national sovereignty and security. In the new media era, we should strengthen international cooperation and utilize the strength of multilateral cooperation in accordance with the changes in the international political and economic order, and effectively meet the severe challenges of political security in the new media age. It is necessary to objectively understand the influence of new media tools on political security, attach great importance to political security, expand information territory, dominate the right of information monitoring, strengthen international cooperation, and build an effective environment for political security. In the new media era, we should realize the goal of national political security from the level of system and rule of law to the level of consciousness, from the level of technology to the level of subject of new media. Especially as the governing subject of political security, the ruling party should recognize the relationship between the development of new media and national political security, and improve the governance level of national political security in the new media era on the basis of mastering the development law of political security.
