韶關(guān)市武江區(qū)農(nóng)村扶貧問題研究

【摘要】：在新形勢背景下,農(nóng)村貧困問題及扶貧工作有效途徑的研究和分析有著重要的政治、經(jīng)濟(jì)和社會意義。研究農(nóng)村扶貧工作不僅有利于加快農(nóng)村貧困人口早日脫貧致富,有利于構(gòu)建經(jīng)濟(jì)繁榮、文明和諧的社會主義新農(nóng)村,還有利于實現(xiàn)社會經(jīng)濟(jì)可持續(xù)發(fā)展。本文以韶關(guān)市武江區(qū)為案例典型,綜合采取定量分析與實證分析相結(jié)合的方法,通過分析轄區(qū)貧困村得出最終結(jié)論。首先,本文分析了韶關(guān)市武江區(qū)農(nóng)村貧困問題的主要致貧因素和現(xiàn)狀。通過抽樣、實地走訪收集數(shù)據(jù)相結(jié)合的調(diào)查方式,摸清韶關(guān)市武江區(qū)農(nóng)村貧困問題的基本情況,對韶關(guān)市武江區(qū)貧困農(nóng)村的低收入農(nóng)戶的基本特點、收入來源和變動情況、生產(chǎn)生活消費支出狀況、家庭生產(chǎn)經(jīng)營狀況做了具體分析,并查找出導(dǎo)致韶關(guān)市武江區(qū)農(nóng)村貧困原因。其次,本文對韶關(guān)市武江區(qū)農(nóng)村扶貧工作中以下幾個方面進(jìn)行了深入研究:一是以扶貧項目建設(shè)為抓手采取整村推進(jìn)的扶貧模式;二是大力推進(jìn)韶關(guān)市市直定點幫扶工作;三是設(shè)立極富本地特色的村級扶貧互助資金。長期堅持不懈抓扶貧使韶關(guān)市武江區(qū)在農(nóng)村扶貧工作取得了明顯成效,如貧困人口和貧困家庭數(shù)量明顯減少、收入逐步增加、生活質(zhì)量日益提升、村級精神文明建設(shè)有所加強(qiáng)、農(nóng)村基礎(chǔ)設(shè)施建設(shè)穩(wěn)步推進(jìn)、農(nóng)產(chǎn)品特色優(yōu)勢產(chǎn)業(yè)初步形成等方面。當(dāng)然,韶關(guān)市武江區(qū)扶貧工作也存在許多問題:如扶貧項目資金短缺、扶貧資金使用效率低、致貧返貧率仍較高、扶貧項目建設(shè)與群眾訴求之間存在差異性等。原因是扶貧制度、體制不夠健全導(dǎo)致的或者是扶貧措施不到位和管理不善造成的。最后本人結(jié)合韶關(guān)市武江區(qū)的實際情況,提出了關(guān)于做好農(nóng)村扶貧工作的對策和建議。要想切實解決好農(nóng)村貧困問題,就要形成以政府為的主導(dǎo)作用,各部門協(xié)調(diào)配合,社會力量共同參與的全方位扶貧工作格局,就要進(jìn)一步拓寬扶貧資金籌集渠道,充分發(fā)揮財政資金、社會資金以及互助資金在農(nóng)村幫扶救助中的重要作用;就要通過發(fā)展義務(wù)教育和文化教育、轉(zhuǎn)移農(nóng)村剩余勞動力、健全和完善農(nóng)村社會服務(wù)保障體系等措施來提高農(nóng)村勞動力綜合素質(zhì),進(jìn)一步提升和發(fā)揮農(nóng)村人力資源的潛在優(yōu)勢;就要立足區(qū)域?qū)嶋H,大力發(fā)展本地特色優(yōu)勢產(chǎn)業(yè),實施山區(qū)綜合開發(fā)、快速脫貧致富。
[Abstract]:Under the background of the new situation, the research and analysis of rural poverty and effective ways of poverty alleviation have important political, economic and social significance. The study of poverty alleviation in rural areas is not only conducive to speeding up the rural poor population to get rid of poverty as soon as possible, but also conducive to the construction of a new socialist countryside with economic prosperity and harmonious civilization, as well as the realization of sustainable social and economic development. This paper takes Wujiang District of Shaoguan City as a typical case, synthetically adopts the method of combining quantitative analysis and empirical analysis, and draws the final conclusion by analyzing the poor villages in the area of jurisdiction. First of all, this paper analyzes the main causes and present situation of rural poverty in Wujiang District, Shaoguan City. Through sampling, field visits and data collection, the basic situation of rural poverty in Wujiang District, Shaoguan City, and the basic characteristics, income sources and changes of low-income rural households in Wujiang District, Shaoguan City, are investigated. The production and living expenses and the household production and management are analyzed, and the causes of rural poverty in Wujiang District of Shaoguan City are found out. Secondly, this paper makes an in-depth study on the following aspects of the rural poverty alleviation work in Wujiang District, Shaoguan City: first, taking the poverty alleviation project construction as the starting point to take the whole village to promote poverty alleviation mode; second, vigorously promoting the work of direct fixed point support in Shaoguan City; Third, the establishment of local characteristics of the village-level poverty-alleviation mutual funds. The long-term unremitting efforts to tackle poverty alleviation have resulted in remarkable results in the rural poverty alleviation work in Wujiang District of Shaoguan City. For example, the number of poor people and poor families has decreased significantly, incomes have gradually increased, the quality of life has been increasingly improved, and the building of spiritual civilization at the village level has been strengthened. Rural infrastructure construction steadily advanced, agricultural products characteristics of the advantages of the initial formation of industries and other aspects. Of course, there are many problems in poverty alleviation work in Wujiang District of Shaoguan City, such as the shortage of funds for poverty alleviation projects, the low efficiency in the use of poverty alleviation funds, the high rate of poverty reduction and poverty reduction, and the difference between the construction of poverty alleviation projects and the demands of the masses. This is due to poor systems, inadequate systems or poor measures and management. Finally, according to the actual situation of Wujiang District, Shaoguan City, I put forward some countermeasures and suggestions on how to help the poor in rural areas. In order to effectively solve the problem of rural poverty, it is necessary to form a comprehensive pattern of poverty alleviation work with the leading role of the government, coordination and coordination among various departments, and the participation of social forces, and to further broaden the channels for raising funds for poverty alleviation. To give full play to the important role of financial funds, social funds and mutual funds in helping and assisting rural areas, it is necessary to transfer the surplus rural labor force through the development of compulsory education and cultural education. We should improve and perfect the rural social service security system to improve the comprehensive quality of rural labor force and further promote and give play to the potential advantages of rural human resources.
