駐外機(jī)構(gòu)館舍建設(shè)項(xiàng)目承包方風(fēng)險(xiǎn)管理

【摘要】:近年來(lái),隨著我國(guó)綜合實(shí)力和國(guó)際影響力不斷增強(qiáng),中國(guó)的國(guó)際地位日益上升,與各國(guó)的經(jīng)濟(jì)文化交往日益密切,外交事務(wù)往來(lái)也日趨頻繁。與此同時(shí),駐外機(jī)構(gòu)的館舍建設(shè)規(guī)模和工作量也日益加大。隨著我國(guó)外交事業(yè)的蓬勃發(fā)展,能夠直接體現(xiàn)我國(guó)綜合國(guó)力的駐外使領(lǐng)館建設(shè)也就顯得越發(fā)的重要。一方面,今后的使領(lǐng)館建設(shè)項(xiàng)目不僅建設(shè)規(guī)模更加龐大,而且對(duì)于項(xiàng)目的設(shè)計(jì)理念和建設(shè)質(zhì)量也提出了更高的要求,實(shí)施難度也在不斷加大。另一方面,還存在著建設(shè)項(xiàng)目所在國(guó)的政治、經(jīng)濟(jì)、文化和法律等方面的獨(dú)特性、地區(qū)間的差異性以及國(guó)際多邊局勢(shì)的不確定性長(zhǎng)期存在的諸多特點(diǎn),使得使領(lǐng)館建設(shè)相比較一般建設(shè)項(xiàng)目,具有更多、更復(fù)雜的風(fēng)險(xiǎn)因素。面對(duì)這一現(xiàn)狀,作為長(zhǎng)期進(jìn)行駐外使領(lǐng)館建設(shè)的施工企業(yè),盡快提升國(guó)際工程項(xiàng)目管理水平,加強(qiáng)項(xiàng)目風(fēng)險(xiǎn)管理意識(shí),形成一套系統(tǒng)的、有針對(duì)性的工程項(xiàng)目管理方法,顯得尤為重要。 本文在研究分析工程項(xiàng)目風(fēng)險(xiǎn)管理理論的基礎(chǔ)上,結(jié)合作者作為駐外機(jī)構(gòu)建設(shè)總承包方的親身經(jīng)歷,對(duì)駐外機(jī)構(gòu)使領(lǐng)館建設(shè)項(xiàng)目中承包方在項(xiàng)目管理全過(guò)程中面臨的各種風(fēng)險(xiǎn)加以全面的分析,對(duì)遇到的不同風(fēng)險(xiǎn)因素制定了具有針對(duì)性的風(fēng)險(xiǎn)管理對(duì)策。本文首先通過(guò)對(duì)國(guó)內(nèi)外風(fēng)險(xiǎn)研究的現(xiàn)狀的分析確定了研究思路和研究方法,對(duì)于風(fēng)險(xiǎn)的識(shí)別、評(píng)價(jià)、應(yīng)對(duì)等一系列問(wèn)題進(jìn)行了深入研究和分析;其次,根據(jù)駐外機(jī)構(gòu)工程項(xiàng)目的特點(diǎn),對(duì)工程項(xiàng)目中所遇到的各種風(fēng)險(xiǎn)因素運(yùn)用理論知識(shí)加以識(shí)別、評(píng)價(jià),并給于相應(yīng)的應(yīng)對(duì)方法;最后,應(yīng)用工程案例項(xiàng)目對(duì)于總承包方風(fēng)險(xiǎn)管理工作進(jìn)行分析,提出了切實(shí)可行的風(fēng)險(xiǎn)防范措施及應(yīng)對(duì)策略,對(duì)于我國(guó)參與駐外機(jī)構(gòu)使領(lǐng)館建設(shè)項(xiàng)目的承包方風(fēng)險(xiǎn)管理工作提供借鑒和幫助。
[Abstract]:In recent years, with the strengthening of China's comprehensive strength and international influence, China's international status is rising day by day, the economic and cultural exchanges with other countries are increasingly close, and foreign affairs exchanges become more and more frequent. At the same time, the building scale and workload of foreign offices are also increasing. With the vigorous development of China's diplomacy, the construction of foreign embassies and consulates, which can directly reflect the comprehensive national strength of our country, has become more and more important. On the one hand, the future construction project of embassy and consulate not only has a larger scale, but also puts forward higher requirements for the design concept and construction quality of the project. On the other hand, there still exist the political, economic, cultural and legal uniqueness of the host country of the construction project, as well as the differences between regions and the uncertainty of the international multilateral situation. The construction of the embassy and consulate has more and more complex risk factors than the general construction project. In the face of this situation, as the construction enterprise of long-term construction of embassy and consulate abroad, we should improve the level of international engineering project management as soon as possible, strengthen the awareness of project risk management, and form a set of systematic and targeted engineering project management methods. It is especially important. On the basis of studying and analyzing the theory of project risk management, this paper combines the personal experience of the author as the general contractor of construction in foreign countries. This paper makes a comprehensive analysis of various risks faced by contractors in the whole process of project management in the construction projects of embassies and consulates in foreign countries, and formulates targeted risk management countermeasures for the different risk factors encountered. In this paper, first of all, through the analysis of the current situation of risk research at home and abroad, the research ideas and methods are determined, and a series of problems, such as risk identification, evaluation and response, are studied and analyzed in depth. According to the characteristics of engineering projects in foreign countries, the risk factors encountered in engineering projects are identified, evaluated, and corresponding countermeasures are given by using theoretical knowledge. The risk management of the general contractor is analyzed by using the engineering case project, and the feasible risk prevention measures and countermeasures are put forward. It can provide reference and help for the contractor risk management in the construction project of embassy and consulate in foreign countries.
