【摘要】：中國(guó)南方電網(wǎng)有限責(zé)任公司成立于2002年12月,轄區(qū)包括廣東、廣西、云南、貴州和海南五省,主要負(fù)責(zé)南方五省區(qū)內(nèi)區(qū)域電網(wǎng)的建設(shè)、投資和經(jīng)營(yíng)管理。公司成立12年來,伴隨著國(guó)際國(guó)內(nèi)環(huán)境的巨大變化和南方五省區(qū)經(jīng)濟(jì)的快速發(fā)展,有效的實(shí)現(xiàn)了南方五省區(qū)安全、可靠、不間斷供電,客戶停電時(shí)間大幅減少,客戶滿意度明顯提升,取得了顯著的成效。 中國(guó)共產(chǎn)黨十八屆三中全會(huì)確立了深化改革的總基調(diào),為中國(guó)帶來全面的政治、經(jīng)濟(jì)新常態(tài)。會(huì)議審議通過了《中共中央關(guān)于全面深化改革若干重大問題的決定》,新一輪電力體制改革作為深化改革的一個(gè)重要分支,面臨破題。在深化改革的總體目標(biāo)下,伴隨著互聯(lián)網(wǎng)、大數(shù)據(jù)時(shí)代的到來,我國(guó)經(jīng)濟(jì)發(fā)展空間格局不斷優(yōu)化,區(qū)域總體發(fā)展戰(zhàn)略繼續(xù)實(shí)施,“一帶一路”大國(guó)戰(zhàn)略縱橫捭闔,積極穩(wěn)妥推進(jìn)城鎮(zhèn)化,堅(jiān)持不懈推進(jìn)節(jié)能減排和生態(tài)環(huán)境保護(hù),人們的生活發(fā)生著日新月異的變化。面臨當(dāng)前形勢(shì),抓緊研究制定調(diào)整南方電網(wǎng)公司發(fā)展戰(zhàn)略成為當(dāng)務(wù)之急,對(duì)公司建設(shè)成為世界先進(jìn)電網(wǎng)企業(yè)的目標(biāo)具有重要意義,對(duì)促進(jìn)南方五省區(qū)經(jīng)濟(jì)發(fā)展提供有力保障。 本文對(duì)當(dāng)前國(guó)內(nèi)外戰(zhàn)略管理的理論體系進(jìn)行了簡(jiǎn)單歸納,以科學(xué)思想和近年來國(guó)內(nèi)外學(xué)者對(duì)電網(wǎng)企業(yè)的戰(zhàn)略研究為指導(dǎo),結(jié)合南方電網(wǎng)公司成立以來的發(fā)展實(shí)際,深入分析了公司發(fā)展的內(nèi)外部環(huán)境變化情況,客觀研判了面臨的機(jī)會(huì)和威脅,自身的優(yōu)勢(shì)和劣勢(shì),并以此為基礎(chǔ)提出企業(yè)發(fā)展戰(zhàn)略,研究切合實(shí)際的措施保證戰(zhàn)略實(shí)施。
[Abstract]:China Southern Power Grid Co., Ltd. was established in December 2002, covering Guangdong, Guangxi, Yunnan, Guizhou and Hainan provinces. It is mainly responsible for the construction, investment and management of regional power grids in the five southern provinces and regions. Since its establishment for 12 years, with the great changes in the international and domestic environment and the rapid development of the economy of the five southern provinces and regions, the company has effectively realized the five southern provinces and regions with safe, reliable, uninterrupted power supply, and customers' blackouts have been greatly reduced. Customer satisfaction has been significantly improved, and achieved remarkable results. The third Plenary session of the 18th CPC Central Committee established the general tone of deepening the reform, and brought the new normal of politics and economy to China. The meeting deliberated and adopted the "decision of the CPC Central Committee on comprehensively deepening several important issues of Reform." as an important branch of deepening reform, the new round of reform of the electric power system is facing a problem solved. Under the overall goal of deepening the reform, with the advent of the Internet and the big data era, the spatial pattern of China's economic development is constantly optimized, the overall regional development strategy continues to be implemented, and the "Belt and Road" great power strategy is maneuvering. Actively and steadily promoting urbanization, unremitting efforts to save energy, reduce emissions and protect the ecological environment, people's lives are changing with each passing day. Facing the current situation, it is urgent to study and adjust the development strategy of the Southern Power Grid Company, which is of great significance to the company's goal of becoming an advanced power grid enterprise in the world, and provides a strong guarantee for promoting the economic development of the five southern provinces and regions. In this paper, the theoretical system of strategic management at home and abroad is briefly summarized, guided by scientific ideas and the strategic research of power grid enterprises conducted by domestic and foreign scholars in recent years, combined with the development practice of Southern Power Grid Company since its establishment. This paper deeply analyzes the internal and external environment changes of the company's development, objectively judges the opportunities and threats, their own strengths and weaknesses, and puts forward the development strategy of the enterprise based on this, and studies practical measures to ensure the implementation of the strategy.
