【摘要】：教育戰(zhàn)略規(guī)劃是對教育發(fā)展的全局性、長遠(yuǎn)性和戰(zhàn)略性的謀劃。當(dāng)前,我國的STEM教育迫切需要學(xué)習(xí)借鑒國際上STEM教育戰(zhàn)略規(guī)劃的成功經(jīng)驗(yàn),站在國家發(fā)展的戰(zhàn)略高度來科學(xué)規(guī)劃STEM教育。美國北卡羅來納州根據(jù)本地的地理、政治、經(jīng)濟(jì)發(fā)展?fàn)顩r等特點(diǎn),在全美率先制定了明確的STEM教育戰(zhàn)略規(guī)劃,有力促進(jìn)了該州STEM教育的發(fā)展。通過分析該規(guī)劃中三個優(yōu)先事項(xiàng)、九個具體發(fā)展目標(biāo)以及十二個實(shí)施策略,充分提煉該規(guī)劃的戰(zhàn)略意圖和行動路徑,并結(jié)合我國STEM教育現(xiàn)狀和發(fā)展訴求,提出以下建議:強(qiáng)化STEM教育政策頂層設(shè)計(jì),構(gòu)建科學(xué)有效的STEM課程體系,打造一體化STEM創(chuàng)新生態(tài)系統(tǒng),建立STEM教育實(shí)施要素之間的協(xié)同機(jī)制,建設(shè)STEM教育相應(yīng)標(biāo)準(zhǔn)與評價體系,應(yīng)用推廣STEM教育的成功模式。
[Abstract]:The strategic planning of education is an overall, long-term and strategic plan for the development of education. At present, the STEM education in our country urgently needs to learn from the successful experience of international STEM education strategic planning, and to scientifically plan STEM education from the strategic height of national development. According to the characteristics of local geography, politics and economic development, North Carolina in the United States took the lead in formulating a clear strategic plan for STEM education, which has greatly promoted the development of STEM education in the state. By analyzing three priorities, nine specific development goals and twelve implementation strategies, the strategic intention and action path of the plan are fully refined, and the present situation and development demands of STEM education in China are combined. The following suggestions are put forward: strengthening the top-level design of STEM education policy, constructing a scientific and effective STEM curriculum system, creating an integrated STEM innovation ecosystem, establishing a cooperative mechanism among the implementing elements of STEM education, and constructing a corresponding standard and evaluation system for STEM education. The successful model of promoting STEM education is applied.
