【摘要】：民主、富強、文明是我國建設小康社會的奮斗目標，然而如何盡快使我國步入小康社會，核心問題在于怎樣解決好廣大農村社會所出現(xiàn)的各種突出問題和矛盾。在我國的西北農村，尤其是少數(shù)民族地區(qū)的牧區(qū)，其經(jīng)濟快速健康發(fā)展是我國當前亟待解決的問題。作為少數(shù)民族聚居的一個部分，牧區(qū)的自然生態(tài)環(huán)境抗破壞能力相比農業(yè)區(qū)更顯薄弱，這里是貧困人口較為集中的地方，，而且也是全面建設小康社會任務最艱巨最繁重的地區(qū)。提高我國牧民生活生產(chǎn)水平，是解決牧區(qū)發(fā)展、保障新疆乃至全國跨越式發(fā)展和社會政治經(jīng)濟長治久安的重要舉措。 本文在借鑒國內外學者對牧民收入問題的研究成果的基礎上，選取烏魯木齊縣作為研究區(qū)域，對其牧民收入現(xiàn)狀進行實證分析，發(fā)現(xiàn)該縣牧民增收中存在牧區(qū)經(jīng)濟結構單一，產(chǎn)業(yè)化程度低；牧區(qū)基礎設施薄弱；牧民生產(chǎn)成本不斷增加；牧民收入結構單一；生活成本上升，牧民收入相對降低；牧民文化程度低，技術落后等問題。采用Logistic模型對烏魯木齊縣牧民增收的影響因素進行分析，模型分析結果顯示：家庭主要勞動力的文化程度、家庭純收入、家庭主要收入來源、家庭存款情況、家庭最大支出費用、家庭醫(yī)療保障情況以及勞動力參與生產(chǎn)培訓情況對牧民增收有顯著影響。在此基礎上，提出促進烏魯木齊縣牧民增收的對策，即扶持龍頭企業(yè)發(fā)展，以畜牧業(yè)產(chǎn)業(yè)化促進牧民增收；建設人工草地和配套飼料地，降低牧民生產(chǎn)成本；加快牧區(qū)基礎設施建設，降低牧民生活成本；實現(xiàn)牧區(qū)生產(chǎn)經(jīng)營多元化，保障牧民增收；實施牧區(qū)剩余勞動力轉移，促進牧民收入結構多元化；提高牧民科學文化素養(yǎng)，提高牧民生產(chǎn)技能。
[Abstract]:Democracy, rich and strong, civilization is the goal of building a well-off society in our country. However, how to make our country into a well-off society as soon as possible, the key problem is how to solve all kinds of outstanding problems and contradictions that appear in the vast rural society. In the rural areas of Northwest China, especially in the pastoral areas of minority areas, the rapid and healthy development of its economy is our country. As a part of the ethnic minority settlement, the anti destructive ability of the natural and ecological environment of the pastoral area is weaker than that in the agricultural area. This is the place where the poor population is more concentrated and the most arduous and arduous area to build a well-off society in an all-round way. It is the solution to improve the living level of the herdsmen in China. The development of pastoral areas plays an important role in ensuring the great leap forward development of Xinjiang and even the whole country and the long-term stability of society, politics and economy.
On the basis of the research results of the domestic and foreign scholars' research on the income of herdsmen, this paper selects Urumqi County as the research area, and makes an empirical analysis on the income status of the herdsmen. It is found that the economic structure of pastoral areas is single, the degree of industrialization is low, the basic facilities of pastoral areas are weak, and the production cost of herdsmen is increasing continuously. The income structure of the herdsmen is single, the cost of living is rising, the income of the herdsmen is relatively lower, the herdsmen's cultural degree is low, and the technology is backward. The Logistic model is used to analyze the factors affecting the increase of the herdsmen in Urumqi county. The results of the model analysis show that the cultural degree of the main labor of the family, the pure income of the family, the main income of the family On the basis of this, the Countermeasures of promoting the income increase of the herdsmen in Urumqi county are put forward, namely, to support the development of the leading enterprises, to promote the increase of the herdsmen by the industrialization of livestock and animal husbandry, the construction of artificial grassland and the construction of artificial grassland. To reduce the cost of herdsmen, to accelerate the construction of pastoral areas, to reduce the living cost of herdsmen, to diversify the production and management of pastoral areas, to ensure the increase of the income of herdsmen, to carry out the transfer of surplus labor in pastoral areas, to diversify the income structure of herdsmen, to improve the literacy of herdsmen and to improve the production skills of herdsmen.
