西安市未央?yún)^(qū)基礎(chǔ)教育資源配置中的公平問(wèn)題研究

【摘要】:隨著經(jīng)濟(jì)社會(huì)的發(fā)展,人民群眾對(duì)公共服務(wù)的需求也在不斷增長(zhǎng),追求教育資源配置公平成為一個(gè)重要內(nèi)容。從目前教育發(fā)展情況而言,“上學(xué)難”“擇校風(fēng)”的問(wèn)題成了社會(huì)熱點(diǎn),直接影響教育的資源配置公平問(wèn)題成了焦點(diǎn),既是教育問(wèn)題,又是社會(huì)問(wèn)題,并且對(duì)社會(huì)公平與穩(wěn)定產(chǎn)生著復(fù)雜的影響。新形勢(shì)下教育資源配置中的公平性問(wèn)題得不到合理解決,不僅影響一個(gè)地區(qū)教育質(zhì)量,而且還將影響社會(huì)和諧穩(wěn)定和長(zhǎng)治久安。本文以西安市未央?yún)^(qū)為對(duì)象,主要針對(duì)該地區(qū)的基礎(chǔ)教育資源配置問(wèn)題展開(kāi)相關(guān)研究,首先梳理該地基礎(chǔ)教育資源配置的相關(guān)歷史數(shù)據(jù)、現(xiàn)狀并分析配置中存在的不公平問(wèn)題,然后對(duì)影響基礎(chǔ)教育資源合理配置中不公平的主要因素和推進(jìn)基礎(chǔ)教育資源公平配置的路徑進(jìn)行了分析,從加強(qiáng)學(xué)校硬件、軟件和資金投入、督查落實(shí)等方面對(duì)城鄉(xiāng)結(jié)合部基礎(chǔ)教育資源公平配置提出了政策建議,從堅(jiān)持規(guī)劃為先、堅(jiān)持政府主導(dǎo)、堅(jiān)持教育為本等方面得出一些啟示。本文研究對(duì)促進(jìn)基礎(chǔ)教育資源公平配置,最大限度地實(shí)現(xiàn)教育公平,滿(mǎn)足人們對(duì)優(yōu)質(zhì)教育資源的需求具有一定可借鑒意義。本文除結(jié)論外,分為五章。第一章為緒論,主要對(duì)論文的研究背景、研究意義、國(guó)內(nèi)外研究動(dòng)態(tài)和研究思路、研究方法及創(chuàng)新之處進(jìn)行了闡述。第二章為理論基礎(chǔ),對(duì)本文所涉及到的相關(guān)理論和概念進(jìn)行詳細(xì)闡述。第三章對(duì)未央?yún)^(qū)基礎(chǔ)教育資源配置的歷史、現(xiàn)狀及問(wèn)題進(jìn)行分析,認(rèn)為目前未央?yún)^(qū)教育資源配置中不公平性的問(wèn)題即:教學(xué)硬件資源配置不均衡;教師人力資源配置不均衡;教育經(jīng)費(fèi)投入總量不足等。第四章對(duì)影響未央?yún)^(qū)基礎(chǔ)教育資源配置中不公平的原因進(jìn)行探討,認(rèn)為影響未央?yún)^(qū)基礎(chǔ)教育資源配置不公平的主要原因包括歷史因素、政治經(jīng)濟(jì)文化因素以及居民、媒體原因等。第五章對(duì)未央?yún)^(qū)推進(jìn)基礎(chǔ)教育資源配置公平的路徑進(jìn)行了分析,主要從學(xué)校硬件、軟件建設(shè)和資金投入等三個(gè)層面進(jìn)行闡述,主要舉措有實(shí)施基礎(chǔ)教育設(shè)施標(biāo)準(zhǔn)化建設(shè)和學(xué)前教育三年行動(dòng)計(jì)劃;實(shí)施“三名”工程,推進(jìn)教育領(lǐng)域綜合改革和學(xué)校精細(xì)化管理;加大政府投入,積極爭(zhēng)取上級(jí)專(zhuān)項(xiàng)資金和吸引社會(huì)資本。同時(shí),提出了促進(jìn)基礎(chǔ)教育資源配置公平的政策建議,即完善基礎(chǔ)教育管理體制,優(yōu)化學(xué)校布局,推進(jìn)學(xué);A(chǔ)設(shè)施均衡發(fā)展;提高教師待遇和師資管理水平,促進(jìn)基礎(chǔ)教育師資水平整體提升;加大對(duì)基礎(chǔ)教育的投資力度,加強(qiáng)制度保障,完善基礎(chǔ)教育經(jīng)費(fèi)投入均衡機(jī)制;加大政策落實(shí)和“全面薄改”工作的督導(dǎo),推動(dòng)基礎(chǔ)教育均衡發(fā)展。最后是結(jié)論和啟示,對(duì)本文的主要觀點(diǎn)和研究不足進(jìn)行了簡(jiǎn)要總結(jié),通過(guò)分析,從堅(jiān)持規(guī)劃為先、堅(jiān)持政府主導(dǎo)、堅(jiān)持教育為本等方面得到一些啟示,對(duì)西安市其他地區(qū)以及全國(guó)城市化進(jìn)程中城鄉(xiāng)結(jié)合部的基礎(chǔ)教育發(fā)展都具有一定啟示或借鑒意義。
[Abstract]:With the development of the economy and society, the people's demand for public service is growing, and the pursuit of equity in the allocation of educational resources has become an important content. From the current situation of education development, the problem of "school difficult" and "school selection" has become a social hot spot. The problem of education, which is also a social problem, has a complex influence on social fairness and stability. The problem of equity in the allocation of educational resources in the new situation is not properly solved. It not only affects the quality of education in a region, but also affects the social harmony and stability and long-term stability. This article is aimed at the Xi'an city. The relevant research on the allocation of basic education resources in the region is carried out. First, the relevant historical data of the allocation of basic education resources in this area, the present situation and the unfairness in the allocation are analyzed, and then the main factors that affect the unfair distribution of the basic education resources and the path to the fair allocation of basic educational resources are carried out. From the aspects of strengthening the school hardware, software, capital investment, supervision and implementation, this paper puts forward some suggestions on the fair allocation of basic education resources in the urban and rural areas, and draws some inspiration from the aspects of adhering to the planning, adhering to the government leading and insisting on education. This paper is to maximize the allocation of basic education resources to the maximum extent. In addition to conclusion, this paper is divided into five chapters. The first chapter is an introduction. The first chapter is the introduction, mainly on the research background, research significance, research trends at home and abroad, research ideas, research methods and innovation. The second chapter is the theoretical basis and this article is the basis for this paper. The third chapter analyzes the history, current situation and problems of the allocation of basic education resources in the central area, and thinks that the unequal problems in the allocation of educational resources in the unoccupied areas are: the disequilibrium of the allocation of teaching hardware resources, the imbalance of the allocation of teachers' human resources, and the investment in education. The fourth chapter discusses the reasons that affect the unfairness in the allocation of basic education resources in the central area. The main reasons are the historical factors, the political and cultural factors, the residents, the media reasons and so on. The fifth chapter is fair to promote the allocation of basic education resources in the central area. The path is analyzed, mainly from three aspects of school hardware, software construction and capital investment. The main measures are to implement the standardized construction of basic education facilities and the three year action plan for pre school education, implement the "three" project, promote the comprehensive reform of the education field and the fine management of the school, and increase the investment of the government actively. At the same time, it puts forward the policy suggestions to promote the fair allocation of basic education resources, that is to improve the basic education management system, optimize the layout of the school, promote the balanced development of the school infrastructure, improve the treatment of teachers and the management level of teachers, and promote the overall improvement of the level of teachers in basic education; To invest in basic education, strengthen system guarantee, improve the balance mechanism of fund investment in basic education, strengthen the supervision of policy implementation and "comprehensive and thin" work, and promote the balanced development of basic education. Finally, the conclusion and inspiration are concluded, and the main points of view and the lack of research are briefly summarized. First, we should adhere to the leadership of the government and adhere to the Enlightenment of education, and have some enlightenment or reference for the development of the basic education of the urban and rural areas in the other regions of Xi'an and the process of urban-rural integration in the process of urbanization.
