【摘要】：從我國較長的一段時間來看，促進(jìn)公民參與公共政策的制定一直是民主政治關(guān)注的核心問題，我國政治經(jīng)濟的不斷發(fā)展和科技的進(jìn)步，都為公民參與公共政策奠定了良好的基礎(chǔ)，公民參與公共政策的制定和執(zhí)行的過程是公民政治參與的重要表現(xiàn)，也是民主政治精神的主要內(nèi)容，同時公民參與能夠保證公共政策的公共利益方向，更快的加強社會主義民主政治的建設(shè)。所以，公共政策的制定和執(zhí)行的效率，便是我國政府和民主社會關(guān)注的重要問題。因此，客觀的分析當(dāng)前我國公民參與公共政策制定的現(xiàn)狀，并且深入分析在不良的現(xiàn)狀中所存在的問題和根本原因，，不斷的尋找完善公民參與公共政策的制定的最佳路徑，不僅能夠激勵公民參與民主政治，同時也是我國民主政治不斷發(fā)展進(jìn)步的重要動力。 文章首先提出了研究的問題，問題的研究目的和意義，國內(nèi)外研究現(xiàn)狀和研究方法等。接著是公民參與公共政策的相關(guān)理論概述，主要分析了公共政策的內(nèi)容、公民參與、公共政策制定中公民參與機制、公民參與公共政策制定的方式；其次對于公民參與公共政策制定的價值進(jìn)行分析包括（1）利于增進(jìn)公共政策公共性（2）彌補“政府失靈”（3）提高公民共同體意識，促進(jìn)公民社會的建設(shè)三方面的益處；最后闡述公民參與的理論基礎(chǔ)有：人民主權(quán)理論、公民社會理論、新公共服務(wù)理論等。其次是我國公共政策制定中公民參與的現(xiàn)狀和存在的問題，包括公民參與政策制定取得的主要進(jìn)展，進(jìn)展主要表現(xiàn)在公民參與政策制定的意識逐漸增強、公民參與政策制定的規(guī)模逐漸擴大、公民參與政策制定的方式逐漸多樣化；同時，針對水價上漲問題分析公民參與的情況，并從公民參與情況得出當(dāng)前公民參與機制運行中所存在的問題，其中有公民自身的缺陷和政府的不足。最后提出了完善公共政策制定過程中的公民參與的對策，包括建設(shè)公民社會的對策、摒棄政府自利性觀念，建立服務(wù)型政府、完善公民參與機制等。
[Abstract]:For a long time in our country, promoting citizen participation in the formulation of public policies has always been the core issue of concern in democratic politics. The continuous development of our political economy and the progress of science and technology have been at the heart of our country's political and economic development. The process of citizen participation in the formulation and implementation of public policy is an important manifestation of citizen political participation and the main content of the spirit of democratic politics. At the same time, citizen participation can guarantee the direction of public interest of public policy and strengthen the construction of socialist democratic politics more quickly. Therefore, the efficiency of public policy formulation and implementation is an important issue concerned by our government and democratic society. Therefore, the objective analysis of the current situation of citizen participation in the formulation of public policy, and in-depth analysis of the existing problems and root causes in the bad current situation, constantly looking for the best way to improve citizen participation in the formulation of public policy. It can not only encourage citizens to participate in democratic politics, but also is an important driving force for the continuous development and progress of democratic politics in China. At first, the paper puts forward the research problems, the purpose and significance of the research, the current research situation and the research methods at home and abroad. Then there is an overview of the theory of citizen participation in public policy, which mainly analyzes the content of public policy, citizen participation, the mechanism of citizen participation in the formulation of public policy, and the way of citizen participation in the formulation of public policy. Secondly, the analysis of the value of citizen participation in the formulation of public policy includes: 1) improving the publicity of public policy (2) making up for the "government failure" (3) raising the awareness of the citizen community and promoting the construction of civil society; Finally, the theoretical basis of citizen participation is expounded: the theory of people's sovereignty, the theory of civil society, the theory of new public service, and so on. Secondly, the current situation and existing problems of citizen participation in public policy making in our country, including the main progress of citizen participation in policy making, are mainly reflected in the increasing awareness of citizen participation in policy making. The scale of citizen participation in policy formulation is gradually expanding, and the ways of citizen participation in policy formulation are gradually diversified; at the same time, the situation of citizen participation is analyzed in view of the rising water price. From the situation of citizen participation, the problems existing in the operation of citizen participation mechanism, including the defects of citizens themselves and the shortcomings of the government, are obtained. Finally, the author puts forward the countermeasures of citizen participation in the process of public policy making, including the countermeasures of building civil society, abandoning the concept of self-interest of government, establishing service-oriented government, perfecting the mechanism of citizen participation and so on.
