【摘要】：中國(guó)目前的購(gòu)車(chē)"限牌令"主要通過(guò)競(jìng)拍模式、搖號(hào)模式以及"搖號(hào)+競(jìng)拍"的混合模式三種類(lèi)型加以表現(xiàn)。"限牌令"的推行給政府和社會(huì)帶來(lái)了一定的經(jīng)濟(jì)效益和社會(huì)效益,但也付出了政治、經(jīng)濟(jì)和社會(huì)成本。"限牌令"的實(shí)際"治堵"效果不甚理想,未來(lái)要破解城市擁堵難題,需要通過(guò)制度建構(gòu)的科學(xué)化,實(shí)現(xiàn)從行政化調(diào)控到半行政化管理,最后到完全市場(chǎng)化模式的"三步走"戰(zhàn)略轉(zhuǎn)變。
[Abstract]:China's current "license restriction" is mainly expressed in three types: bidding mode, rocking mode and mixed mode. " The implementation of the licence restriction order has brought certain economic and social benefits to the government and society, but it has also paid political, economic and social costs. " The actual "blocking" effect of the license restriction order is not very satisfactory. In order to solve the problem of urban congestion in the future, it is necessary to realize from administrative regulation to semi-administrative management through the scientific construction of the system.
