【摘要】：伴隨人口老齡化程度日趨加劇,養(yǎng)老問(wèn)題在原有的傳統(tǒng)養(yǎng)老體制和養(yǎng)老模式的矛盾中顯得日益突出。傳統(tǒng)的家庭養(yǎng)老模式由于人口結(jié)構(gòu)的變化、家庭規(guī)模的縮小等因素變得難以為繼,而機(jī)構(gòu)養(yǎng)老則限于因資源的缺乏和較高的成本而無(wú)法大規(guī)模推廣,在這種情況下,既能充分利用社區(qū)資源、提供為老人服務(wù),又不需要耗費(fèi)過(guò)高成本的居家養(yǎng)老將成為未來(lái)中國(guó)老年人養(yǎng)老的主要方式。 由于居家養(yǎng)老服務(wù)涉及到方方面面,如果完全由政府來(lái)負(fù)擔(dān),既是資源的浪費(fèi)也不利于效率的提高,所以由不同的社會(huì)主體為老年人提供多元化的居家養(yǎng)老能夠更好地滿(mǎn)足不同層次老年人的需要,因此鼓勵(lì)非營(yíng)利組織的參與乃是今后居家養(yǎng)老服務(wù)發(fā)展的必由之路。隨著中國(guó)非營(yíng)利組織的迅速發(fā)展,其涉及的領(lǐng)域越來(lái)越廣泛,在政治、經(jīng)濟(jì)、文化及社會(huì)管理領(lǐng)域的作用也日益顯現(xiàn)。非營(yíng)利組織參與養(yǎng)老保障具有獨(dú)特的優(yōu)勢(shì)與作用,政府應(yīng)從各方面促進(jìn)非營(yíng)利組織參與養(yǎng)老保障。 本文首先介紹了我國(guó)人口老齡化的現(xiàn)狀及趨勢(shì),以及家庭養(yǎng)老和機(jī)構(gòu)養(yǎng)老的局限性,得出居家養(yǎng)老是適合我國(guó)國(guó)情的一條養(yǎng)老新路,并介紹現(xiàn)階段我國(guó)城市居家養(yǎng)老服務(wù)的發(fā)展現(xiàn)狀及存在問(wèn)題。然后闡述居家養(yǎng)老及非營(yíng)利組織的相關(guān)概念,定位非營(yíng)利組織與居家養(yǎng)老的關(guān)系,論述非營(yíng)利組織參與居家養(yǎng)老的可行性、優(yōu)勢(shì)、參與方式等。在此基礎(chǔ)上提出我國(guó)非營(yíng)利組織參與居家養(yǎng)老面臨的瓶頸問(wèn)題和深層次原因,并提出對(duì)策及建議。
[Abstract]:With the increasing aging of the population, the problem of old-age support has become increasingly prominent in the contradiction between the traditional old-age system and the old-age model. Because of the change of population structure, the traditional family pension model becomes difficult to sustain, while the institutional pension is limited to the lack of resources and high cost. In this case, Not only can we make full use of community resources and provide services for the elderly, but also do not need to expend too high a cost to provide for the aged at home, it will become the main way for the elderly to provide for the aged in the future in China. Because the family pension service involves all aspects, if the government is to bear the burden, it is not only a waste of resources, but also not conducive to the improvement of efficiency. Therefore, different social subjects can better meet the needs of the elderly at different levels by providing diversified family pension, so encouraging the participation of non-profit organizations is the only way to the future development of home pension services. With the rapid development of non-profit organizations in China, they are involved in more and more fields and play an increasingly important role in the fields of politics, economy, culture and social management. Non-profit organizations have unique advantages and functions in old-age security. The government should promote non-profit organizations to participate in old-age security from all aspects. This paper first introduces the current situation and trend of aging population in China, as well as the limitations of family and institutional old-age care, and draws a conclusion that home old-age care is a new way to provide for the aged suitable for the national conditions of our country. This paper also introduces the present situation and existing problems of the urban home-based pension service in China. Then it expounds the related concepts of home pension and non-profit organization, positioning the relationship between non-profit organization and home endowment, and discusses the feasibility, advantage and participation mode of non-profit organization participating in home pension On this basis, this paper puts forward the bottle-neck problems and deep-seated reasons for the participation of non-profit organizations in providing for the aged at home, and puts forward some countermeasures and suggestions.
