內(nèi)蒙古財(cái)政科技投入績(jī)效研究

【摘要】:隨著全球一體化的進(jìn)程,國(guó)家間的競(jìng)爭(zhēng)已經(jīng)從政治、經(jīng)濟(jì)、國(guó)防等方面的競(jìng)爭(zhēng)逐漸轉(zhuǎn)移到科學(xué)技術(shù)的競(jìng)爭(zhēng),在當(dāng)前國(guó)際金融危機(jī)持續(xù)蔓延,世界經(jīng)濟(jì)復(fù)蘇乏力的背景下,科技進(jìn)步和科技創(chuàng)新是實(shí)現(xiàn)經(jīng)濟(jì)復(fù)蘇和未來(lái)發(fā)展的持久動(dòng)力。近年來(lái),為了提升綜合國(guó)力和實(shí)現(xiàn)可持續(xù)發(fā)展,各國(guó)不斷加大科技投入,我國(guó)也十分重視加大科技投入,黨的十八大把科技創(chuàng)新擺在國(guó)家發(fā)展全局的核心位置,強(qiáng)調(diào)大力實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略。內(nèi)蒙古自治區(qū)從2002年到2009年,連續(xù)8年經(jīng)濟(jì)發(fā)展增速在全國(guó)保持第一,經(jīng)濟(jì)社會(huì)發(fā)展取得巨大成就。但是也應(yīng)當(dāng)清醒的看到,目前內(nèi)蒙古欠發(fā)達(dá)的基本區(qū)情沒(méi)有根本改變,發(fā)展不足依然是主要矛盾。同時(shí),內(nèi)蒙古的發(fā)展主要依靠能源資源優(yōu)勢(shì),發(fā)展中的科技含量不高。因此,從要素驅(qū)動(dòng)或投資驅(qū)動(dòng)階段向創(chuàng)新驅(qū)動(dòng)階段轉(zhuǎn)型,以提高科技創(chuàng)新能力促進(jìn)發(fā)展方式的轉(zhuǎn)型升級(jí),是內(nèi)蒙古經(jīng)濟(jì)實(shí)現(xiàn)可持續(xù)發(fā)展的新動(dòng)力。 從內(nèi)蒙古自治區(qū)財(cái)政科技支出情況來(lái)看,財(cái)政科技投入雖然實(shí)現(xiàn)了逐年增長(zhǎng),但仍然處在一個(gè)較低水平上。因此,要成功實(shí)現(xiàn)經(jīng)濟(jì)轉(zhuǎn)型,一方面,自治區(qū)各級(jí)政府應(yīng)當(dāng)不斷加大科技投入,提高經(jīng)濟(jì)發(fā)展的科技含量,確保經(jīng)濟(jì)社會(huì)發(fā)展的可持續(xù)性;另一方面,要加強(qiáng)科技投入績(jī)效分析評(píng)價(jià),以績(jī)效評(píng)價(jià)結(jié)果作為資金投入導(dǎo)向,使有限的資金發(fā)揮更高的效能,提高財(cái)政資金使用效率。 本文對(duì)公共財(cái)政支持內(nèi)蒙古科技發(fā)展現(xiàn)狀和財(cái)政科技投入現(xiàn)狀進(jìn)行了分析,對(duì)目前內(nèi)蒙古科技發(fā)展存在的問(wèn)題和面臨的挑戰(zhàn)進(jìn)行總結(jié)。同時(shí),以數(shù)據(jù)包絡(luò)分析方法(DEA)為基礎(chǔ),構(gòu)建了各盟市財(cái)政科技投入績(jī)效評(píng)價(jià)模型,對(duì)各盟市科技投入與科技產(chǎn)出的整體效率分析、技術(shù)效率分析和規(guī)模效率分析,得出了我區(qū)財(cái)政科技投入總體規(guī)模偏小,科技資源配置不合理等初步結(jié)論。分別通過(guò)定性分析和定量分析兩種方法對(duì)內(nèi)蒙古自治區(qū)財(cái)政科技投入情況進(jìn)行了分析,,兩種分析方法在結(jié)論上既有一致的方面,也有相互矛盾的方面,但無(wú)論是一致的方面還是矛盾的方面,只要立足于內(nèi)蒙古自治區(qū)的實(shí)際來(lái)綜合分析,就會(huì)得出一些十分符合我區(qū)實(shí)際的具有實(shí)際指導(dǎo)意義的結(jié)論,甚至一些矛盾的方面恰恰是提高我區(qū)財(cái)政科技投入亟需解決的關(guān)鍵問(wèn)題。針對(duì)DEA分析得出的結(jié)果,提出提高財(cái)政科技資金分配和使用效率的對(duì)策建議,為下一步各盟市科技投入重點(diǎn)、優(yōu)化財(cái)政科技資金在盟市間的分配和構(gòu)建可持續(xù)發(fā)展的科技支撐體系方面提供參考。 本文立足于財(cái)政視角,具體提出以下結(jié)論:一是繼續(xù)加大科技投入,合理配置科技資金;二是加強(qiáng)科技資金管理,提高資金使用效益,三是健全科技人才激勵(lì)機(jī)制,實(shí)現(xiàn)科技型人才合理配置。
[Abstract]:With the process of global integration, competition among countries has gradually shifted from the competition of politics, economy and national defense to the competition of science and technology. Under the background of the current international financial crisis and the sluggish recovery of the world economy,Scientific and technological progress and innovation are the lasting driving force for economic recovery and future development.In recent years, in order to enhance the overall national strength and achieve sustainable development, various countries have continuously increased their investment in science and technology, and our country has also attached great importance to increasing the investment in science and technology. The 18th National Congress of the Party has placed scientific and technological innovation at the core of the overall situation of national development.Emphasis on the implementation of innovation-driven development strategy.From 2002 to 2009, Inner Mongolia Autonomous region maintained the first economic growth rate in the whole country for 8 consecutive years, and made great achievements in economic and social development.However, it should also be soberly noted that the underdeveloped basic area situation in Inner Mongolia has not fundamentally changed, and underdevelopment is still the main contradiction.At the same time, the development of Inner Mongolia mainly depends on the advantages of energy resources, developing science and technology content is not high.Therefore, the transformation from factor driven or investment-driven stage to innovation-driven stage, in order to improve the ability of scientific and technological innovation to promote the transformation and upgrading of development mode, is a new driving force for the sustainable development of the economy of Inner Mongolia.Judging from the situation of fiscal expenditure on science and technology in Inner Mongolia Autonomous region, although the financial investment in science and technology has increased year by year, it is still at a relatively low level.Therefore, in order to successfully achieve economic transformation, on the one hand, governments at all levels of the autonomous region should continuously increase their investment in science and technology, increase the scientific and technological content of economic development, and ensure the sustainability of economic and social development; on the other hand,It is necessary to strengthen the performance analysis and evaluation of scientific and technological investment, take the result of performance evaluation as the direction of capital investment, make the limited funds play a higher efficiency and improve the efficiency of the use of financial funds.This paper analyzes the current situation of public finance supporting the development of science and technology in Inner Mongolia and the present situation of financial investment in science and technology, and summarizes the existing problems and challenges in the development of science and technology in Inner Mongolia.At the same time, based on the method of data envelopment analysis (DEAA), this paper constructs the performance evaluation model of financial investment in science and technology of each league city, and analyzes the overall efficiency, technical efficiency and scale efficiency of scientific and technological input and output of each league city.The preliminary conclusions are drawn that the overall scale of financial investment in science and technology is small and the allocation of scientific and technological resources is unreasonable.Through qualitative analysis and quantitative analysis, the paper analyzes the financial investment in science and technology in Inner Mongolia Autonomous region. The two analytical methods are consistent in conclusion and contradictory in each other.But whether it is consistent or contradictory, as long as it is based on the actual situation of the Inner Mongolia Autonomous region, it will draw some conclusions of practical guiding significance that are very in line with the actual situation in our region.Even some contradictory aspects are precisely the key problems that need to be solved to improve the financial investment in science and technology in our region.According to the results of DEA analysis, the paper puts forward some countermeasures and suggestions to improve the allocation and utilization efficiency of financial science and technology funds, so as to focus on the next step of the investment in science and technology in each league city.To optimize the allocation of financial science and technology funds among the cities and to build a sustainable development of science and technology support system to provide reference.Based on the financial perspective, this paper puts forward the following conclusions: first, to continue to increase the investment in science and technology, to allocate scientific and technological funds rationally; second, to strengthen the management of scientific and technological funds and to improve the efficiency of the use of funds; and third, to improve the incentive mechanism for scientific and technological talents.To realize the rational allocation of scientific and technological talents.
