【摘要】：現(xiàn)代公民應具備良好的素養(yǎng)，而作為公民素養(yǎng)的重要組成部分——法律素養(yǎng)，則是現(xiàn)代公民必備的素養(yǎng)。公民法律素養(yǎng)是公民通過后天訓練和培養(yǎng)所具備的相關法律知識、法律情感、法律信仰及運用法律解決爭議的能力。 我國經(jīng)過近三十年的普法教育，公民的法律素養(yǎng)得到了大幅度提高。但是，，當前我國公民法律素養(yǎng)的現(xiàn)狀，并不能滿足我國法治社會建設的要求，這是由長期的歷史原因和深層次的社會因素造成的。提升公民法律素養(yǎng)，是當前我國實現(xiàn)法制現(xiàn)代化的重要因素，是建設社會主義法治的客觀要求，是實現(xiàn)和發(fā)展人權的基本要求，同時也是適應經(jīng)濟和法律全球化趨勢的時代要求。 提升公民法律素養(yǎng)，不僅需要加強政治、經(jīng)濟、文化、社會等宏觀基礎建設，更需要通過提高公民的法律認知能力、培養(yǎng)公民的法律情感，樹立公民的法律信仰、實踐公民的法律能力四個方面的具體措施來實現(xiàn)，由此決定了我國公民法律素養(yǎng)的提升，將會是一個長期而繁復的系統(tǒng)社會工程。
[Abstract]:Modern citizen should possess good quality , but as an important part of citizen ' s accomplishment , it is the necessary accomplishment of modern citizens . The citizen ' s legal literacy is the legal knowledge , legal emotion , legal belief and the ability to use law to resolve the dispute through training and training of citizens .

The legal literacy of citizens has been greatly improved after nearly 30 years of general education . However , the present situation of Chinese citizen ' s legal literacy cannot meet the requirement of the construction of the rule of law society in our country . It is an important factor to realize the modernization of legal system in our country . It is an objective requirement to construct the socialist rule of law . It is the basic requirement for the realization and development of human rights . At the same time , it is also a time requirement to adapt to the trend of economic and legal globalization .

The promotion of citizen ' s legal literacy not only needs to strengthen the macro - base construction of politics , economy , culture and society , but also needs to improve citizen ' s legal awareness , cultivate citizen ' s legal emotion , establish citizen ' s legal belief , and practice citizen ' s legal capacity . This determines the promotion of citizen ' s legal literacy , which will be a long - term and complex system social engineering .
