【摘要】：在2014年的中央民族工作會(huì)議上,習(xí)近平總書(shū)記針對(duì)我國(guó)民族關(guān)系發(fā)展提出了新的重要思想觀點(diǎn),即“民族間的交往交流交融”思想,這一思想提升了中國(guó)共產(chǎn)黨的民族理論新境界,彰顯了中國(guó)共產(chǎn)黨改善民族關(guān)系、促進(jìn)民族團(tuán)結(jié)和加快民族地區(qū)經(jīng)濟(jì)社會(huì)發(fā)展的堅(jiān)定信念和自信。隨著中國(guó)特色社會(huì)主義偉大事業(yè)的發(fā)展,各民族間的交往交流交融的因素增多、差異愈加減少,這已經(jīng)成為一個(gè)不辯的事實(shí)。而曾一個(gè)較長(zhǎng)時(shí)期內(nèi)有的學(xué)者對(duì)此有不同的看法,有人認(rèn)為“民族交往交流交融”是反映了我國(guó)的民族區(qū)域自治制度已經(jīng)不再適應(yīng)當(dāng)前的形勢(shì),企圖效仿美國(guó)為代表的“民族大熔爐”模式來(lái)改變中國(guó)現(xiàn)行的民族區(qū)域自治制度。之所以出現(xiàn)這種看法的原因是雖然“民族交往交流交融”的概念在第五次中央西藏工作座談會(huì)上首次被明確提出了,但在黨的文獻(xiàn)中對(duì)其未作出明確詳盡的理論淵源以及內(nèi)涵闡釋,因此導(dǎo)致了一些學(xué)者對(duì)此產(chǎn)生不同的見(jiàn)解。本論文主要采用文獻(xiàn)分析法和梳理、比較的方法對(duì)中國(guó)共產(chǎn)黨的民族交往交流交融思想進(jìn)行研究。首先從中國(guó)共產(chǎn)黨民族交往交流交融思想的形成與發(fā)展,追溯中國(guó)共產(chǎn)黨的民族交往交流交融思想的理論淵源、中國(guó)共產(chǎn)黨的民族交往交流交融思想的歷史基礎(chǔ)和中國(guó)共產(chǎn)黨的民族交往交流交融實(shí)踐基礎(chǔ);其次從理論上分析中國(guó)共產(chǎn)黨民族交往交流交融思想的科學(xué)內(nèi)涵和基本觀點(diǎn),同時(shí)從中國(guó)共產(chǎn)黨在民族地區(qū)政治、經(jīng)濟(jì)、文化、民生、援疆和援藏戰(zhàn)略舉措、“五個(gè)認(rèn)同”等方面分別闡述中國(guó)共產(chǎn)黨的民族交往交流交融思想的成功實(shí)踐;最后從理論維度和實(shí)踐維度兩個(gè)方面,科學(xué)剖析中國(guó)共產(chǎn)黨的民族交往交流交融思想對(duì)堅(jiān)持和發(fā)展中國(guó)特色社會(huì)主義的當(dāng)代價(jià)值。本論文研究對(duì)澄清一些學(xué)者也對(duì)我國(guó)民族理論和民族政策的不正確觀點(diǎn),具有重要的理論和實(shí)踐意義。
[Abstract]:At the 2014 Central ethnic work Conference, General Secretary Xi Jinping put forward a new and important ideological view on the development of ethnic relations in China, that is, the idea of "exchanges and exchanges among ethnic groups." This thought has enhanced the new realm of the Chinese Communist Party's national theory and demonstrated the CPC's improvement of ethnic relations. With the development of the great cause of socialism with Chinese characteristics, the factors of communication, exchange and integration among various nationalities have increased and the differences have become more and less. This has become an indisputable fact. Some scholars have different views on this for a long time. Some people think that "ethnic exchanges and exchanges" reflects the fact that our national regional autonomy system is no longer adapted to the current situation. In order to change the current system of ethnic regional autonomy in China, we try to imitate the "national melting pot" model represented by the United States. The reason for this view is that although the concept of "ethnic exchanges and exchanges" is in the fifth Central Committee. It was explicitly proposed for the first time at the Tibet work forum, However, there is no clear and detailed explanation of its theoretical origin and connotation in the literature of the Party, which has led some scholars to have different views on it. First, from the formation and development of the Communist Party of China's national communication and exchange thought, the theoretical origin of the Communist Party of China's national communication exchange and blending thought is traced back. The historical basis of the Chinese Communist Party's thought of ethnic exchanges and exchanges and the practical basis of the Communist Party of China's national exchanges and exchanges; secondly, the theoretical analysis of the scientific connotation and basic points of view of the Chinese Communist Party's thought of ethnic exchanges and exchanges. At the same time, from the political, economic, cultural, people's livelihood, aid to Xinjiang and Tibet assistance strategic measures, "five identity" of the Communist Party of China in ethnic exchanges and exchanges of the successful practice; Finally, from the theory dimension and the practice dimension two aspects, A scientific analysis of the contemporary value of the Communist Party of China's ideas of ethnic exchanges and exchanges in upholding and developing socialism with Chinese characteristics. This paper is intended to clarify the incorrect views of some scholars on our national theories and policies. It has important theoretical and practical significance.
