【摘要】：21世紀是城市的世紀。隨著經濟全球化和信息化進程的加快,人才、資本、信息、技術等要素打破了國家的界線,以城市為載體,在全球范圍內充分流轉、合理配置。這些城市成為資源流轉和配置的節(jié)點,并根據其等級高級、能量大小、輻射范圍、聯(lián)系緊密程度形成了一個多層次的世界城市網絡體系。其中,對全球政治、經濟、文化事務具有強大控制力和影響力的節(jié)點城市就是世界城市。目前,世界城市研究是國內外學界和各國各級政府研究的熱點之一。世界城市作為城市發(fā)展的高級階段,成為國內外眾多城市的發(fā)展目標。 本文總體采用實證分析方法,研究建設中國特色“世界城市”的可行性,并提出建設中國特色“世界城市”的路徑、方法和主要舉措。本項研究的基本目標在于,為北京、上海等城市在國際大都市建設基礎上實現(xiàn)世界城市之目標,提供理論思維和操作層面的資政建言。 本文研究框架是這樣設置的：除第一章導論和第八章結論與展望,正文共分為六章。導論在于介紹論文選題及意義,梳理和評析已有文獻,闡述論文研究方法與框架安排,提出論文可能的創(chuàng)新之處。結論與展望在于對本項研究進行概要性總結,提出研究中的不足以及有待進一步研究的問題。 第二章本項研究的理論基礎。著重考察城市文明與世界城市的相關理論,為本項研究提供理論依據。 第三章城市文明發(fā)展與世界城市的成長分析。重點分析中西古代世界城市——長安與羅馬以及當代的世界城市——紐約、倫敦和東京,并探尋世界城市成長的一般規(guī)律。 第四章建設中國特色“世界城市”的現(xiàn)實性分析。客觀分析中國建設“世界城市”的現(xiàn)實情勢,運用SWOT分析方法,理性評估建設中國特色“世界城市”的可行性,并分析建設中國特色“世界城市”面臨的主要問題。 第五章建設中國特色“世界城市”的構成要素分析。介紹中國特色世界城市“特”在哪里,并從制度結構、經濟增長、公共環(huán)境、創(chuàng)新強度、宜居指數和國際交往這六個維度,分析中國特色“世界城市”的基本要素。 第六章中國特色“世界城市”指標體系的構建與評估。第一步,梳理世界城市指標體系構建的相關研究,研討一套可能的中國特色“世界城市”指標體系；第二步,選取中國最具競爭力的10個城市作為樣本,客觀評估這些城市的發(fā)展水平,及其對世界城市建設目標的實現(xiàn)程度；第三步,將最具潛力建設世界城市的中國城市與國際公認的世界城市進行比較,認清差距,找到今后努力的方向。 第七章建設中國特色“世界城市”的路徑、方法與主要舉措。分析建設中國特色“世界城市”的路徑與方法,并從轉變經濟發(fā)展方式,實現(xiàn)科學發(fā)展；繁榮城市文化,提升城市軟實力；推進制度創(chuàng)新,提升城市層級；創(chuàng)新社會治理,建設包容性城市；立足國家戰(zhàn)略,促進區(qū)域發(fā)展；提升建設中國特色“世界城市”的領導能力等方面,提出建設中國特色“世界城市”的主要舉措。
[Abstract]:The twenty-first Century is the century of the city. Along with the economic globalization and the rapid development of information technology, talent, capital, information, technology and other factors to break the national boundaries, to the city as the carrier, filling in the global scope. This paper used the method of empirical analysis, the feasibility of building Chinese features a "world city" research, and put forward the construction path of China characteristics of "world city", the main methods and measures. The basic goal of this study is that, for Beijing, Shanghai city to achieve the objectives of the city in the world in the international metropolis on the basis of the construction, provide a mentor some theoretical thinking and practice.
