【摘要】：政府失信事件頻發(fā)并成為社會(huì)熱點(diǎn)，引起輿論和廣大人民群眾的高度關(guān)注，，正是這一種趨勢(shì)倒逼政府將政府公信力建設(shè)作為政府改革與發(fā)展的重點(diǎn)。政府公信力作為一種至關(guān)重要的無形資本，已是衡量政府形象塑造和社會(huì)主義和諧社會(huì)構(gòu)建成效的關(guān)鍵指標(biāo)。 社會(huì)質(zhì)量理論作為源于西方的社會(huì)管理理論，為推進(jìn)政府公信力建設(shè)提供了一種全新的視角。本文以社會(huì)質(zhì)量理論和政府公信力建設(shè)實(shí)踐為基礎(chǔ)，認(rèn)為通過將歐洲社會(huì)質(zhì)量理論中國(guó)化，并根據(jù)中國(guó)特色社會(huì)質(zhì)量理論分析框架針對(duì)性的提出對(duì)政府公信力建設(shè)的途徑，以期推動(dòng)中國(guó)政府公信力建設(shè)的發(fā)展。 首先，本文從分析社會(huì)質(zhì)量與政府公信力建設(shè)在價(jià)值取向、理論邏輯層面上的內(nèi)在契合之處著手，分析社會(huì)質(zhì)量理論對(duì)于推進(jìn)當(dāng)代中國(guó)政府公信力建設(shè)的啟發(fā)性作用。進(jìn)而，對(duì)當(dāng)代政府公信力建設(shè)現(xiàn)狀進(jìn)行審視，分析政府公信力在合法性、制度以及政府行為方面的式微表現(xiàn)，從政治、經(jīng)濟(jì)以及文化多方面探析政府公信力式微的深層次原因。最后，本文基于中國(guó)特色社會(huì)質(zhì)量理論框架視角，從社會(huì)保障、安全發(fā)展、社會(huì)活力、誠(chéng)信文化以及動(dòng)員能力五個(gè)層面來分析并提出推進(jìn)政府公信力建設(shè)的建設(shè)性路徑。
[Abstract]:The frequent occurrence of government dishonesty incidents has become a social hot spot, which has aroused the high concern of the public opinion and the broad masses of the people. It is this trend that forces the government to make the construction of government credibility the focus of government reform and development. It is the key index to measure the effect of government image shaping and socialist harmonious society construction. The theory of social quality, which originates from the western social management theory, provides a new angle of view for promoting the construction of the government's credibility. This paper is based on the theory of social quality and the practice of the construction of the government's credibility. It is pointed out that the way to build the credibility of the government should be put forward according to the analysis framework of the theory of social quality with Chinese characteristics, in order to promote the development of the construction of the credibility of the Chinese government. First of all, this paper analyzes the value orientation of the social quality and the construction of the government's credibility, and analyzes the enlightening effect of the social quality theory on the construction of the credibility of the contemporary Chinese government. This paper examines the present situation of the construction of the credibility of the contemporary government, analyzes the decline of the credibility of the government in the aspects of legitimacy, system and government behavior, and probes into the deep-seated causes of the decline in the credibility of the government from the aspects of politics, economy and culture. Based on the theoretical framework of social quality with Chinese characteristics, this paper analyzes and puts forward the constructive path to promote the construction of government credibility from the five aspects of social security, security development, social vitality, culture of honesty and credibility and mobilization ability.
