【摘要】：歐洲中央銀行統(tǒng)一制定歐元區(qū)國(guó)家的貨幣政策，對(duì)整個(gè)歐洲乃至世界政治經(jīng)濟(jì)產(chǎn)生重大的影響。其運(yùn)行14年來(lái)取得了重大的成就，但隨著歐債危機(jī)的爆發(fā)，一些國(guó)家出現(xiàn)退出歐元區(qū)的危機(jī)，再次引發(fā)了對(duì)歐洲中央銀行單一貨幣政策的思考。 本文主要采用描述法與因果分析法，首先對(duì)歐元以及歐洲中央銀行的貨幣政策是什么進(jìn)行描述，并針對(duì)歐元區(qū)的客觀經(jīng)濟(jì)指標(biāo)描述歐元區(qū)的經(jīng)濟(jì)狀況，在此基礎(chǔ)上得出歐洲中央銀行貨幣政策的難題有哪些。在客觀描述的基礎(chǔ)上，采用因果分析方法分析造成歐洲中央銀行貨幣政策難題的原因，知果尋因，最后提出解決之道。 本文認(rèn)為：當(dāng)前歐洲中央銀行貨幣政策面臨趨同標(biāo)準(zhǔn)和財(cái)政狀況的不達(dá)標(biāo)和央行職能與公共期望值之間的矛盾；造成這一難題的原因包括歐元區(qū)擴(kuò)大的非對(duì)稱沖擊，歐洲中央銀行貨幣政策的內(nèi)在制約，，以及歐洲中央銀行的先天職能不足；而解決這些難題的現(xiàn)實(shí)出路仍然還局限在設(shè)立退出程序或深化一體化這兩個(gè)選項(xiàng)上。
[Abstract]:The European Central Bank's unified formulation of monetary policy in the euro zone countries has had a significant impact on the political and economic situation throughout Europe and the world. It has made significant achievements in its 14 years of operation, but with the outbreak of the European debt crisis, The crisis of exit from the euro zone in some countries has rekindled the thinking about the single currency policy of the European Central Bank. This paper mainly uses the method of description and causality analysis to describe the monetary policy of the euro and the European Central Bank at first, and to describe the economic situation of the euro area according to the objective economic indicators of the euro area. On the basis of the objective description, the causality analysis method is used to analyze the causes of the monetary policy problems of the European Central Bank, to find the cause of the problems, and finally to put forward the solution. This paper argues that the current monetary policy of the European Central Bank is faced with convergent standards and substandard fiscal conditions and the contradiction between the functions of the central bank and public expectations, and that the reasons for this difficulty include the asymmetric impact of the expansion of the euro area. The inherent constraints of the monetary policy of the European Central Bank and the innate insufficiency of the functions of the European Central Bank are still confined to the options of setting up exit procedures or deepening integration.
