【摘要】：從當(dāng)今國(guó)際上一些先進(jìn)發(fā)達(dá)城市中看出,在一個(gè)城市的運(yùn)行和發(fā)展中城市交通起著舉足輕重的作用,它關(guān)系著整個(gè)城市的生產(chǎn)與發(fā)展。隨著我國(guó)經(jīng)濟(jì)建設(shè)的高速發(fā)展和城市化進(jìn)程的不斷加快,當(dāng)前很多城市的交通發(fā)展在一定程度上跟不上城市發(fā)展的節(jié)奏,拖慢了城市發(fā)展擴(kuò)張的步伐。廣東省是全國(guó)經(jīng)濟(jì)總量最大的省份,廣州作為省會(huì)城市不僅是廣東省的政治、經(jīng)濟(jì)和文化中心,還是與港澳地區(qū)緊密聯(lián)絡(luò)的合作伙伴,同時(shí)是華南地區(qū)最大的對(duì)外貿(mào)易交通樞紐。廣州隨著自身的地理?xiàng)l件優(yōu)勢(shì),經(jīng)濟(jì)、社會(huì)得到飛速的發(fā)展,然而對(duì)城市交通造成相當(dāng)大的影響,交通擁堵問(wèn)題已成為廣州經(jīng)濟(jì)和社會(huì)可持續(xù)發(fā)展的瓶頸。本文以我國(guó)廣州市為案例研究,廣州作為我國(guó)的一線大城市,在發(fā)展過(guò)程中雖然經(jīng)過(guò)有序的規(guī)劃和設(shè)計(jì),但是交通擁堵還是存在不少的問(wèn)題。本文首先通過(guò)從交管部門統(tǒng)計(jì)的交通數(shù)據(jù)分析目前廣州城市道路交通的情況,從而得出廣州交通擁堵產(chǎn)生的原因。本文運(yùn)用公共物品理論、政府管理理論,從多個(gè)視角對(duì)廣州交通擁堵問(wèn)題進(jìn)行剖析,其中還結(jié)合國(guó)內(nèi)外其它大城市治堵的先進(jìn)經(jīng)驗(yàn)。通過(guò)剖析指出廣州交通擁堵存在的問(wèn)題,主要有廣州城市交通設(shè)施不完善,公共交通供給不足,城市交通管理不合理,公共交通接駁不順暢。本文針對(duì)以上問(wèn)題,提出了合理的解決方法,城市綜合布局要科學(xué),城市交通發(fā)展要平衡,道路使用率要提高,城市交通管理力度要加大,城市機(jī)動(dòng)車總量要調(diào)控,還要大力推廣公共交通與綠色出行。在研究方法上,本文主要采用文獻(xiàn)分析法,再增添統(tǒng)計(jì)分析方法及觀察的方式相結(jié)合。從專家學(xué)者對(duì)廣州城市交通的專題研究意見(jiàn)中整理分析,參考廣州市府各部門及各研究組織的調(diào)查報(bào)告,結(jié)合廣州市現(xiàn)時(shí)的城市規(guī)劃布局和政策調(diào)控,對(duì)如何解決廣州市的交通擁堵問(wèn)題進(jìn)行深度探究。分析廣州市的城市交通基礎(chǔ)訊息數(shù)據(jù),用來(lái)得出一些城市交通管理的深層規(guī)律。
[Abstract]:From some advanced and developed cities in the world today, we can see that the operation of a city and the traffic in developing cities play an important role. It is related to the production and development of the whole city. With the rapid development of economic construction and the accelerating process of urbanization, the current traffic development of many cities can not keep up with the pace of urban development to a certain extent. Guangdong province is the largest province in the country by economic volume. Guangzhou, as the capital city of Guangdong Province, is not only the political, economic and cultural center of Guangdong Province, but also a close liaison partner with Hong Kong and Macao. At the same time, Guangzhou is the largest foreign trade transportation hub in South China. With the advantages of its own geographical conditions, Guangzhou's economy and society have developed rapidly, but it has had a considerable impact on urban traffic. Traffic congestion has become the bottleneck of Guangzhou's economic and social sustainable development. This paper takes Guangzhou as a case study. Guangzhou, as a first-tier city in China, has undergone orderly planning and design in the process of development. However, there are still many problems in traffic jams. Firstly, by analyzing the traffic data from traffic control departments in Guangzhou, the causes of traffic congestion in Guangzhou are obtained. This paper applies the theory of public goods to the analysis of traffic congestion in Guangzhou. The theory of government management analyzes the traffic congestion problem in Guangzhou from several perspectives, including the advanced experiences of other big cities at home and abroad. Through the analysis, the paper points out the existing problems of traffic congestion in Guangzhou. There are not perfect traffic facilities in Guangzhou, insufficient supply of public transportation, unreasonable management of urban traffic, and unsmooth connection of public transport. In view of the above problems, this paper puts forward a reasonable solution, the comprehensive layout of the city should be scientific, Urban traffic development should be balanced, road utilization rate should be improved, urban traffic management should be strengthened, the total amount of urban motor vehicles should be regulated, and public transport and green travel should be vigorously promoted. Add a combination of statistical analysis methods and observation methods. Collate and analyze the opinions of experts and scholars on the special research of Guangzhou urban traffic, and refer to the investigation reports of various departments and research organizations in Guangzhou. Combined with the present urban planning layout and policy regulation in Guangzhou, this paper probes into how to solve the traffic congestion problem in Guangzhou and analyzes the basic information data of urban traffic in Guangzhou, which can be used to find out some deep rules of urban traffic management.
