【摘要】：目前，我國雖然在政治、經(jīng)濟、社會等各個領(lǐng)域做出了重大的成果，但腐敗問題一直是威脅我國社會和諧發(fā)展的不穩(wěn)定因素。網(wǎng)絡(luò)的迅速發(fā)展及其快速普及，給人們的生活帶來了意想不到的變化。網(wǎng)絡(luò)的發(fā)展使網(wǎng)絡(luò)反腐成為反腐進程中的主要手段，但實際上，網(wǎng)絡(luò)反腐在反腐過程中既發(fā)揮積極作用，但有時也存在著負面效應(yīng)。網(wǎng)絡(luò)反腐是反腐進程中的一種新型的方法，網(wǎng)絡(luò)反腐對政府廉政建設(shè)有直接推動作用，但在網(wǎng)絡(luò)反腐中出現(xiàn)的一系列問題也對他人和社會造成了極大的困擾。 本研究主要分析了國內(nèi)外網(wǎng)絡(luò)反腐及其制度化方面的相關(guān)文獻，結(jié)合我國近幾年的網(wǎng)絡(luò)反腐案例，，歸納總結(jié)出我國近年來在網(wǎng)絡(luò)反腐進程中的現(xiàn)狀。網(wǎng)絡(luò)反腐與傳統(tǒng)的反腐方式相比，有自身的優(yōu)勢，但存在這些優(yōu)勢的同時，網(wǎng)絡(luò)本身的特點也使網(wǎng)絡(luò)反腐在反腐進程中存在著很多問題。網(wǎng)絡(luò)反腐需要制度來規(guī)范，要想網(wǎng)絡(luò)反腐健康良好地進行，就必須實現(xiàn)網(wǎng)絡(luò)反腐制度化。網(wǎng)絡(luò)反腐作為制度反腐的一種補充方式，不能代替制度反腐，制度反腐才是反腐的主力軍。網(wǎng)絡(luò)反腐制度化就是要把網(wǎng)絡(luò)反腐和制度結(jié)合起來，這樣才能使網(wǎng)絡(luò)反腐更規(guī)范、更有序，也只有這樣才能把制度反腐和網(wǎng)絡(luò)反腐結(jié)合起來，從根本上解決腐敗問題。 當(dāng)前網(wǎng)絡(luò)反腐還未與制度進行有效的銜接，網(wǎng)絡(luò)反腐制度化還存在“缺位”的現(xiàn)象。本研究結(jié)合網(wǎng)絡(luò)反腐及其制度化等相關(guān)文獻和我國的實際情況，總結(jié)歸納出網(wǎng)絡(luò)反腐的制度化缺位主要表現(xiàn)在倫理、法律、組織和技術(shù)等方面。因此，要解決我國在網(wǎng)絡(luò)反腐制度化中的“缺位”現(xiàn)象，必須要實現(xiàn)網(wǎng)絡(luò)反腐的制度化轉(zhuǎn)型，在倫理方面，樹立公民網(wǎng)絡(luò)責(zé)任，構(gòu)建網(wǎng)絡(luò)倫理體系等；在法律方面，構(gòu)建信息公開制度，構(gòu)建信息反饋機制等；在組織方面，構(gòu)建官員廉潔機制，構(gòu)建網(wǎng)絡(luò)反腐機制等；在技術(shù)方面，構(gòu)建網(wǎng)絡(luò)反腐平臺，構(gòu)建網(wǎng)絡(luò)反腐預(yù)警機制等。
[Abstract]:At present, although China has made great achievements in political, economic, social and other fields, corruption has always been a destabilizing factor threatening the harmonious development of our society. The rapid development of the network and its rapid popularization, The development of the network makes the network anti-corruption become the main means in the anti-corruption process, but in fact, the network anti-corruption plays a positive role in the anti-corruption process. But sometimes there are negative effects. The network anti-corruption is a new method in the anti-corruption process. The network anti-corruption has a direct role in promoting the construction of a clean government. However, a series of problems appeared in the network corruption also caused great troubles to others and society. This research mainly analyzes the domestic and foreign network anti-corruption and its institutionalization related literature, combined with our country's network anti-corruption cases in recent years, This paper sums up the current situation of our country in the process of network anti-corruption in recent years. Compared with the traditional anti-corruption methods, the network anti-corruption has its own advantages, but there are these advantages at the same time. The characteristics of the network itself also make the network anti-corruption in the anti-corruption process there are many problems. The network anti-corruption needs to be regulated by the system, if the network anti-corruption is to be carried out healthily and healthily, We must realize the systematization of network anti-corruption. As a supplementary way of institutional anti-corruption, network anti-corruption cannot replace institutional anti-corruption. Institutional anti-corruption is the main force of anti-corruption. Network anti-corruption institutionalization is to combine network anti-corruption with system. Only in this way can the network anti-corruption be more standardized and orderly, and only in this way can the system anti-corruption be combined with the network anti-corruption, and the problem of corruption be solved fundamentally. At present, the network anti-corruption has not been effectively connected with the system, and there is still the phenomenon of "absence" in the network anti-corruption systematization. This study combines the relevant literature on the network anti-corruption and its institutionalization and the actual situation of our country. It is concluded that the systematization vacancy of network anti-corruption is mainly manifested in the aspects of ethics, law, organization and technology. Therefore, in order to solve the "vacancy" phenomenon in the systematization of network anti-corruption in our country, we must realize the institutional transformation of network anti-corruption. In the aspect of ethics, we should set up citizen's network responsibility, construct network ethics system, in law, construct information publicity system, construct information feedback mechanism, and so on, in the aspect of organization, construct officials' honest mechanism, construct network anti-corruption mechanism, etc. In the technical aspect, constructs the network anti-corruption platform, constructs the network anti-corruption early warning mechanism and so on.
