【摘要】：隨著互聯(lián)網(wǎng)及其新應用的日益普及和發(fā)展,互聯(lián)網(wǎng)渠道已經(jīng)成為我國社會公共生活中民眾表達意愿、反映民情的主陣地,網(wǎng)絡新媒體正對我國社會、政治、經(jīng)濟、文化及民眾生產生活等各個方面產生著重大而深遠的影響。網(wǎng)絡媒體打破了傳統(tǒng)媒體對社會輿論的壟斷,為社會公眾提供了均等表達意愿的機會,也為政府傾聽民意、匯聚民智提供了新平臺。同時也要看到,由于我國轉型時期存在的諸多矛盾,網(wǎng)上輿情形勢呈現(xiàn)錯綜復雜的特點,噪音、雜音不斷,主流聲音受到遏制,如何客觀看待網(wǎng)絡輿情的影響,更加高效合理的應對處置網(wǎng)絡輿情,既能讓公眾通過網(wǎng)絡有序參與公共事件,又規(guī)避其消極作用,成為擺在各級黨委政府面前的一個重要課題。雖然我國各級政府在網(wǎng)絡輿情應對方面已經(jīng)采取了一些措施,但由于網(wǎng)絡輿情應對工作起步較晚,缺乏足夠的應對經(jīng)驗和機制,加之互聯(lián)網(wǎng)媒介環(huán)境復雜多變,網(wǎng)民構成多樣、依法上網(wǎng)意識不足,各類社會沖突多發(fā)頻發(fā),建立一套完善的網(wǎng)絡輿情應對機制已迫在眉睫。本文研究從我國目前社會環(huán)境和網(wǎng)絡輿情應對現(xiàn)狀出發(fā),運用文獻分析、個案研究和比較分析等方法,在借鑒社會學、傳播學、輿論學、心理學等不同學科理論的基礎上,圍繞論文主題進行了探討。文章正文通過闡述網(wǎng)絡輿情的基本概念和分類,分析了新形勢下我國網(wǎng)絡輿情形勢、特征和現(xiàn)階段我國網(wǎng)絡輿情的發(fā)展趨勢,在客觀總結我國各級政府應對網(wǎng)絡輿情取得的成效和進展的同時,重點從黨政部門聯(lián)動、法律法規(guī)建設、官員媒介素養(yǎng)、政府正面發(fā)聲及隊伍建設等六個方面指出政府部門存在的不足。通過分析新形勢下互聯(lián)網(wǎng)媒介環(huán)境、社會結構壓力、觸發(fā)事件、有效的動員、控制力量等影響網(wǎng)絡輿情應對的因素,探究了我國政府應對網(wǎng)絡輿情存在問題的原因,并結合實際,從加強和改進正面宣傳引導、依托技術平臺和專業(yè)機構、建立健全網(wǎng)絡輿情應對機制、加強網(wǎng)絡人才隊伍建設四個大方面探析了供我國各級黨委政府在應對網(wǎng)絡輿情時參考的對策,這其中既包括加強對網(wǎng)絡媒體和網(wǎng)民管理、完善相關法律法規(guī)和網(wǎng)絡輿情應對機制的意見建議,也有借助第三方機構力量和加強隊伍建設的措施,期望能夠對我國各級政府不斷提升網(wǎng)絡輿情應對能力和水平有所幫助。
[Abstract]:With the increasing popularity and development of the Internet and its new applications, Internet channels have become the main position for the people to express their wishes and reflect the people's feelings in our social public life. The network media broke the monopoly of traditional media on public opinion, provided equal opportunities for the public to express their wishes, and also provided the government with the opportunity to listen to public opinion. Gathering the wisdom of the people provides a new platform. At the same time, we should also see that due to the contradictions existing in the period of transition in our country, the situation of public opinion on the Internet presents complex characteristics, noise, noise, and mainstream voices are kept under control. How to treat the influence of network public opinion objectively and how to deal with it more efficiently and reasonably can not only make the public participate in public affairs orderly through the network, but also avoid its negative effect. It has become an important issue in front of party committees and governments at all levels. Although our governments at all levels have taken some measures to deal with online public opinion, the response to network public opinion has started relatively late and lacks adequate experience and mechanism to deal with it. In addition, the Internet media environment is complex and changeable, the composition of Internet users is diverse, the awareness of Internet access according to law is insufficient, and various kinds of social conflicts occur frequently. It is urgent to set up a set of perfect coping mechanism of network public opinion. This paper, proceeding from the current social environment and the current situation of network public opinion in China, uses the methods of literature analysis, case study and comparative analysis to learn from sociology and communication. On the basis of the theories of public opinion, psychology and other disciplines, this paper discusses the theme of the thesis. The main text of the article analyzes the situation of network public opinion in China under the new situation by expounding the basic concept and classification of network public opinion. The characteristics and the development trend of China's network public opinion at the present stage, while objectively summing up the achievements and progress made by our governments at all levels in responding to the network public opinion, the emphasis is on the linkage of the party and government departments, the construction of laws and regulations, and the media literacy of officials. By analyzing the Internet media environment, social structural pressure, triggering events and effective mobilization under the new situation, the government has pointed out the shortcomings of government departments in six aspects, such as positive voice and team building. The factors that influence the response of network public opinion, such as controlling power, explore the reasons why our government should deal with the problems of network public opinion, and combine with reality, strengthen and improve the positive propaganda and guide, rely on the technology platform and professional organization. Establishing and perfecting the coping mechanism of network public opinion and strengthening the construction of network talent team, this paper probes into the countermeasures for the reference of party committees and governments at all levels in dealing with network public opinion, which includes strengthening the management of network media and Internet users. Improve the relevant laws and regulations and the suggestions of the network public opinion response mechanism, but also with the help of third-party institutions and strengthen the building of the measures, hoping to continue to improve our governments at all levels of network public opinion response capacity and level of help.
