【摘要】：西寧市作為青海省的省會,是全省政治經(jīng)濟(jì)和商貿(mào)中心,也是青海省乃至青藏高原的交通中心和咽喉要道,具有集疏及過境的交通樞紐功能。隨著青海省以西寧為中心的東部城市群的建設(shè),及夏都旅游經(jīng)濟(jì)圈的快速發(fā)展,在區(qū)域中經(jīng)濟(jì)和人口的聚集效應(yīng)顯著,機(jī)動車保有量的快速增長,導(dǎo)致市區(qū)交通壓力急增,交通擁堵時有發(fā)生。西寧市受地形限制,增加道路數(shù)量供給難度大,因此,分析市區(qū)道路與周邊高等級公路間的聯(lián)接關(guān)系,研究用以緩解城市擁堵的收費(fèi)策略具有非常重要的意義。本文通過調(diào)查西寧市內(nèi)路網(wǎng)現(xiàn)狀、交通現(xiàn)狀和道路規(guī)劃,及西寧周邊路網(wǎng)現(xiàn)狀、交通現(xiàn)狀及路網(wǎng)規(guī)劃,分析了市內(nèi)道路與西寧周邊高等級公路的聯(lián)接情況。調(diào)查了國內(nèi)其他城市市區(qū)道路與繞城高速公路之間的關(guān)系,及繞城高速公路在緩解城市擁堵中所采用的收費(fèi)策略,經(jīng)整理歸納后,可分為政府補(bǔ)助型全免費(fèi)策略、年(月)費(fèi)型免費(fèi)策略、通行費(fèi)優(yōu)惠型收費(fèi)策略三大類型。結(jié)合西寧市路網(wǎng)現(xiàn)狀,提出了一型客車優(yōu)惠方案和全免費(fèi)方案兩種方案,針對收費(fèi)現(xiàn)狀和兩個方案,采用“四階段法”,進(jìn)行了相應(yīng)的交通量預(yù)測,對比分析后,預(yù)測出采用優(yōu)惠方案后,對城市交通的分流率——一型客車優(yōu)惠方案對城市交通的分流率達(dá)10—15%,全免費(fèi)方案對城市交通的分流率達(dá)15—20%；根據(jù)預(yù)測出的高等級公路交通量預(yù)算通行費(fèi)收入,得出實施優(yōu)惠方案后的通行費(fèi)減少額——一型客車優(yōu)惠方案通行費(fèi)減少額為3.48億元,全免費(fèi)方案通行費(fèi)減少額為6.0億元,需由財政對通行費(fèi)減少額進(jìn)行補(bǔ)貼�？紤]到財政的承擔(dān)能力,建議實施一型客車優(yōu)惠方案,既能起到分流城市交通的作用,又能減輕財政負(fù)擔(dān),且現(xiàn)有收費(fèi)模式變動不大,僅需調(diào)整費(fèi)率,可操作性強(qiáng)。城市產(chǎn)生交通擁堵,歸根結(jié)底是交通運(yùn)輸服務(wù)供不應(yīng)求和管理技術(shù)水平不足。要解決交通擁堵問題,需增加多種形式的交通供給,大力發(fā)展公共交通,引導(dǎo)公眾出行乘坐公共交通工具,并運(yùn)用先進(jìn)的交通管控系統(tǒng),在有限的運(yùn)輸能力下提供最大的交通供給,從而減輕交通擁堵的程度。
[Abstract]:As the capital of Qinghai Province Xining is the political economic and trade center of the province as well as the transportation center and throat road of Qinghai Province and even the Qinghai-Tibet Plateau. With the construction of the eastern urban agglomeration in Xining and the rapid development of Xidu tourist economic circle in Qinghai Province, the effect of economic and population aggregation in the region is remarkable. The rapid growth of vehicle ownership leads to the rapid increase of urban traffic pressure and traffic congestion. Xining is restricted by terrain and it is difficult to increase the supply of roads. It is of great significance to analyze the connection between urban roads and surrounding high-grade highways and to study the toll strategy to alleviate urban congestion. The connection between the urban roads and the high grade highways around Xining is analyzed, and the relationship between the roads in other cities in China and the highway around the city is investigated. And the toll strategy adopted by the city around the city freeway in alleviating urban congestion, after sorting out and summarized, can be divided into government subsidy type of all free strategy, year (monthly) type of free strategy. Combined with the current situation of Xining city road network, this paper puts forward two schemes, one type bus preferential scheme and all free plan. According to the current situation and two schemes of toll collection, the "four-stage method" is adopted. The corresponding traffic volume prediction is carried out. After comparing and analyzing, it is predicted that after adopting preferential scheme, the shunt rate of one type bus preferential scheme for urban traffic will reach 10-15%. The total free scheme distributes urban traffic at a rate of 15-20; According to the forecast toll revenue of high-grade highway traffic volume, it is concluded that the toll reduction amount after implementing preferential scheme is 348 million yuan. The total toll-free scheme toll reduction amount is 600 million yuan, which need to be subsidized by the finance. In view of the financial capacity, it is suggested to implement a concessionary scheme for passenger cars. Can not only play the role of diverting urban traffic, but also reduce the financial burden, and the existing fee model changes little, only need to adjust the rate, strong maneuverability, traffic congestion in the city. In the final analysis, the supply of transportation services exceeds supply and the management technology is insufficient. To solve the problem of traffic congestion, it is necessary to increase various forms of traffic supply and vigorously develop public transport. Guiding the public to travel by public transport and using advanced traffic control system to provide the maximum traffic supply under the limited transportation capacity, thereby reducing the degree of traffic congestion.
