【摘要】：對(duì)任何政治體系來(lái)說(shuō),保持良好的政治秩序是社會(huì)經(jīng)濟(jì)發(fā)展和文化進(jìn)步的前提條件,沒(méi)有政治秩序的保障,就談不上發(fā)展和進(jìn)步,更談不上提高人們的生活質(zhì)量。但是僅僅通過(guò)政治權(quán)力的強(qiáng)力控制而實(shí)現(xiàn)的政治秩序?qū)嶋H上是一種僵化的政治秩序,它不可能實(shí)現(xiàn)政治秩序的自我調(diào)節(jié)和自我平衡,仍然處于政治秩序的不安全、不穩(wěn)定狀態(tài),甚至?xí)霈F(xiàn)顛覆性的危險(xiǎn)。良好的政治秩序是社會(huì)的政治生活中政治統(tǒng)治的合法性、政治制度的恰適性、國(guó)家治理能力有效性的一種政治生活均衡狀態(tài)。從一定的意義上講良好的政治秩序既需要公共權(quán)力的強(qiáng)制作用,更需要政治秩序的自我形成來(lái)達(dá)到一種平衡,通過(guò)二者之間的相互作用,實(shí)現(xiàn)政治秩序的自我調(diào)節(jié)和自我完善,化解和抵御各種政治風(fēng)險(xiǎn),保障政治安全。 本文的研究重點(diǎn)關(guān)注的是中國(guó)重要戰(zhàn)略機(jī)遇期政治秩序的形成機(jī)制問(wèn)題。本文認(rèn)為目前的中國(guó)重要戰(zhàn)略機(jī)遇期與重要戰(zhàn)略機(jī)遇期剛剛提出時(shí)相比,一方面具有內(nèi)在的邏輯上的連續(xù)性和時(shí)代發(fā)展的承繼關(guān)系,另一方面由于國(guó)內(nèi)外社會(huì)政治環(huán)境的變化,在時(shí)代背景、條件和內(nèi)涵等方面也發(fā)生了很大的變化。中國(guó)重要戰(zhàn)略機(jī)遇期出現(xiàn)的這些變化,是國(guó)際政治經(jīng)濟(jì)環(huán)境變化引致的結(jié)果,也是中國(guó)發(fā)展方式的轉(zhuǎn)變倒逼的結(jié)果。以上問(wèn)題的存在,使我國(guó)重要戰(zhàn)略機(jī)遇期的政治秩序面臨著不小的挑戰(zhàn),其復(fù)雜性和不確定性更加明顯。首先,國(guó)際各種力量的此消彼長(zhǎng)和權(quán)力資源的重新分配將使國(guó)際政治經(jīng)濟(jì)形勢(shì)呈現(xiàn)出更加復(fù)雜的變化,總體有序、局部失序的情況可能不斷發(fā)生,國(guó)際環(huán)境的變化和世界經(jīng)濟(jì)轉(zhuǎn)型的壓力與風(fēng)險(xiǎn)因素總體上在增多。其次,作為世界第二大經(jīng)濟(jì)體的中國(guó),在國(guó)際政治經(jīng)濟(jì)新秩序重構(gòu)的背景下,基于話語(yǔ)權(quán)增大和國(guó)際地位提升而在國(guó)際體系調(diào)整中的重新定位、承擔(dān)的責(zé)任增多,都將使中國(guó)經(jīng)受更大的考驗(yàn),過(guò)去并不突出或不曾出現(xiàn)過(guò)的問(wèn)題,可能會(huì)成為矛盾的焦點(diǎn)。最后,國(guó)際互聯(lián)網(wǎng)的迅猛發(fā)展和國(guó)際政治經(jīng)濟(jì)新秩序的演變,非傳統(tǒng)安全威脅上升并與傳統(tǒng)安全相互交織,給國(guó)家安全帶來(lái)了新的挑戰(zhàn),加之國(guó)際問(wèn)題國(guó)內(nèi)化、國(guó)內(nèi)問(wèn)題國(guó)際化,問(wèn)題交錯(cuò)與滲透,處理起來(lái)更加困難。 中國(guó)重要戰(zhàn)略機(jī)遇期政治秩序形成機(jī)制需要政治合法性、政治制度和國(guó)家能力三個(gè)基本的要件,其中政治合法性是基礎(chǔ),政治制度是核心,國(guó)家能力是關(guān)鍵。要形成政治合法性基礎(chǔ)必須凝聚政治共識(shí),形成政治秩序的價(jià)值機(jī)制。價(jià)值共識(shí)、改革共識(shí)和利益共識(shí)是凝聚政治共識(shí)的主要方面,通過(guò)凝聚政治共識(shí)產(chǎn)生政治的正當(dāng)性,有利于形成政治秩序的價(jià)值機(jī)制。政治制度在政治秩序的形成機(jī)制中起根本性的作用,而政治制度的恰適性又是一個(gè)重要的因素,從應(yīng)然的角度看,主要表現(xiàn)在與政治環(huán)境、生產(chǎn)力的發(fā)展水平、經(jīng)濟(jì)基礎(chǔ)在時(shí)空上的相互適應(yīng)程度。恰適性的本質(zhì)是政治制度認(rèn)同、環(huán)境的適應(yīng)能力和人們對(duì)制度的理解力和執(zhí)行力。因此在政治制度恰適性方面要重點(diǎn)關(guān)注制度的適應(yīng)性、內(nèi)聚力和自主性,通過(guò)政治制度的恰適性,提高政治制度的抗風(fēng)險(xiǎn)能力,有利于形成政治秩序的內(nèi)生機(jī)制和協(xié)調(diào)機(jī)制。國(guó)家能力作為關(guān)鍵要素,主要體現(xiàn)在國(guó)家治理體系和國(guó)家治理能力的現(xiàn)代化,需要國(guó)家各種制度的現(xiàn)代化給與支撐,重點(diǎn)是處理好政府、市場(chǎng)與社會(huì)的關(guān)系,提升制度化水平和提高執(zhí)政能力以及公民參與有序化。 從現(xiàn)實(shí)情況看,我國(guó)正處在改革、發(fā)展關(guān)鍵時(shí)期,在經(jīng)濟(jì)和社會(huì)現(xiàn)代化的過(guò)程中,面對(duì)重要戰(zhàn)略機(jī)遇期這樣的機(jī)遇和挑戰(zhàn),既要保持社會(huì)和政治秩序的穩(wěn)定,同時(shí)又要實(shí)現(xiàn)社會(huì)的又好又快的發(fā)展。其根本出路在于提升中國(guó)的國(guó)際競(jìng)爭(zhēng)力,國(guó)際話語(yǔ)權(quán)和國(guó)際地位；從國(guó)內(nèi)方面,通過(guò)凝聚價(jià)值共識(shí)、改革共識(shí)和利益共識(shí),進(jìn)一步增強(qiáng)人們的改革信心。以政治制度的恰適性解決制度的不健全、不適應(yīng)和無(wú)效率問(wèn)題,實(shí)現(xiàn)政治制度體系的價(jià)值升華、結(jié)構(gòu)優(yōu)化和功能強(qiáng)化,實(shí)現(xiàn)國(guó)家治理體系和國(guó)家治理能力的現(xiàn)代化。更為重要的是,黨的十八大以來(lái)制定的各項(xiàng)方針政策和改革發(fā)展穩(wěn)定的實(shí)踐,也為當(dāng)前重要戰(zhàn)略機(jī)遇期抓住機(jī)遇提供了強(qiáng)有力的政治保障。
