【摘要】：隨著我國經(jīng)濟(jì)技術(shù)改革的不斷深入,我國已經(jīng)進(jìn)入了改革深水區(qū),政治、經(jīng)濟(jì)、文化、社會(huì)等各個(gè)領(lǐng)域都在經(jīng)歷深刻變革。經(jīng)濟(jì)的發(fā)展給社會(huì)帶來的影響是雙面的,它在改善人民生活的同時(shí),也使得自然災(zāi)害、安全事件、公共衛(wèi)生事件等頻繁發(fā)生,突發(fā)性公共危機(jī)已經(jīng)成為影響社會(huì)和諧穩(wěn)定的重大因素。政府作為社會(huì)活動(dòng)的組織者代表著廣大人民群眾的根本利益,它有責(zé)任和義務(wù)加強(qiáng)對(duì)社會(huì)突發(fā)性公共危機(jī)的控制和管理,進(jìn)一步保障人民群眾的生命財(cái)產(chǎn)安全不受損害,促進(jìn)社會(huì)的和諧穩(wěn)定。本文根據(jù)黨的十八大報(bào)告中有關(guān)重大突發(fā)公共危機(jī)處理的相關(guān)精神,探討新時(shí)期的政府應(yīng)急管理措施,為建設(shè)和諧穩(wěn)定的社會(huì)環(huán)境提供一定的理論參考。
[Abstract]:With the deepening of China's economic and technological reform, China has entered into the reform of deep-water areas, politics, economy, culture. Social and other fields are undergoing profound changes. The impact of economic development on society is twofold. It not only improves people's lives, but also makes natural disasters and security incidents. Public health events and other frequent occurrences, sudden public crisis has become a major factor affecting social harmony and stability. The government, as the organizer of social activities, represents the fundamental interests of the broad masses of the people. It has the responsibility and duty to strengthen the control and management of the sudden public crisis, and to further ensure the safety of the people's life and property will not be damaged. This paper discusses the measures of government emergency management in the new period according to the relevant spirit of the report of the 18 National Congress of the Communist Party of China on the management of major sudden public crises. To build a harmonious and stable social environment to provide a certain theoretical reference.
