【摘要】：本文以美印合作關(guān)系歷程梳理開始，，分析了兩國(guó)冷戰(zhàn)期間及冷戰(zhàn)后，美印合作關(guān)系的形成與發(fā)展。縱觀美印合作發(fā)展的歷程，可以看出美國(guó)與印度之間確實(shí)有很多方面的共同利益，并且在多種積極因素的共同作用下，雙邊合作的廣度和深度都在不斷擴(kuò)大，這種趨勢(shì)不僅是是國(guó)際大環(huán)境的變化的直接體現(xiàn)，另一方面也是兩國(guó)各自的戰(zhàn)略需要，這客觀上將對(duì)中國(guó)的安全環(huán)境產(chǎn)生重要影響。但是，不可否認(rèn)的是，美印雙邊合作也有不少制約因素。從政策理念到心理隔閡，再到具體的戰(zhàn)略實(shí)施，雙邊的矛盾是顯而易見的。我們?cè)趯?duì)美印之間的合作保持清醒的看法、在對(duì)美印合作的發(fā)展給予密切的關(guān)注的同時(shí)應(yīng)及時(shí)采取相關(guān)戰(zhàn)略應(yīng)對(duì)措施。與此同時(shí)，也必須看到，中美印之間，任何兩者關(guān)系都已經(jīng)超越了雙邊范疇，具有全球意義。所以，中國(guó)要應(yīng)對(duì)美印合作對(duì)中國(guó)的挑戰(zhàn)就必須跳出美印雙邊的范疇，從中美印三邊關(guān)系的整體上加以把握，從而提出合理對(duì)策。保持對(duì)印、對(duì)美關(guān)系穩(wěn)定發(fā)展的前提下，制定中國(guó)的對(duì)外政策，使中美印三邊關(guān)系保持一種良性的平衡狀態(tài)。 本文通過(guò)對(duì)美印合作關(guān)系的分析認(rèn)為，在國(guó)家利益的驅(qū)使下，美印合作將在某種程度上擠壓中國(guó)的戰(zhàn)略生存空間。美印雙方共同的政治、經(jīng)濟(jì)和軍事利益以及美印擁有的共同價(jià)值取向等為美印合作提供了動(dòng)因，推動(dòng)著美印合作的發(fā)展。中國(guó)必須對(duì)美印合作的深化與發(fā)展保持足夠警惕，這是影響亞太地區(qū)安全以及中國(guó)發(fā)展的重要因素，中國(guó)需要及時(shí)采取策略，加以應(yīng)對(duì)。
[Abstract]:This paper begins with the history of US-India cooperation, analyzes the formation and development of US-India cooperative relations during and after the Cold War, and looks at the development process of US-India cooperation. It can be seen that there are many common interests between the United States and India, and the scope and depth of bilateral cooperation are constantly expanding under the joint action of many positive factors. This trend is not only a direct embodiment of the changes in the international environment, but also the strategic needs of the two countries, which objectively will have an important impact on China's security environment. There are also many constraints on bilateral cooperation between the United States and India. From policy concepts to psychological barriers to the implementation of specific strategies, the bilateral contradictions are obvious. We maintain a sober view of the cooperation between the United States and India. While paying close attention to the development of US-India cooperation, relevant strategic measures should be taken in time. At the same time, it must also be noted that any bilateral relationship between China, the United States and India has exceeded the bilateral scope. Therefore, if China wants to deal with the challenges posed by US-India cooperation to China, it must jump out of the category of US-India bilateral relations and grasp them from the overall perspective of the trilateral relations between China, the United States and India, so as to put forward reasonable countermeasures to maintain India. Under the premise of steady development of relations with the United States, China's foreign policy should be formulated to maintain a benign balance in the trilateral relations between China and India. Based on the analysis of the relationship between the United States and India, this paper holds that, driven by the national interests, the cooperation between the United States and India will, to some extent, squeeze out the strategic living space of China and the common politics of the United States and India. The economic and military interests as well as the common value orientation of the United States and India provide the motivation for the cooperation between the United States and India and promote the development of the cooperation between the United States and India. China must be vigilant to the deepening and development of the cooperation between the United States and India. This is an important factor affecting the security of the Asia-Pacific region and China's development, and China needs to adopt timely strategies to deal with it.
