【摘要】：遼寧省低收入家庭的住房問題歷來是遼寧省十分重視的一項民生問題,尤其自十七大報告明確提出要將解決住房問題作為改善民生的重要方面,政府作為提供公共服務(wù)的主體在解決城市低收入家庭住房困難和建立健全廉租房政策實施的問題上,負有主要責(zé)任。同時,隨著遼寧省城鎮(zhèn)化進程不斷推進,城市流動人口數(shù)量不斷增加,遼寧省廉租房政策的有效實施作為我省解決低收入家庭住房困難的主體政策,被給予越來越多的關(guān)注。廉租房政策的實施對于滿足城市低收入家庭的住房要求以及和諧社會的建設(shè)都有著重要的意義。就遼寧省實際而言,部分地區(qū)的廉租房政策實施進程緩慢,許多低收入家庭的住房問題沒有發(fā)生徹底的轉(zhuǎn)變。鑒于此,當(dāng)務(wù)之急是進一步完善遼寧省廉租房的政策,加快政策實施的推進步伐。 本文將以遼寧省廉租房政策實施的基本脈絡(luò)和邏輯進程為起點,全文一共分為五個章節(jié)：第一章為緒論,主要針對選題的目的、意義以及廉租房政策實施在我國的研究成果等方面進行闡述；第二章主要介紹廉租房政策實施的有關(guān)概念并重點分析遼寧省主要城市低收入家庭廉租房政策實施的情況以及政策實施過程中存在的問題；第三章對遼寧省廉租房政策實施從認識層面、制度層面、操作層面闡述期存在的缺陷,并針對導(dǎo)致問題的原因進行重點分析；第四章在總結(jié)我國部分發(fā)達的省市以及香港地區(qū)廉租房政策實施經(jīng)驗的基礎(chǔ)上,對于遼寧省廉租房政策實施的借鑒和啟示。第五章作為本文的重點,主要針對遼寧省廉租房政策實施提出相應(yīng)建議,為構(gòu)建和完善遼寧省廉租房政策實施提出一些思路和對策。
[Abstract]:The housing problem of low-income families in Liaoning Province has always been an issue of people's livelihood that Liaoning Province attaches great importance to, especially since the report of the 17th National Congress explicitly proposed that the housing problem should be taken as an important aspect of improving people's livelihood. As the main body of providing public services, the government has the main responsibility for solving the housing difficulties of urban low-income families and establishing and perfecting the implementation of the low-rent housing policy. At the same time, with the continuous progress of urbanization in Liaoning Province and the increasing number of floating population, the effective implementation of low-rent housing policy in Liaoning Province, as the main policy to solve the housing difficulties of low-income families in Liaoning Province, has been paid more and more attention. The implementation of low-rent housing policy is of great significance to meet the housing requirements of urban low-income families and the construction of a harmonious society. As far as Liaoning province is concerned, the implementation of low-rent housing policy is slow in some areas, and the housing problem of many low-income families has not changed completely. In view of this, the urgent task is to further improve the policy of low-rent housing in Liaoning Province, and speed up the implementation of the policy. This article will be based on the basic context and logical process of the implementation of the low-rent housing policy in Liaoning Province, the full text is divided into five chapters: the first chapter is the introduction, mainly for the purpose of selecting the topic. The significance of low-rent housing policy implementation in China and other aspects of research; The second chapter mainly introduces the concept of low-rent housing policy implementation and focuses on the analysis of low-income families in Liaoning Province low-income families low-rent housing policy implementation and the problems in the implementation of the policy; The third chapter of the implementation of low-rent housing policy in Liaoning Province from the cognitive level, the system level, the operational level of the period of analysis of the defects, and focus on the causes of the problems; The fourth chapter summarizes some developed provinces and cities and Hong Kong low-rent housing policy implementation experience on the basis of Liaoning Province low-rent housing policy implementation of reference and inspiration. As the focus of this paper, the fifth chapter puts forward the corresponding suggestions for the implementation of the low-rent housing policy in Liaoning Province, and puts forward some ideas and countermeasures for the construction and improvement of the implementation of the low-rent housing policy in Liaoning Province.
