國家開發(fā)銀行廣東省分行國家助學(xué)貸款風(fēng)險管理分析

【摘要】:國家助學(xué)貸款是一項“功在當代,利在千秋”的事業(yè),這項業(yè)務(wù)的開展在我國時間不到20年。由于我國國家助學(xué)貸款一開始便體現(xiàn)了一種自上而下的行政推動過程,不像發(fā)達國家的助學(xué)貸款那樣基本上是市場發(fā)展的自然結(jié)果,因此在發(fā)展過程中,其隱含的矛盾也隨之曝露,其中信用風(fēng)險問題尤其突出,研究具有重要意義。 本文除了導(dǎo)論外,主要內(nèi)容包括以下幾個部分: 第一部分即第二章,這是相關(guān)理論基礎(chǔ)和國外經(jīng)驗。首先對國家助學(xué)貸款的概念及其特征進行了界定;重點運用道德風(fēng)險理論對國家助學(xué)貸款存在信貸風(fēng)險的機理進行了分析,介紹了風(fēng)險管理的基本過程和主要策略;最后介紹了美國、澳大利亞、日本開展國家助學(xué)貸款的成功經(jīng)驗。 第二部分即第三至第六章,是國家開發(fā)銀行廣東省分行國家助學(xué)貸款風(fēng)險管理全過程的案例分析,也是全文的重點。其中:第三章梳理了國家開發(fā)銀行廣東省分行國家助學(xué)貸款發(fā)展歷程,利用風(fēng)險識別理論結(jié)合國開行的實際情況,提出了國家開發(fā)銀行廣東省分行助學(xué)貸款的風(fēng)險識別過程與步驟。第四章依據(jù)模糊綜合評價理論,結(jié)合各位專家的意見與建議,建立了適用于國家開發(fā)銀行的分析綜合評價模型,將大學(xué)生信用風(fēng)險評估指標體系中眾多影響信用風(fēng)險評級的因素歸納為三個層面共18個指標。并隨機挑選學(xué)生,利用本文所建立的模糊評價模型進行評測,依據(jù)最大隸屬度法則,對學(xué)生信用等級進行評定,提供給國家開發(fā)銀行予以參考。第五章依據(jù)上述風(fēng)險識別與評價的結(jié)論,針對生產(chǎn)流程分析法中的每一個步驟提出了相應(yīng)的風(fēng)險應(yīng)對策略。認為降低助學(xué)貸款風(fēng)險措施應(yīng)該貫徹整個助學(xué)貸款的三個階段即貸款前、貸款中、貸款后,提出了各階段相應(yīng)的降低風(fēng)險的措施。助學(xué)貸款發(fā)放前的防風(fēng)險工作主要包括:嚴格各層次的借款資格審核,提高對申請學(xué)生及家庭真實信息的了解程度,提高信用貸款宣傳工作的效果;貸款期間的管理工作主要包括:對學(xué)生進行品德教育和開建學(xué)生的信用檔案;對貸款學(xué)生畢業(yè)后的管理控制包括:完善學(xué)生的個人信用檔案,制定還款計劃和督促學(xué)生還款等三項內(nèi)容。第六章從國家開發(fā)銀行廣東省分行的角度出發(fā),提出了關(guān)于完善國家開發(fā)銀行廣東省分行助學(xué)貸款風(fēng)險管理監(jiān)控的措施。國家開發(fā)銀行廣東省分行助學(xué)貸款風(fēng)險監(jiān)控主要涵蓋了四個方面的內(nèi)容,分別是:國家助學(xué)貸款學(xué)生個人信用信息查詢系統(tǒng)的建立與完善,國家助學(xué)貸款的償還機制的改進,國家助學(xué)貸款的法律制度的完善和建設(shè)合理有效的操作流程,以及國家助學(xué)貸款的風(fēng)險分擔機制的建立。 第三部分即第七章,是對全文的總結(jié)和進一步研究展望。 本文的特色和創(chuàng)新之處是:從國家助學(xué)貸款提供者即國家開發(fā)銀行的視角,運用現(xiàn)代經(jīng)濟學(xué)的前沿理論即信息經(jīng)濟學(xué)中的道德風(fēng)險理論以及現(xiàn)代管理學(xué)中的風(fēng)險管理的基本過程,系統(tǒng)分析國家開發(fā)銀行廣東省分行助學(xué)貸款風(fēng)險管理全過程中的風(fēng)險識別、風(fēng)險評價、風(fēng)險應(yīng)對和風(fēng)險監(jiān)控。這在現(xiàn)有研究成果中還是比較少見的,也是本文的主要創(chuàng)新。
