PPP模式進(jìn)行廉租房建設(shè)的風(fēng)險(xiǎn)研究

【摘要】:廉租房項(xiàng)目是我國(guó)政府為了保障低收入住房困難家庭的基本居住條件而實(shí)施的一項(xiàng)住房保障制度。廉租房具有的福利性和公益性的特點(diǎn),目前用于廉租房建設(shè)的資金主要來(lái)源于政府財(cái)政撥款、公積金、土地凈收益增值等政策性資金,其資金數(shù)量有限、資金來(lái)源單一、供給不穩(wěn)定,造成了各個(gè)城市的廉租房建設(shè)都面臨資金短缺的問(wèn)題,使廉租房建設(shè)嚴(yán)重受阻。僅靠政策性資金難以滿足廣大低收入住房困難家庭對(duì)廉租住房的需求,創(chuàng)新廉租房的運(yùn)營(yíng)模式迫在眉睫。 PPP模式在西方許多國(guó)家的基礎(chǔ)設(shè)施和公共事業(yè)領(lǐng)域的應(yīng)用中都顯示出了較強(qiáng)的優(yōu)勢(shì),它將政府、私營(yíng)投資者和金融機(jī)構(gòu)的優(yōu)勢(shì)結(jié)合起來(lái),既減輕了財(cái)政壓力,提高了運(yùn)營(yíng)效率和服務(wù)質(zhì)量,同時(shí)也為私營(yíng)投資者帶來(lái)了穩(wěn)定的收益。其在公共基礎(chǔ)設(shè)施領(lǐng)域的廣泛的應(yīng)用為我國(guó)廉租房建設(shè)采用PPP模式提供了前車之鑒。 本文在查閱大量文獻(xiàn)資料的基礎(chǔ)上,總結(jié)了我國(guó)廉租房項(xiàng)目的主要政策、發(fā)展?fàn)顩r和目前存在的問(wèn)題;通過(guò)對(duì)PPP模式的理論研究,結(jié)合我國(guó)現(xiàn)階段廉租房制度的發(fā)展情況,分析了將PPP模式引入我國(guó)廉租住房建設(shè)的必要性和可行性,為廉租房項(xiàng)目的具體建設(shè)提供了依據(jù);在研究PPP模式下廉租房項(xiàng)目風(fēng)險(xiǎn)的特征的基礎(chǔ)上,通過(guò)WBS-RBS風(fēng)險(xiǎn)識(shí)別法識(shí)別出廉租房項(xiàng)目的主要風(fēng)險(xiǎn)因素;通過(guò)分析項(xiàng)目風(fēng)險(xiǎn)的多維屬性特征,把PPP模式下廉租房項(xiàng)目的風(fēng)險(xiǎn)因素分為四維屬性進(jìn)行評(píng)價(jià),構(gòu)建多維函數(shù),求出PPP模式下廉租房項(xiàng)目各單個(gè)風(fēng)險(xiǎn)因素的風(fēng)險(xiǎn)度,運(yùn)用改進(jìn)層次分析法確定子準(zhǔn)則層對(duì)總目標(biāo)的權(quán)重值,以此來(lái)計(jì)算出該項(xiàng)目的綜合風(fēng)險(xiǎn)度,為項(xiàng)目風(fēng)險(xiǎn)承擔(dān)主體進(jìn)行風(fēng)險(xiǎn)評(píng)價(jià)提供了依據(jù);最后根據(jù)風(fēng)險(xiǎn)分析的結(jié)果,結(jié)合國(guó)內(nèi)外普遍認(rèn)同的風(fēng)險(xiǎn)分擔(dān)原則,,給出了PPP模式下廉租房項(xiàng)目風(fēng)險(xiǎn)分擔(dān)的合理化建議。并利用風(fēng)險(xiǎn)分擔(dān)效用理論和討價(jià)還價(jià)博弈理論構(gòu)建出PPP模式下廉租房項(xiàng)目基于風(fēng)險(xiǎn)分擔(dān)的利益分配模型,求得納什均衡解即為最佳分配結(jié)果。最終結(jié)合實(shí)證分析,說(shuō)明了本文的研究及理論方法具有的現(xiàn)實(shí)意義,為PPP模式下廉租房項(xiàng)目的風(fēng)險(xiǎn)評(píng)價(jià)提供了參考。
[Abstract]:Low-rent housing project is a housing security system implemented by our government in order to protect the basic living conditions of low-income housing families. Low-rent housing has the characteristics of welfare and public welfare. At present, the funds used for the construction of low-rent housing mainly come from government financial allocations, provident funds, land net income increment and other policy-related funds, with a limited amount of funds and a single source of funds. Because of the instability of supply, the construction of low-rent housing in every city is faced with the problem of shortage of funds, which seriously impedes the construction of low-rent housing. It is difficult to meet the demand of low rent housing for low-income housing families only by policy funds, so it is urgent to innovate the operation mode of low rent housing. The PPP model has shown strong advantages in infrastructure and utility applications in many Western countries. It combines the advantages of government, private investors and financial institutions and reduces fiscal pressure. Improved operational efficiency and service quality, but also for private investors to bring stable returns. Its wide application in the field of public infrastructure provides an example for the construction of low-rent housing in China to adopt the PPP model. On the basis of consulting a large amount of literature, this paper summarizes the main policies, development status and existing problems of the low-rent housing project in China, through the theoretical study of the PPP model, combined with the current development of the low-rent housing system in China. This paper analyzes the necessity and feasibility of introducing the PPP model into the construction of low-rent housing in China, which provides the basis for the concrete construction of low-rent housing projects, and studies the characteristics of the risk of low-rent housing projects under the PPP model. Through the WBS-RBS risk identification method to identify the main risk factors of low-rent housing project, through the analysis of the multi-dimensional attribute characteristics of project risk, the risk factors of low-rent housing project under PPP mode are divided into four dimensional attributes to evaluate, and build a multidimensional function. The risk degree of each individual risk factor of low-rent housing project under PPP mode is calculated, and the weight value of sub-criterion layer to the total target is determined by using improved analytic hierarchy process (AHP) to calculate the comprehensive risk degree of the project. Finally, according to the results of risk analysis, combined with the generally agreed principles of risk sharing at home and abroad, this paper gives the reasonable suggestions of risk sharing in low-rent housing projects under the PPP model. By using the theory of risk-sharing utility and bargaining game theory, this paper constructs the benefit allocation model of low-rent housing project based on risk sharing in PPP mode, and obtains the Nash equilibrium solution as the best allocation result. Finally, combining with the empirical analysis, this paper explains the practical significance of the research and theoretical methods of this paper, and provides a reference for the risk evaluation of low-rent housing projects under the PPP model.
