【摘要】：全球氣候變暖已經(jīng)成為人類社會(huì)共同面臨的重要問題。大力創(chuàng)新低碳經(jīng)濟(jì)，走可持續(xù)發(fā)展道路，在世界各國已經(jīng)形成普遍共識(shí)。經(jīng)濟(jì)建設(shè)是人類的生存基礎(chǔ)，實(shí)現(xiàn)經(jīng)濟(jì)持續(xù)發(fā)展是世界各個(gè)國家建設(shè)的核心。而發(fā)展低碳經(jīng)濟(jì)是實(shí)現(xiàn)經(jīng)濟(jì)可持續(xù)發(fā)展的前提，需要完整的財(cái)政金融體系的有力支撐�！堵�(lián)合國氣候變化框架公約》和《京都議定書》以及建立的國際有關(guān)市場(chǎng)清潔能源再生機(jī)制和制度，催生了“碳金融”，使原有金融業(yè)務(wù)在支持低碳經(jīng)濟(jì)發(fā)展中得到拓展，原有金融理論得到創(chuàng)新。目前，我國的碳金融制度的建立處于初級(jí)階段，與這一制度相配套的政策與措施亟待探索與發(fā)展。不但包括法律制度的進(jìn)一步完善，，也包括國家的財(cái)政政策支持的具體規(guī)定。因此，借鑒發(fā)達(dá)國家和發(fā)展中國家的經(jīng)驗(yàn)，結(jié)合社會(huì)主義市場(chǎng)經(jīng)濟(jì)發(fā)展的自身特點(diǎn)進(jìn)行制度設(shè)計(jì)有利于促進(jìn)我國的碳金融制度建立和具體實(shí)施。在國家財(cái)政政策與制度方面，一方面需要進(jìn)行制度的普及與推廣，另一方面要采取多種方式對(duì)碳金融發(fā)展進(jìn)行資金上的支持。通過了解國際經(jīng)驗(yàn)可以得知,完善碳金融相關(guān)的國家財(cái)政制度也需要很長時(shí)間的探索。特別是將這些寶貴經(jīng)驗(yàn)與我國已有的財(cái)政制度相結(jié)合，更需要在實(shí)踐中不斷探索，構(gòu)建適合我國社會(huì)主義市場(chǎng)經(jīng)濟(jì)發(fā)展的制度，為碳金融發(fā)展提供國家財(cái)政方面的有力保障。 本文以低碳經(jīng)濟(jì)、碳金融理論和實(shí)踐依據(jù)為基礎(chǔ),在對(duì)世界各國碳金融發(fā)展的過程進(jìn)行研究的基礎(chǔ)上，總結(jié)了各國碳金融發(fā)展財(cái)政支持的寶貴經(jīng)驗(yàn)，分析了我國碳排放機(jī)制市場(chǎng)的發(fā)展現(xiàn)狀以及其制約因素，并提出我國碳金融財(cái)政支持的對(duì)策和建議，力求促進(jìn)我國碳金融的可持續(xù)發(fā)展。
[Abstract]:Global warming has become an important problem facing human society. To create a new low-carbon economy and take the path of sustainable development has formed a general consensus in the world. Economic construction is the basis of human existence, and the realization of sustained economic development is the core of the construction of every country in the world. The development of low-carbon economy is the prerequisite for sustainable economic development. The United Nations Framework Convention on Climate change and the Kyoto Protocol, as well as the international mechanisms and regimes for clean energy regeneration in the relevant international markets, have given rise to "carbon finance," So that the original financial business in support of low-carbon economic development has been expanded, the original financial theory has been innovative. At present, the establishment of carbon finance system in China is in the primary stage, and the corresponding policies and measures need to be explored and developed. Not only the further improvement of the legal system, but also the specific provisions of the state financial policy support. Therefore, drawing lessons from the experiences of developed and developing countries and combining the characteristics of the development of socialist market economy, institutional design is helpful to promote the establishment and implementation of carbon finance system in China. In the aspect of national fiscal policy and system, on the one hand, we need to popularize and popularize the system, on the other hand, we should take various ways to support the development of carbon finance. From international experience, it takes a long time to perfect the national financial system related to carbon finance. Especially, it is necessary to combine these valuable experiences with the existing financial system in our country, to construct a system suitable for the development of our socialist market economy, and to provide the national financial guarantee for the development of carbon finance. Based on the theory and practice of low-carbon economy and carbon finance, this paper sums up the valuable experience of financial support for carbon finance development in various countries on the basis of the research on the development process of carbon finance in the world. This paper analyzes the present situation of China's carbon emission mechanism market and its restrictive factors, and puts forward some countermeasures and suggestions for the financial support of carbon finance in China, in order to promote the sustainable development of carbon finance in China.
