【摘要】：截至2012年底，大陸累計(jì)批準(zhǔn)臺(tái)資項(xiàng)目88001個(gè)，實(shí)際利用臺(tái)資570.5億美元。臺(tái)資在我國(guó)累計(jì)吸收境外投資中占4.5%。本文在現(xiàn)有研究的基礎(chǔ)上，對(duì)臺(tái)商投資大陸的區(qū)位分布、產(chǎn)業(yè)結(jié)構(gòu)進(jìn)行研究分析。研究結(jié)果顯示，長(zhǎng)三角、珠三角及福建仍是臺(tái)商投資的主要區(qū)位，但投資比重開(kāi)始呈現(xiàn)下滑趨勢(shì)；與此同時(shí)，臺(tái)商對(duì)中西部?jī)?nèi)陸地區(qū)的重視程度明顯提高，特別是對(duì)四川、重慶兩省市的投資有明顯的增長(zhǎng)。在產(chǎn)業(yè)結(jié)構(gòu)上，隨著兩岸金融合作協(xié)議及ECFA的實(shí)施，臺(tái)商對(duì)金融及保險(xiǎn)業(yè)等服務(wù)業(yè)投資的增長(zhǎng)勢(shì)頭強(qiáng)勁，金融及保險(xiǎn)業(yè)和不動(dòng)產(chǎn)業(yè)自2010年起已躋身臺(tái)商投資大陸各產(chǎn)業(yè)前十甲，其投資區(qū)位主要集中在長(zhǎng)三角、珠三角、四川、北京和福建。 為深入了解大陸臺(tái)商經(jīng)營(yíng)情況，本研究對(duì)部分在閩臺(tái)商進(jìn)行訪談，并結(jié)合臺(tái)灣經(jīng)濟(jì)部投資審議委員會(huì)的相關(guān)調(diào)研報(bào)告得出：勞動(dòng)成本持續(xù)上升、隱含成本高、內(nèi)銷市場(chǎng)開(kāi)拓困難、融資困難等是現(xiàn)階段大陸臺(tái)商面臨的主要問(wèn)題，但這些問(wèn)題在不同省市的影響程度有所區(qū)別。實(shí)證部分，本研究利用省級(jí)面板數(shù)據(jù)對(duì)臺(tái)商投資大陸區(qū)位選擇影響因素進(jìn)行實(shí)證分析。實(shí)證結(jié)果表明，臺(tái)商直接投資區(qū)位與GDP、勞動(dòng)者受教育水平、外貿(mào)依存度等呈正相關(guān)，與經(jīng)濟(jì)距離、FDI存量等呈負(fù)相關(guān)。 本文根據(jù)研究結(jié)果，提出完善投資軟環(huán)境、優(yōu)化兩岸金融合作、加快人才培育等政策建議，，為大陸吸引臺(tái)商投資提供參考。最后，本研究以福建省為例，對(duì)臺(tái)商投資福建進(jìn)行案例分析，并提出提高執(zhí)法水平、強(qiáng)化閩臺(tái)金融產(chǎn)業(yè)對(duì)接與構(gòu)建閩臺(tái)廈門(mén)金融合作特區(qū)、推動(dòng)兩岸科研與教育合作等建議。
[Abstract]:As of the end of 2012, the mainland has approved 88001 Taiwan funded projects, the actual use of Taiwan. Taiwan accounted for $57 billion 50 million 4.5%. on the basis of existing research in China's total absorption of foreign investment in the regional distribution of Taiwanese investment in the mainland, research and analysis of the industrial structure. The research results show that the Yangtze River Delta, Pearl River Delta and Fujian is still the main location Taiwanese investment, but the proportion of investment began to decline; at the same time, Taiwanese businessmen pay more attention to the central and western inland areas increased significantly, especially in Sichuan, Chongqing two provinces investment has increased significantly. In the industrial structure, with the implementation of the cross-strait financial cooperation agreement and ECFA, Taiwan to the financial and insurance services the investment growth momentum, finance and insurance industry and the real estate industry since 2010 has been among the top ten Taiwanese investment in the mainland industry a, its investment location mainly In the Yangtze River Delta, the Pearl River Delta, Sichuan, Beijing and Fujian.
For the operation of in-depth understanding of the mainland, the research on the part of Fujian and Taiwan in business interviews, relevant research reports and combined with the Taiwan economic and Investment Commission that labor costs continued to rise, the implied cost is high, the domestic market development difficulties, financing difficulties are the main problems facing the mainland China at the present stage, but these problems differ the influence of different provinces and cities. The empirical part of this study, using the provincial panel data on the amount of investment, location choice factors for the empirical analysis. The empirical results show that Taiwan direct investment zone and GDP, the education level of the laborers, the degree of dependence on foreign trade was positively related to, and economic distance, FDI was negatively related to the stock.
According to the results of the research, put forward to improve the soft environment for investment, accelerate the optimization of cross-strait financial cooperation, personnel training and other policy recommendations, provide a reference for the mainland to attract Taiwanese investment. Finally, this research takes Fujian Province as an example, analyze the case of Taiwanese investment in Fujian, and put forward the high level of law enforcement, strengthen the financial industry and the construction of Fujian and Taiwan docking between Fujian and Taiwan Xiamen SAR financial cooperation, promote cross-strait cooperation research and education and so on.
